HAZARD AWARENESS & STOP WORK AUTHORITY (SWA)

Following this presentation, you will have an understanding of HAZARD AWARENESS and know what STOP WORK AUTHORITY is and be able to implement it at Work. In particular, you should: Know why Stop Work is necessary and an understanding of how the system was developed. Appreciate the practical benefits of the System. Know how to effectively issue a Stop Work Card and the steps involved in both issuing it and the actions to take after you have done this.

The Stop Authority is supported by the Take 5 system which is an “on the spot” personal risk assessment. Remember these five steps BEFORE starting any task or when conditions change : Stop and think! What is my task? What are the hazards? How can I protect myself and others? 5. What if things go wrong?

Using the Stop Work system is quick and simple. There are four steps to follow as follows: Stop Notify Correct Resume

Stop Work involving People (the Human Element) You see people working in an unsafe manner or taking unnecessary risks. People are positioned in a dangerous location (example under suspended loads) You see people not wearing the correct Personal Protective Equipment (PPE) You see people using wrong or defective equipment and tools People working with you seem unsure of how to perform the task. Inappropriate behavior, possibly under the influence of drugs or alcohol Power or influence is being used to force someone to carry out an unsafe task

Stop Work Involving Lack of Proper Procedures. Lack of proper Risk Assessment (the risk is not mitigated to ALARP). A Permit to Work  has not been completed when required. You are unsure about performing the job safely or haven’t received proper instructions (for instance if there has been no Toolbox Talk prior to an operation). People are positioned in a dangerous location (example under suspended loads). You see people not following the correct procedures. You observe unsafe conditions in the work environment including weather.

STOP WORK (SWA) in ACTION. An AB was using a power saw to trim replacement deck planks. The AB was not wearing goggles or gloves and was using the power saw incorrectly. The Bosun noticed the hazard and stopped the work. The Bosun explained the hazards, demonstrated the correct use of the power saw and made sure the AB put on the required PPE. The AB thanked the Bosun and then resumed work which was now done in a much safer manner.

REMEMBER… Use STOP WORK whenever you see an unsafe act or condition. “If you see it, you own it” – You have BOTH the responsibility and authority to stop unsafe work. Assist with correcting the unsafe situation and resume work safely. No one will be punished for stopping unsafe work. If fact, we welcome it and your commitment to safety!
