14. LAYUNIN (OBJECTIVE) Ang pagbabalangkas ng layunin ay nakabatay sa masusing pagsusuri ng kalagayan ng komunidad, kapasidad ng komunidad at mga pangangailangan. Nagsisilbi itong batayan sa pagsasagawa ng mga proyekto o programa sa barangay.
