Swiss Challenge
Swiss Challenge Method is a method in
which an unsolicited proposal is
received
It allows a third party to challenge the
original proposal through open bidding
It then lets the original proponent
counter-match the most competitive /
advantageous offer.

Salient Features
On issuance of acceptance detailed and comprehensive
proposal needs to be submitted within a period of
three months
This proposal should be with earnest security equal to
0.05% of the total estimated cost of the Project.
The direct cost of preparing DPR shall be mentioned
by the proponent in his proposal.
The cost of preparing DPR shall be reimbursed to
proponent if project is not awarded to proponent.
This cost shall be equal to 0.1% of final bid value or
of the approved negotiated cost of preparation of
detailed project report, whichever is lower.

Steps to be Followed
The project proponent submits an application along
with details of proposal,
It is then scrutinized by the Administrative
Department,
A. D. recommends the proposal on Merit to SLEC
through Planning Department,
After approval of SLEC, the A. D. issues a letter of
permission to proceed,
The proponent shall submit the Detailed proposal
with Bid parameters and Bid value,
On acceptance; open Bidding will be invited.

After examination of Bid, if the proposal of
proponent is found to be the lowest, the project
is awarded to the project proponent.
In case Bid of other Bidder is found lowest, the
project proponent is given an opportunity to
match the lowest Bid within a specified period.
