Development Development is not purely an economic phenomenon but rather a multi-dimensional process involving reorganization and reorientation of entire economic AND social system Development is process of improving the quality of all human lives with three equally important aspects.

Planning Planning is a complex form of symbolic action that consists of consciously preconceiving a sequence of actions that will be sufficient for achieving a goal. It is set apart from un deliberated action, which is not preconceived. "Plan construction" refers to the process by which plans are formulated and "plan executionn to the process by which plans are carried out.

Rural Development Rural Development is in the process of defining a strategic plan and comprehensive framework for agricultural and rural sustainable development, while preserving the rural landscape and adhering to environmental values.

Aims The aims of this plan are: ƒ Strengthening the rural community. ƒ Diversifying the rural economic basis while stabilizing and developing agriculture as a unique economic sector. ƒ Protecting open spaces and landscapes, both natural and man-made, and integrating them with the rural landscape. ƒ Planning and developing farm and countryside in Israel, in its various contexts, as a unique form of rural life with a distinct character. ƒ Updating the statutory and physical structure of these settlements to keep pace with current organizational and structural trends.

The heading 'rural planning' as a sector or government involvement is often absent from plan documents in many countries. But policy and legislation related to agricultural , transportation and communications, education, health and human services .

They have also determined the range and quality of services accessible to rural populations, When headings such as rural planning, rural development, integrated rural development are present in plan documents. as discrete sectors requiring attention and having related funding lines in national and state budgets, these sectors are often defined in terms of engagement with social welfare agendas.

The goals of such sectoral policies have often included statements about the need to redress inequalities in access to public services and redistributive justice. A broader definition of rural planning as encompassing policy that has both explicit and implicit intention to impact rural conditions, economic, social, and physical is adopted here.
