Legislative Branch Section 1: The legislative power shall be vested in the Congress of the Philippines which shall consist of a Senate and House of Representatives, except to the extent reserved to the people by the provision on initiative and referendum Explanation : The power to make laws in the Philippines belongs to the Congress , which is made up of two parts : The Senate , and The House of Representatives . “except to the extent reserved to the people by the provision on initiative and referendum.” The people also have a small part of the law-making power . Through initiative and referendum , citizens can propose new laws or approve or reject laws made by Congress.

Q: What is Legislative Power? Answer: It is the authority to make laws and alter or repeal them.

KINDS OF LEGISLATIVE POWER 1. Original Legislative Power – possessed by the sovereign people. Explanation : it is the power of the citizens to directly create or suggest new laws — not through Congress, but by using initiative or referendum . So, this power shows that the people are the real source of authority because they can make or change laws when needed. 2. Derivative Legislative Power – power that has been delegated by the sovereign people to legislative bodies and is subordinates to the original power of the people. Explanation: the people are the main source of power , but they allow their representatives in Congress to make laws for them. This power is called “derivative” because it comes from or is borrowed from the people’s original power to make laws.

Legislative department Section 2: The Senate shall be composed of twenty- four Senators who shall be elected at large by the qualified voters of the Philippines, as may be provided by law.
