‘Widespread urbanization characterizes economic ond social development this century, itis a
generally accepted fact now that cities wil continue to be the most important economic,
‘geographic and administrative entities in today’s world. While the economic opportunities
offered by cities present unprecedented opportunities for current and fulure populations,
increasingruralto utbon migration, exponential population growin und rapie urbanization ore

India, at the cusp of a major urban transition, is expected to nearly double its population from
410 million today (2014) o over 800 miion by 2050 (World Bank estimates). Accommodating a
‘growing urban population raises demand for land, which in tum generates problems when
lands scarce in the placesitis needed most. hese challenges are propeling cities across the
‘lobe to explore smarter ways of management

Until recently, planning for essential city systems — environmental, land, mobilty. economic
‘ond social has largely been attempted in isolated parts. Whatis emerging os a response is a
strong philosophy of putting people fist when designing city systems and processes. The
‘overarching intents to transition from the sio-based approach followed by the conventional
master planning process to better integration of city systems, bringing cll players to the same
table, ondusing technology os an enabler.

plans of Odishe's two mojorcities-Bhuboneswar and Rourkelo-ond thetimplementation,

ODISHA'S SMART CITIES

BHUBANESWAR SMART CITY PROPOSAL

As the concept of ‘Smart Cities s relatively new in the Indian context, Bhubaneswar's
proposal was charged with fist and foremost defining a ciizen-diven vision forthe future that
‘would be able to use technology to improve the overall quality fe fora city with 30% ofits

BHUBANESWAR STRATEGIC PLAN

Bhubaneswar's Strategic Plan is buit on $ strategic pilors- Responsive Governance, Transit
Ofiented Development, Fiscal Sustalnabiliy, Infrastructure, and Socio- Economic
Development. these pillars are guided by 10 Strategic Directions which cre the key strategies
for the plan. These together provide the foundation for creating a more incisive, resource-
‘efficient, and technology enabled future for the city. The urban planning system in
Bhubaneswar's context # expanded to include Integrated Land Use and Transport Planning,
Infrastructure Planning. ond Socio-Economic Planning. These conceptshave beenintegroted
{or the fist mein the county and the integrated nature promoted through the Bhubaneswar
Strategic Plan hos provided a roadmap for cites to better integrate technology with urban
planning systems in the country. The focus is on transitioning from conventional urben spatial
planning to protizelion of solutions based on the "Ihree-iegged" approach adopted from
the New Urban Agenda of Habitat Il-legolsystems, urban planning, ondlocalficalsystems.

‘Me ‘Innovation’ factor wos introduced inthe Strategic Plan in various forms: from the use of
diverse engagement took {What's app groups, Smart City Learning Labs, ideo competitions) to
{adress issues of digital divide in the city to improve public participation reach to using best
practices globaly to ft into the local context. For example, the proposed Integrated City
Operations and Management Centre (ICOMC]. is designed to adress the high prevalence of
cash transactions inthe economy by continuing wth cash options andissuing paper tickets with
handheld devices instead of completely relying on technology for better acceptobilty or i
‘acceptabilly of cashless transaction improves. Another cose i the innovation in integrating
informal transportation modes in the city such as auto-ckshaws (24% modal share] into the
ICOMC through combination of regulatory andincentive measures.

Expanding use of technology to provide improved cilizen services ond insiling o sense of

proposed and accepted by the city. For instance, the Plan proposes to introduce a project

IMPLEMENTATION PLAN

With reslience ond flexibly buil into the strategie plan, the most significant factors for
ensuring the successtulimplementotion of the planinclude:

“WHOLE OF GOVERNMENT" APPROACH For BICD. a dedicated agency (Special Purpose
Vehicle) wil be the single point of contact taking up project development, procurement,
introstucture implementation, and operation of utites and provision ofservces. tis proposed
that SPV wil also cay out regulatory functions such os approval of building plans. local
taxation related to advertisement and property, collection of user fees and charges. The
office of SPV wil have ICOMC as the govemance hub which will help in moving towards
“whole of Government” approach in management of city functions. To ensure long term
sustainabitty in functioning of SPV on these Ines, Act has been amended to empower
delegation of function 10 SPV. These possbillies arising out of legislative backing makes

DIVERSIFIED FINANCING OPTIONS: COP Land ond Implementation Poscy,2015 of Government
of Odisha has opened new paradigm for financing of city levelintastructure on principles of
land value capture. This policy has authorized constitution of Cilyevel Infrastructure
Development Fund (CIDF) for raking resources by using tools of development charges ond
land soles. Bhubaneswar CIDF already has $20 milion ond has storted funding sum
redevelopment projects across city. Based on the quick esuls last sk months is expected
that CIDF wil play on important role in management of local finances. Bhubaneswar has
taken up large number ol urban sector PPP projectsin recent past, lis proposed to make "?3
model" as preferred model for fnancing and execution of urban infrastructure projects.
Though al precautions have been token in preparing the financing plan based on sound
Ossumpflons in case market condilions don't support real estate development, then other
mechanisms such as Odisha Urban Infrastucture Development Fund, sft loans from Asian
Development Bankandstate government grants willbe used for financing ot SCP.
AVAILABILITY OF PUBLIC LANDS: Success of TCD proposalwil depend on avaiobilty of public
lands for not only taking up re-densficotion initiatives but ako to finance same through land
value capture. Availabilty of government lands in BTCD is the reason behind taking up many
redevelopment projects such as Janpath Government housing Redevelopment, Ralway
Station MH, Sotya Nagar Insittional core, Mission Abas for redevelopment of slums. RoWs

VALUE CREATION FOR CIZENS: Active participation of ciizens as users, consumers and
service providers is at Ihe core of ICOMC's concept. By managing and presenting the right
dota to the right stokeholders at the right time: ICOMC wil act as a catalyst to deliver

tronsformative efficiency gains andinnovation that wilbenef cizens. he proposalallocates
| ofthe mission budget on citzen’s engagement programme for ensuing continvousresuls

(OPEN DATA POLICY FOR INTEROPERABILITY: Open Data wal play a key role in successful
realization of COMC. Accessble and digitized data isessentiolpor af iy infrastructure and
backbone of is success, functioning as the glue for integration between department,
domains and systems. Developing open data standards will ensure interoperabiliy allowing
better decision quality. Odisho's State Data Polcy- 2015 provides the legal framework for
preparing the ICOMC operating standards by adhering to national ond intemalional
stondors.

CONCLUSION

From redefining its urban growth pattems to the creation of innovative technology solutions
for citzen participation, Odisha is putting people atthe heart ofits development goals. As an
‘emerging information technology (M hub with a strong investment ready climate, Odisha's
urban areas are focused on the seomiessintegration of technologyinto creatinglivable cities,

needs fo be developed for binging economically weaker sections as an integral part of ciy,
bitin Housing (Affordable Housing] or trade ond commerce development (Stree! Vendors)
Similar, isues related to Women, Children, Persons with Disablily (PwO) must aso become

Public Private Partnership (PPP): Private sector ond Industy should take the lead in
