certificateissuedtohis/herfatherbytheprescribedauthorityoftheStateofthefather'sorigin
exceptwheretheprescribedauthorityfeelsthatdetailedenquiryisnecessarythroughtheStateof
originbeforeissueofthecertificate.Thecertificatewillbeissuedirrespectiveofwhetherthe
Caste/TribeinquestionisscheduledornotinrelationtotheState/UnionTerritorytowhichthe
personhasmigrated.TherevisedformofCasteCertificateforthepurposewascirculated.Itwas
clarifiedthattheScheduledCaste/ScheduledTribepersononmigrationfromtheStateofhis/her
origintoanotherStatewillnotlosehis/herstatusasScheduledCaste/ScheduledTribesbut
he/shewillbeentitledtotheconcessions/benefitsadmissibletotheScheduledCastes/Scheduled
TribesfromtheStateofhis/heroriginandnotfromtheStatewherehe/shehasmigrated.
2.InstanceshavebeenbroughttothenoticeofthisMinistrythatdespitetheaforesaid
instructions,thepersonsbelongingtoScheduledCasteswhohavemigratedfromoneState/
Unionterritory(UT)toanotherforthepurposeofemployment,educationetc.experiencegreat
difficultyinobtainingcastecertificateortheyaredeniedScheduledCastecertificateinthe
migratedState/U'T.
3. Itis,therefore,reiteratedthatthecompetentauthoritieswhohavebeenempoweredto
issuesocialstatuscertificateintStateGovernmentlUTAdministrationmayissuetheScheduled
CastecertificatetoapersonwhohasmigratedfromanotherState/U'T,ontheproductionofthe
genuinecertificateissuedtohis/herfatherbytheprescribedauthorityoftheState/U'Tofthe
father'soriginexceptwheretheprescribedauthorityfeelsthatdetailedenquiryisnecessary
throughtheState/U'Toforiginbeforeissueofthecertificate.Thecertificatewillbeissued
irrespectiveofwhethertheCasteinquestionisscheduledornotinrelationtotheState/U'Tto
whichthepersonhasmigrated.Itisalsoclarifiedthatinter-State/U'TScheduledCastemigrant
willbedeemedtobeaScheduledCasteoftheState/U'Tofhis/heroriginandwillbeentitledto
derivebenefitsfromtheState/U'ToforiginandnotfromtheStateIUTtowhichhe/shehas
migrated.However,amemberofaScheduledCastewouldbeentitledforallbenefits
