Background
Law No. 5/2014 on Civil Service
The Law No.5/2014 on Civil Service, is the main legal basis for the development of human resources,
performance management, and administrative reform in the public sector.
The source of authority for NIPA to provide education, training, research and consultancy services for
public administration and governance in Indonesia.
NIPA is obliged to carry out the functions of guidance, implementation, information system and
supervision over education, training, research and consultancy in the field of public administration
and governance.
NIPA has tasks to determine the competency standards, curriculum and methods of education and
training for civil servants; to develop the information system of education and training for civil
servants; to conduct evaluation and accreditation of education and training institutions for civil
servants; and to provide policy recommendations in the field of public administration.

•Ministry of Administrative Reforms Regulation No.
25/2020 requires government agencies to improve
policy quality.
•“A winning country is a country that develops superior
policies. Public policy determines the success of a
country. Failed public policies will bring the country
into crisis”(Hatta Rajasa, 2019).
•“Public policy under my administration must be
problem solving. It must be evidence-based policy. I
believe that public policy will better serve the interests
of society if it relies on scientific procedures, not
ideological guidance”(Tony Blair, 1999).

National Policy Hub (NPH) is a system for building
collaborative resources and knowledge by connecting various
interest parties through sharing experiences, expert panels,
portfolio sharing and others in order to improve the quality of
policies to encourage the realization of an impactful
bureaucracy in Indonesia

Quality Assurance
Dimension
•Quality assurance in policy development refers to the
systematic process of ensuring that policies are well-
crafted, effective, and meet the desired standards before
they are implemented within an organization.
•Quality assurance helps to minimize errors, enhance
policy effectiveness, and maintain consistency.
•In Indonesian case, NIPA through its official mandates
carry out the Policy Quality Index (IKK), held every two
year.
