Smart City selection Process
Thecityselectionprocessisbasedontheideaof
CooperativeandCompetitiveFederalism.
Cities are diverse -Each city has to construct its idea
and vision of a smart city that is aligned to its local
context.
ThecityselectionprocessfollowsaChallengemethod
-twostages,inconjunct,toselectcities.
Stage–I:Intra-Statecityselectiononobjective
criteriatoidentifycitiestocompeteinstage-II.
Stage–II:AllIndiacompetitiontoselectsmart
citiesformultipleroundsofselection.

Stage-I Competition (within
State)
Number of potential Smart Cities will be
intimated to each State, based on an
equitable & objective based formula.
An intra-state competition to select proposed
Smart Cities, based on the Stage –I criteria
The selected cities will be called the short
listedSmart Cities.

hastodevelopitsownideaofasmartcity,
vision,andsubmitaSmartCityProposal
(SCP)duringtheAllIndiacompetition.
Convergenceimportant.

greenfieldoramixthereofplusaPan-city
featurewithSmartSolution(s),
Areabaseddevelopmentsshouldincludesome

Applicable to all three type of area based developments
Adequatewatersupplyincludingwastewaterrecycling
andstormwaterreuse,
Assuredelectricitysupply-least10%oftheenergy
requirementcomingfromsolarpower,
Sanitation,includingsolidwastemanagement,
Efficienturbanmobilityandpublictransport,
AffordableHousing,especiallyforpoor,
RobustITconnectivityanddigitalization,
GoodGovernance,especiallye-Governanceand
citizenparticipation,
Sustainableenvironment,
Ensuringsafetyofcitizens,especiallywomenand
elderly,and
Healthandeducation.

Additionally, for greenfield areas
80%buildingswouldbeenergyefficientgreen
building,
15%ofthebuildingwillbeintheaffordablehousing
category.

City Selection Criteria : Stage-II
The 100 short listed potential Smart Cities are selected
through an inter-state competition
The 100 selected cities prepare their Proposals for All India competition
with capacity assistance
Based on pre-defined Stage 2 criteria , the evaluation is done by
national and international organisations
Winners declared for Round –1
Winners set-up SPV and
start implementation.
Preparation of DPRs,
tenders etc.
Non-Winners prepare to
improve their proposal for
Round -2

Capacity Assistance for SCP
PreparingSmartCityProposalsischallengingand
assistanceisrequired.ForpreparationoftheSCP
financialassistancewillbeprovided–Rs.2crorewill
bereleasedtoshortlisted100cities.MoUDwillassist
intwoways–
TechnicallyqualifiedfirmsandStates/UTsarefreeto
drawuponthisPanelusingtheRfPgivenintheToolkit
–ScopeisalsogiveninAnnexure1ofGuidelines,OR
TyinguparrangementstogetTechnicalAssistance
fromforeignGovernmentswhohavevolunteeredto
providesuchsupport.

Implementation & Financing
EachcitywillhaveaSpecialPurposeVehicle(SPV).
TheSPVwillhavecompleteflexibilitytoplan,
implement,manage&operateandwillbeheadedbya
fulltimeCEO.ArticlesofAssociationwillbegivenin
Toolkit.
CentrewillinvestatotalofRs.48,000crorein100
citiesacrossthecountryfor5years–eachSmartcity
willgetRs.100croreeachforfiveyears.
State/ULBswillmobilizeadditionalresourcesrequired
ofRs.48,000croreasper50:50fundingpattern.
Thesefundswillactasacatalysttoattractfundingfrom
internalandexternalsources.

Projectfunds–93%,
State/ULB(Administrative&OfficeExpenses)–5%,
MoUD(Administrative&OfficeExpenses)–2%,
AdvanceofRs.2croretoshortlistedcitiestoprepare
SCP.
FirstyearRs.200crore,thereafterRs.100crore
everyyear.
Fundsrelease–timelysubmissionofScoreCard,
satisfactoryphysicalandfinancialprogressasshown
fromUCandScoreCard,achievementofmilestones
intheProposal–tobecertified.

Citizen collaboration
AtcitylevelSmartCityAdvisoryForumwillbe
established.
TheSmartCityAdvisoryForumwillincludethe
DistrictCollector,MP,MLA,Mayor,CEOofSPV,
localyouths,technicalexperts,andrepresentative
ofAssociations.
TheCEOoftheSPVwillbetheconvenerofthe
SmartCityForum.

Mission monitoring
National level –Apex Committee (AC) headed by
Secretary
State level -State level High Powered Steering
Committee (HPSC) -chaired by the Chief
Secretary
City Level -CEO of the SPV is convener of the
Smart City Forum.
