5. THE Katarungang Pambarangay or Barangay Justice System is a community-based dispute settlement mechanism that is administered by the basic political unit of the country, the barangay . As a community-based mechanism for dispute resolution, it covers disputes between members of the same community (generally, same city/municipality) and involves the Punong Barangay and other members of the communities (the Lupon members) as intermediaries (mediators, conciliators, and, sometimes, arbitrators). 9. Lupong Tagapamayapa (Amended from Lupong Tagapayapa ) is a body duly organized by law primarily tasked to administer the Katarungang Pambarangay Law . Its Functions include: Exercise administrative supervision over the conciliation panels provided herein; Meet regularly once a month to provide a forum for exchange of ideas among its members and the public on matters relevant to the amicable settlement of disputes, and to enable various conciliation panel members to share with one another their observations and experiences in effecting speedy resolution of disputes; and Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance (additional function added in RA 7160)

16. The Lupon shall be organized within 15 days from the start of the term of the barangay officials (amended from 10 days of January of every other year) The proposed list of Lupon members shall be posted (KP Form 1) in 3 conspicuous places within the barangay for three consecutive weeks.
