Government of India Act 1919 According to the montagau chemsford reforms 1919 after ten years new reformation were to be implemented… Govt of India 1919 had introduced the system of dyarchy to govern the provinces of british india . This act had a provision that a commission would be appointed after 10 years to investigate the progress of the scheme and suggest new steps for reforms, On this purpose british govt started working on it The government decided to send a constitutional commission to India.

Previously it was said that a new commission will be created after 10 years, but secretary appoints a group two years before deadline. Problem with Commission All members of Simon Commission were white peoples, no Indians were appointed, Simon Said indians are not capable of making their constitution, which is widely acceptable by all classes, communities and political parties. Commission Opposed by Almost All Indian political parties like Congress, Muslim League etc, decided to bycott it.

Mukhtar Ahmed Ansari Madras Session In same year a session of congress party was held, whose president was Mukhtar Ahmed Ansari. Two major decisions were taken in this session. Not to cooperate with Simon Comission Will setup an All Party Conference to draft Indian Constitution. They Formed a committee, whose chairman was Motilal Nehru. Federal system of Government should be implemented in sub continent. In all provinces the dual system would be finished and autonomy would be given. Sindh Should be separated from bombay because of 879KM distance between them. The system of separate electorate would be continued. In NWFP, same constitutional reformation should be implemented. In the muslim minorities provinces muslim would be given more representation than their population. No reserved seats would be their in punjab and bengal. The demand of one third muslim representation in the central council should be rejected by giving them representation according to their population.
