“As per the Global Education Monitoring (GEM)
Report 2017-18 by UNESCO, 264 million children
around the globe are denied education and out of
the 83% children going to school, only 45% are
able to complete secondary school education.”
School education is the prime instrument for
promoting positive childhood development.
It instils moral values and shapes lives of children.
Unfortunately, children’s education in India
suffers from lack of resources and strategies.
Public Health Justice lives by the goal of
empowering the lives of the underprivileged
section of the urban slums through its flagship
program ‘Step 1 Balwadi’. Public Health Justice
is the brain child of mother-daughter duo,
Mrs. Uma Bagaria and Dr. Namrata Bagaria. It is
a public charitable trust, registered under Mumbai
Public Trusts Act, 1951.
The primary focus at Step 1 Balwadi is to provide
education, sanitation and nutrition to children.
We are dedicated to imparting high-quality
education in pre-schools and help the children
learn speak, read and write in English and
improve their foundation in Mathematics. This
enables students to ace primary interviews and
secure admissions in schools of their choice.
Today, Indian parents want to enrol their children
in English medium school. However, most children
who come from low socio-economic background
attend government or municipal run preschool
called ‘Anganwadi’ or ‘Balwadi’. These pre-
schools have witnessed an increase in enrollment
because of mid-day meal programmes. There is
no standardised curriculum being followed in
most of the municipal or government run pre-
schools. Even the children who have regular
attendance, are unable to do basic Mathematics
and English writing, reading and speaking, which
is a requirement for a primary school admission.
There is laxity from the authorities on quality
of education in pre-schools as these are not yet
covered in the ‘Right to Education’ Act.
Since 2012, Step 1 Balwadi is working passionately
to provide the joy and power of education
to children at a low cost. Children learn and
grow in a friendly, disciplined and progressive
environment. This also enables us to work closely
with parents, communities and make them
understand the importance of child education.

¥¥There is one computer operator and one cleaner as well
Objectives of the Balwadi
¥¥Open local education centre in
community
¥¥Ensure quick and intelligent learning
through innovative teaching method
¥¥Get children ready for class one in
municipal and private schools, in a
healthy and intelligent condition
¥¥Employment within the community by
appointing “Mahila sevak” for teaching
¥¥Supervisory staff and Computer
operator have been appointed within
the community only– following an all-
inclusive approach
Implementation
¥¥Identify a Community in a Slum
¥¥Identify and enrol children aged 3 to 6 years
¥¥Train “Mahila Sevak”
¥¥Conduct four Regular batches: 9 am to 11 am,
11 am to 1 pm, 1 pm to 3 pm, 3 pm to 5 pm
¥¥Each batch contains 30-32 students
¥¥Ideal space needed 200 square feet with attached
toilet and 24 hours water supply
¥¥Regular Batches are from June to April
¥¥Summer vacation is in May; Diwali and Christmas
vacation are also given
¥¥Number of Working days is 6

Giving makes us happier than the one who
receives. It is an enigmatic happy feeling that
cannot be compared to any other joy in the
world.
All we need to do is donate Rs. 7,500 to sponsor
a child for a year and join Step 1 Balwadi’s efforts
to help and educate children in India. This amount
mainly includes rent, staff stipend, uniform,
birthday gifts, stationary, electricity and cleaning
expenses incurred yearly for a child.
