Social Mobilisation and Formation of CBOs in Fisheries Development Presentation by Dr. Vesavila Achalla 19 th October 2016
Social mobilisation is a predetermined decentralized process to facilitate change for development by mobilizing the needy communities into groups and federations. It can be further defined as a process of motivating communities to form into a cohesive group to participate actively towards their own development.
Social mobilisation is of two types – Short term Long term
Steps in Social Mobilisation Rapport building Interactions with the groups & individuals to facilitate Forming cohesive groups with common agenda Identify the issues and problems or needs Prioritise them as per community’s assessment Plan collectively Implement and execute the action collectively Analyse and evaluate together Prepare a sustainable plan together Networking with stakeholders Involve media for broader reach-out

Community based organization Community-based organizations (CBOs) are small, informal organizations, indications are that they provide various services towards the development of rural/urban/tribal communities and can be used as channels to route development information and other resources required to improve living conditions in the communities. CBOs are identified and discussed as sustainable strategies to strengthen upon their service delivery standards and place them in a position to tap available opportunities to develop the communities they are located in.
CBO is a primary level organization formed at village/settlement/ para / community level in the target area. Objectives: The objectives of a community based organisation are to: Establish community based institutes for sustainable community development. Develop capacity of community to manage their development projects. Ensure community participation/involvement and thus ownership.
Methodology: First contact visit Meeting with key community person/notables/ stakeholders Use of Participatory Rapid Appraisal (PRA) tools. Large community meeting Identification / reactivation / formation of CBOs ensuring female representation and participation Training/orientation of CBO members Opening of bank account of CBO for transfer of funds for project intervention at community level
Methodology ( contd..) Regular monthly meeting of CBO to share progress and discuss issues. Community Capacity Building. Development of Participatory Village Development Plan Resource mobilization Facilitation to CBO in developing linkages/liaison with required partners/ authority for project implementation. Registration of CBO with Government body
