RULE 1040 HEALTH AND SAFETY COMMITTEE
GENERAL REQUIREMENTS Health and safety committee organized within 60 days for old establishments and within 1 month for new establishments Committee shall reorganize every January of the following year
DUTIES OF THE HEALTH AND SAFETY COMMITTEE
DUTIES OF THE HEALTH AND SAFETY COMMITTEE Directs the accident prevention efforts of the establishment in accordance with the safety programs, safety performance, and government regulations to prevent accidents in the workplace Plans and develops accident prevention programs for the establishment 2 1
DUTIES OF THE HEALTH AND SAFETY COMMITTEE Reviews reports of inspection, accident investigations, and implementation of program Conducts safety meetings at least once a month 4 3
DUTIES OF THE HEALTH AND SAFETY COMMITTEE Provides necessary assistance to government inspecting authorities in the proper conduct of their activities such as the enforcement of the provisions of these standards Submits reports to the manager on its meetings and activities 6 5
DUTIES OF THE HEALTH AND SAFETY COMMITTEE Develops and maintains a disaster contingency plan and organizes such emergency service units as may be necessary to handle disaster situations pursuant to the emergency preparedness manual for establishments of the Office of Civil Defense Initiates and supervises safety training for employees 8 7
TERMS OF OFFICE OF MEMBERS
TERMS OF OFFICE OF MEMBERS 01 HEALTH AND SAFETY COMMITTEE Department Head: One year Worker Members: Type A and B: Two years Type C, D and E: One year The chairman, physician or nurse and the safety man shall be permanent members of the committee. 02 JOINT COMMITTEE The term of office of the Chairman and the Members shall be one year. Membership in the joint committee shall be rotated among members of the health and safety committees in other establishments.

DUTIES OF THE SAFETY MAN Serves as Secretary to the Health and Safety Committee a. prepare minutes of meetings b. report status of recommendations made c. notify members of the meetings d. submit to the employer a report of the activities of the committee, including recommendations 1 Principal function: act as employers’ principal assistant and consultant in application of programs to remove the hazards from workplace and to correct unsafe work practices
DUTIES OF THE SAFETY MAN Acts in an advisory capacity on all matters pertaining to health and safety for the guidance of the employer and the workers Conducts investigation of accidents as member of the Health and Safety Committee and submits his separate report and analysis of accidents to the employer 4 3 2 Coordinates all health and safety training programs for the employees and employer 5 Conducts health and safety inspection as member of the committee
DUTIES OF THE SAFETY MAN Provides assistance to government agencies in the conduct of safety and health inspection, accident investigation or any other related programs Maintains or helps in the maintenance of an efficient accident record system and coordinates actions taken by supervisors to eliminate accident causes 6 7 8 For purposes of effectiveness in a workplace where full-time safety man is required, he shall report directly to the employer
Other Types of Health and Safety Organizations 01 LINE TYPE A form of organization where the general manager or head of the establishment directs the health and safety programs and assumes overall responsibility for the safety in the establishment. He delegates the application of health and safety programs to plant personnel occupying line positions Subject to approval of Secretary or his duly authorized representative, the employer may establish in his place of employment the line or staff type of organization.
Other Types of Health and Safety Organizations 02 STAFF TYPE Staff safety organization or safety engineer type consists of a line organization with specialized personnel employed to advise and assist management in all matters of safety. Said personnel are responsible to the top executive exercising staff functions, serve all departments in an advisory capacity and supervise the application of the health and safety program in the workplace.
