Why Community Health Nurses can contribute to Hurricane Disaster Management Hurricane disaster response roles align with public health nursing standards and practices. National disaster planning frameworks are consistent with nursing processes such as protection, prevention, and mitigation. Their roles and responsibilities in disaster response can be defined based on their competencies (Jakeway et al., 2008). They can leverage their skills to facilitate leadership, policy formulation, disaster preparedness, response, and recovery planning. The roles of CHN in different are relevant to the different phases of a disaster – preparedness, response, and recovery INTRODUCTION

CHN can leverage their skills and experience to assess special needs requirements and develop care plans to address their needs during the disaster. They can contribute to the preparedness phase of hurricane disasters by: Identifying populations at risk of being the most affected by the disaster Assessing the most significant risks posed by potential hazards and threats during the disaster Developing care plans to meet the functional needs of disaster victims Collaborating with stakeholders in addressing needs relating to shelter, mass casualty, and evacuation PREPAREDNESS PHASE

Community health nurses’ roles in disaster preparedness also extend to: Conducting drills, creating awareness through training, planning to meet special needs in the community, including families Meeting functional needs of the community depending on their location and deficiencies. CHNs’ skills can be applied in disaster response to: To implement developed algorithms regarding identifying and placing support personnel and public health practitioners to provide care. Organize disaster response logistics to meet community care needs. Establish disaster victims’ requirements during the response phase based on continuous needs assessments. CHNs can assist in the recovery phase by: Collaborating with community leaders and recovery partners to prioritize long-term recovery initiatives. Contribute to debriefing and after-action reviews to examine the lessons learned and evaluate the quality of response provided. Nurses are the largest healthcare provider group for disaster recovery ( Rowney & Barton, 2015). Their capabilities are essential in: Community systems and services restoration to functional levels after the disaster Preemptive identification of critical care logistics and key resources Evaluating long-term disaster impact on community members Contributing to the reconstitution of health services and social infrastructure Evaluating long-term consequences of the disaster on the community and improving public health services. The US Environmental Protection Agency (EPA) The US EPA may be involved in hurricane disaster responses based, especially in areas such as: Response to environmental emergencies triggered by the disaster Response to chemical emergencies Community awareness regarding disaster-related chemical hazards.
