six$elements$of$a$Credible$Performance$Measurement$Baseline$(PMB).$
The$PMB$is$the$source$of$data$for$the$Program$Manager.$Some$of$this$data$is$
used$in$the$Integrated$Program$Measurement$Report$(IPMR).$Some$is$used$
in$the$assessment$of$the$Program’s$risk.$Some$define$the$deliverables$and$
