Swiss Challenge
Swiss Challenge Method is a method in
which an unsolicited proposal is
received
It allows a third party to challenge the
original proposal through open bidding
It then lets the original proponent
counter-match the most competitive /
advantageous offer.

Salient Features
On issuance of acceptance detailed and comprehensive
proposal needs to be submitted within a period of
three months
This proposal should be with earnest security equal to
0.05% of the total estimated cost of the Project.
The direct cost of preparing DPR shall be mentioned
by the proponent in his proposal.
The cost of preparing DPR shall be reimbursed to
proponent if project is not awarded to proponent.
This cost shall be equal to 0.1% of final bid value or
of the approved negotiated cost of preparation of
detailed project report, whichever is lower.

Steps to be Followed
The project proponent submits an application along
with details of proposal,
It is then scrutinized by the Administrative
Department,
A. D. recommends the proposal on Merit to SLEC
through Planning Department,
After approval of SLEC, the A. D. issues a letter of
permission to proceed,
The proponent shall submit the Detailed proposal
with Bid parameters and Bid value,
On acceptance; open Bidding will be invited.

After examination of Bid, if the proposal of
proponent is found to be the lowest, the project
is awarded to the project proponent.
In case Bid of other Bidder is found lowest, the
project proponent is given an opportunity to
match the lowest Bid within a specified period.
