II. Background and Rationale of WAP:
The project supports one of the key goals in the Philippines Development Plan (PDP) 2023-2028—to improve education and lifelong learning.
The proposed project will support the government to improve “quality, inclusive, adaptive, resilient, and future-ready basic education for all
achieved” (PDP, p. 48) by focusing on enhancing teaching quality for literacy, numeracy, and socioemotional skills for kindergarten to grade
6.
The proposed project has been designed based on the theoretical and empirical underpinning for improving teaching and learning. The
World Development Report (WDR) 2018: Learning to Realize Education’s Promise highlighted that there is a global learning crisis. It
emphasized the need for learning, not schooling, and identified the key drivers to increase learning. These drivers are key aspects of the
proposed project. The regional flagship report, Growing Smarter: Learning and Equitable development in East Asia and Pacific (2018) also
confirmed the relevance of the 2018 WDR’s findings. A number of other studies highlighted the regional disparities in education outcomes
and the importance of equitable investment in basic education for skills development and poverty reduction.
The Project Development Objective (PDO) is to improve the quality and equity of instruction in kindergarten to grade 6 (K-6) in Project-
supported Regions. The Project aims to aid DepEd's institutional reform initiatives by enhancing teacher professional development and
competency standards. It primarily emphasizes coaching, collaborative peer-to-peer teacher professional development through Learning
Action Cells, and instructional leadership. It is also aligned with the Basic Education Development Plan (BEDP) 2030 – Pillar 3: Quality.
The following professional standards/competencies are being addressed in the HOTS-PLPs:
