General safety measures
•1.The electric wiring and points are to be kept in order. In case
of any uninsulated live wires being found, the wiring must be
changed and electricity should be disconnected till such defects
are set right.
•2.The distribution boxes of electricity should be locked and the
keys should be kept under the custody of electrician or incharge
House-master.

•3.Immediate necessary measures should be taken to
repair the loose wiring /connections.
•4.In case of urgent need, Electric gadgets should be
handled by responsible employee of the Vidyalaya.
•5.in few cases trees are planted just below the
electric line and whenever the branches grow it
touches the LT line and sparks dangerously. It
should be checked.

•branches should be trimmed so that they do not touch the
electric wire or become a safety hazard.
•6.Students should be warned not to touch electric poles.
•7.Fencing should be provided near or around the stairs of over
head tank so that the children can not climb on the over head
tank.

•8.The broken railing of stairs should also be got
repaired immediately.
•9.The safety and security issues points of action to
ensure the students should be discussed
periodically by the principal, house-master and other
teachers and the strategies should be chalked out.

•10.A safety and security Committee should be formed will meet
once in a quarter to discuss about to discuss about the safety
measures to be adopted by the vidyalayas.
•11.Safety briefing should form a part of the regular programme of
the morning assembly .

•12.Broken furniture, naked iron rods etc. should be stored at such a
place where there is no frequent movement by the students.
•13.Students should be forbidden to keep any type of weapons, toxic
drugs, pornographic books and photographs etc. With them.
Surprise checking should be done quite often.

•16.proper drinking water is to be provided during
class hours. Students should be kept fruitfully
occupied so that they do not indulge in indiscipline.
•17.Adequate care is to be taken while working in
science laboratory. Handling of glassware or heating
of objects must be done carefully.

•14.Timely arrival of the students is to be ensured to the vidyalaya
assembly and class. Unauthorized absences should be checked .
•15.Very often students come late to the class after short breaks.
•16.No student should be allowed to go to the dormitory during small
break \ recess without the permission of the House-master.

•17.Whenever the gas cylinder is used for the
laboratory purpose, proper care must be taken to
operate in a way it as to avoid fire accidents.

•18.Since the vidyalayas have a very wide spread vast
campus area, there may be chances of having long
grasses, marshy areas and bushes etc. Care should be
taken to clean weeds and bushes all through the
campus. Marshy areas should be filled with soil and
sand to avoid any mishaps. Steps must be taken to
utilise the whole land for one or the other purpose.

pathways should be placed in different places in the
boys and girls dormitories

•20.Entry to the campus should be ensured from one main gate only.
There should be proper record of entries of outsiders/visitors. Any
student who goes outside should show his/her gate pass issued by
the house-masters an should make an entry in the gate-book.
•21.A format giving details with affixed photograph of the person
authorized to take the child may be prescribed and obtained with the
signature.

•22.Principal should not allow the parents / unauthorized
persons to meet the children frequently.
•23.Only ONE DAY in every month may be fixed for meetings
parents/outsiders with students.

•24.Meeting of parents may be organized individually with the House-
master and teachers, so as to brief them about the student.
•25.Pincipal must stream line and systematize the daily routine activities.
While framing the daily routine activities it should be kept in mind that all
are actively involved in academics and co-curricular activities.
•26.Participation of students in the management of activities will prove
helpful in avoiding accidents and mishaps. Student should be kept
engaged in organizing various programmes and workshops to develop
extra curricular skills.
•27.Entry and movements of animals such as stray cattle, pigs etc.
should be checked and prohibited inside the campus.

28. Cases of molestation by animals must be viewed very seriously. The
principal should without delay provide a complete report to their
Regional offices and the NVS headquarters so to enable the Samiti to
take necessary disciplinary action against the culprits. Under the
provisions of summary trail already notified, Commissioner, NVS, can
terminate the services of any employee indulging in acts of moral
turpitude.
29.Migrated children must be made to feel as at home. The Principal and
the teachers must accord top priority to the issue as samiti has been
receiving several migration related complaints leading to clashes

Visit of Principal, Staff or House master to dormitories
are essential precautionary measures. Also essential is
the procedure for examination & upkeep of records,
submission of daily reports & inspection of unsafe areas
in buildings and grounds.

10.The Principal, House masters and other Teachers must conduct
fortnightly inspection of the class rooms dormitories dining hall,
toilet and bathroom blocks to find out whether the electric wiring
and points are in order. In case they find any un insulated live
wires, the wiring must be changed and electricity disconnected till
such defects are set right. Nobody should tamper with the
distribution boxes and with the fuse carriers.
11.Regular roll call and attendance is to be taken by House master
twice daily. the attendance register of houses is to be verified and
countersigned by the Principal at 9.30 p.m. daily.

12.The staff nurse will attend to the sick child immediately.
No illness of the child is to be taken casually or in a routine
manner. Instead the symptoms of illness should be taken note
of and medicines given should be recorded in the register.
13.The sick student should not left alone in the dormitory at any
time.

18.The H.M\Principal or Staff nurse should not feel that
simple ailment do not require any treatment. Rather, the
feelings of the child should be taken care of. He\she
should be given a patient hearing and counseled

condition thereafter.

19.The Vidyalaya doctor should always be consulted
after first aid treatment to the child.
20.In the absence of the Vidyalaya doctor (if found not
available at that time) a qualified doctor of the
nearby health center\hospital should be consulted.

21.After diagnosing the sickness, the parents may be informed
about the nature of illness except for common colds and
seasonal health problems.
22.In case the part time doctor and Staff Nurse feel that the illness
of the child can not be diagnosed quickly he\she should
immediately be shifted to a nearby Govt. hospital for further
examination.

23.Medicines prescribed by the doctors should be given to the
students only by the staff nurse. No Teacher or Principal
should administer medicines on their own to the sick child.
24.In case of any serious illness of the child if the Vidyalaya
requires to incur any expenditure, such amount should be
spent without any delay and later on it can be reimbursed by
the parents. Treatment cannot be delayed for want of
finance.

•25.Records about the sick children are to be
maintained by the Staff Nurse and this record is to
be put to the Principal daily in the evening in a
prescribed format.

26.The child should be admitted in the hospital
immediately in cases of serious illness and
accidents.
27.The date and time schedule of the visit of the
Vidyalaya Doctor should be fixed well in advance
and the children and house master should be intimated
accordingly.

28.A responsible employee must remain as an escort
with the sick child till parents arrive and take over
the child.
29.Doctors visit register should be maintained by staff
nurse.

30.Take additional help of district administration, if
need be to ensure medical facilities to the children.
Wherever there is no Doctor in the nearby vicinity
the District Administration should be requested to
arrange weekly visits of a medical team.

31.A sick child should not be sent to his home at the first
instance of reporting sick . Instead, he\she should be
hospitalized and the parents also be informed
immediately. on their arrival if they prepare to take the
child home they should be permitted to do so after
obtaining a written request.

•32.Complete medical check-up of the students may be
conducted once in a quarter.
•33.Diet for the sick students should be given separately as per
the recommendations of the doctor.

available in the Vidyalaya during the quarterly health
checkup and during inspection.

should not be permitted for games and sports

36.The staff nurse would be accountable for regular medical checkup of
all the students ,maintenance of health record and monitoring of the
health problems of the children of the JNV.
37.Regular mosquito eradication measures should be taken in the
Vidyalaya.
38.The principal has to ensure availability of sick room/staff
nurse/common medicines/consultant doctor /vehicle for
hospitalization of the children in emergencies
39.A regular action programme should be prepared and implemented for
preventing students from seasonal contageous disease caused on
account of water and changing weather etc.
40.Outside food stuff should not be permitted except items like Biscuits
etc.
41.medical history card is to be invariably sent along with migrated
children at the time of their departure for migration.

42.Children suffering from any chronic diseases
should not be sent on migration.
43.Personal hygiene of Mess workers and
conditions in the kitchen and mess are to be
checked by the Vidyalaya doctor at least once
in a quarter.
44.The cleanliness of mess surroundings, utensils
and food preparations should be checked
regularly by catering assistant, staff nurse and
Principal. Regular arrangements for disposal of
food stuff should be made.
45.Proper care should be taken with regard to
installation of gas cylinders. All necessary
arrangements should be made as per the
specification laid down by the gas authority for
installation of gas connection without giving
any scope for leakage etc.

•46.Adequate care should be taken with regard to
drinking water. The staff nurse should be instructed to
ensure that the water is properly purified / chlorinated
before using for the drinking purpose.
•47.Toilets should be maintained in a sanitary condition
and necessary phenyl and disinfectants should be
provided frequently to avoid contamination.

•48.Kitchen and utensil, washing place should be kept clean,
Necessary arrangements should made for spraying of
•phenyl, bleaching powder etc.
•Water stagnation should not occur. Do not leave any scope for
breeding of mosquitoes, flies etc. Dining tables should always be
kept neat and clean.

•49.Arrangements must be made for regular supervision
for cleanliness of dining hall, washing places,etc. to
avoid unhygienic conditions.
•50.When students are admitted in class - 6, a Medical
Fitness Certificate from the Civil Surgeon will only be
accepted.

•Many death accidents have occurred due to
drowning.
•The following measures are to be adopted:
•1.Construction of compound wall is to be given top
priority which may help in proper supervision and
control over children.
•2.The open wells and ponds, if they exist in the
campus are to be covered with protective wall and
iron grills to cover them so that the movement of the
students in this area are restricted.

3.Do not permit children to go to nearby rivers canals
ponds and railway tracks and also do not allow them
to take bath using water from the over head tanks by
climbing on the terrace.
4.Movement of children is to be strictly monitored
through formation of groups.

5.Children should not be permitted to go outside the
Vidyalaya premises for bathing/washing clothes etc.
6.The presence of the students in the Vidyalaya
campus at all times should be strictly enforced.
Maintenance of discipline and check on the
unauthorized absence of students from the
Vidyalaya is to be given paramount importance.
7.Students with a history of frequent disappearance or
running away from the Vidyalaya or absence without
proper permission are to be given special attention
and vigilance is to be regularly kept on them.

8.The root causes for this kind of behavior of the students must
be ascertained. parents should be informed accordingly and
corrective steps taken.
9.For certain rituals and functions which are observed in the
Vidyalaya , necessary precautions and arrangements should
be made well in advance. Children should not be permitted to
take out rallies for immersion of idols in tanks, ponds, wells
etc.
10.No procession should be allowed to get out the Vidyalaya
campus on the eve of any religious celebration.

12. Any person/parent visiting Vidyalaya must obtain
permission from house master to meet the student

and Principal from time to time.

3.Proper and regular counseling services should be offered
to help the mentally disturbed children who are under
depression.

•4.Continous communication between the child and
the teacher should be maintained with proper follow
up action.
•5.No student should stay inside the dormitories
during class hours. All the dormitories should be
locked at the time of commencement of classes.

•6.The psychological behavior of students should be
watched closely in such a way that students can be
helped to overcome their introvert behavior such as
shyness, depression and aloofness which may
cause any sort of unforeseen incident.

7.Corporal punishment to the students is strictly prohibted.
Insulting them in public refering to their parentage, caste,
community etc. by the teachers will be viewed seriously
and necessary action will be initiated against erring staff.

•8.Proper counseling should be done either by house master or
class master /principal in case of any mistake committed by the
students like stealing, telling lies etc.
•9.In case the student is not mending his behavior it should be
reported to his parents well in time and after giving one or two
chances for improvement, further necessary action should be

•10.Emotional behavior of the students should be
watched properly & carefully.
•11.Children in JNVs are admitted at the tender age of
9 to13years which is a pre adolescent or adolescent
age. At this stage, they need counselling and
continuous guidance for becoming physically fit
mentally alert and emotionally balanced.

•12.The educational process can be made pleasant
attractive and motivating to the child. A firm trust is
established between the teacher and the taught. The
bond of friendship and affection can be strengthened.
The teacher has to understand and develop sympathetic
and empathetic attitude towards the child.

teacher in understanding and dealing with children of
different abilities.

Safety is as simple as ABC - Always Be Careful

•The safety of students traveling from one place to other is the
prime responsibility of the escorts. Particular care on the part
of the escorts is needed to eliminate occurrence of unfortunate
incidents.
• 1. Before proceding on any journey, the children and the
escort teacher should be briefed about all the details of the
journey and precautions to be taken.
•2.Escorting teacher should always be watchful to ensure that
all students are present at their respective berth/seats.
•3.Lady teachers will invariably escort teams where girls are
traveling. Even if there is one girl, there must be a lady escort
teacher.

•4.Escort teachers must maintain proper
vigilance to watch luggage material to avoid
theft or missing of luggage.
•5.Minor first aid, medicine/material is to
be kept with the escort to meet any
emergency of sickness.
•6.It is the responsibility of the escorts to
take the students on journey with utmost
safety and security.
•7.Valid identity cards must be kept by the
students during the journey. Students
should never be sent unescorted.

•8. The escort should ensure that the food during the
journey is hygiene.
•9. Food articles sold through unauthorized vendors
are to be avoided.

•10. Strict instructions are to be given to the children
not to move outside the compartment or get down at
the station without their escorts.

•11.Safety measures such as eating street made food,
running around rashly, frequently standing on the
window or door side and peeping outside are to be
strictly avoided.
•12.The escorting teacher must invariably travel in
the same class of accommodation of students and
also in the same compartment.

13.The students should not be permitted to leave the
compartment without escort.
14.In case of articles of foods to be purchased one or
two students may be taken by the teacher to do so
normally, efforts should be made that all eatables
are taken by the In charge of the party before
undertaking the journey.

•15.In case the party is very large, students should be
divided into groups and one escort should be
deputed for each group who will be responsible for
the group. Normal criteria for number of escorts is
one for 10 or less than 10 students and one one for
every additional group of 10 or less students subject
to the maximum of 5.

MEASURES TO BHE ADOPTED IN CASE OF MISSING
CHILDREN
•1.House-master will report to Principal immediately,
•2.Principal will report to Police and District Collector
immediately.
•3.The information should be passed on to to parents
over phone or through a special messenger.
•4.Report should be sent to R.O. and hqrs with detail
follow up actions taken by the vidyalaya.
•5.Search should begin immediately after noticing the
student is missing.
•6.Principal should arrange for the news broadcast of
the missing student through Radio, T.V. and publish
the news in newspapers.

7.Principal should be in constant touch with distt. Collector, police and

8.Principal should inform the concerned as and when the student is
traced out.
9.The reasons for absconding/missing of the student must be ascertained
by Principal.
10.Corrective measures to ensure that the student does not repeat such
action should be taken by Principal .
11.Close watch on the movement of the student should be kept by
Principal.
12.The Principal should discuss with parents and bring it to the notice of
R.O. in case of history of disappearance of the student.

PROCDEDUAL CODE TO BE ADOPTED IN CASE OF
DEATH INCIDENTS
•1.The House-master will report the incident to Principal immediately.
•2.The Principal will inform to the Ckluster incharge/ Deputy
Commissioner/R.O./Dist.Collector and Police immediately by phone
or fax.
•3.The parent should be informed over phone or through special
messenger.
•4.The Principal has to ensure that the parents/guardians are
informed and briefed about the situation.
•5.Conduct of post-mortem must be got done.
•6.The Principal/jnv authorities must assist the parent to carry the
dead body up to the native place of the student.

•7. The principal/jnv authorities must attend the
funeral of the student.
•8.The Principal/jnv authorities must console the
parents.
•9.The Principal/jnv authorities must organize
condolence meeting in the Vidyalaya.

•10.They must provide all possible courtesy, moral
support and help to parents.
•11.Soon after of information, the deputy
Commissioner, RO must rush to the Vidyalaya for
inquiry. All death cases are to be inquired by the
Deputy commissioner personally.
•12.The Deputy Commissioner of R.O. must identify
the causes, events leading of death.

•13.The Deputy Commissioner of R.O. must obtain
statement of the Principal, staff Nurse, Vidyalaya-doctor
and House-Master, students and other associated
persons.
•14.The Deputy Commissioner of R.O. must take
immediate disciplinary action/whereever felt necessary
and inform NVS, Hqrs.

•15.Statment of parents must be obtained, if felt
necessary.
•16.A detailed report of death along with all relevant
reports and statements must be prepared by the
Principal and should submit to RO under intimation
to commissioner, NVS.

17.The findings of the report should be clear. Only matters related to the
specific event should be reflected in the report.
18.If a student dies in the hospital while undergoing treatment , statement
of the doctor is to be obtained.

•1.The teacher is the best judge if the behavioral pattern
of the students, such as emotional, social and language
problems. He/She should provide proper stimulus and
plan for appropriate activities and also give necessary
guidance for their self development of the children.
