INTRODUCTION
whentheMontague-Chemsfordreformswereintroducedin1919,thegovernment
announcedthatacommissionwouldbesenttoIndiaafter10yearstoexaminetheeffects
ofthereformsandtosuggestmorereformsforIndia.Accordingly,in1927,theBritish
governmentappointedacommissionunderSirJohnSimontoreportontheconstructional
progressofIndiaforintroducingmorereformsashadbeenpromised.Themostimportant
workofthecommissionwastoevacuatethepoliticalconditionsofIndiafortheintroducing
ofconstitutionalforms.SincethecommissionhadnoIndianmember,theCongressanda
sectionofMuslimLeague,undertheleadershipofQuaid-I-Azamdecidedtoboycottthe
commission.TheothergroupofMuslimleague,headedbySirMuhammadShafi,wasin
favourofco-operatingwiththecommission.
TherewerelargescaleagitationsagainsttheSimonCommissioninIndia.The
Commissionhadtofaceviolentre-actionbythepeoplewhereveritwent.TheCommission
wasreceivedinthemidstofhostiledemonstration.ThepeoplereceivedtheCommission
withtheSlogan,Simongoback,Simongoback
Inspiteofnon-cooperationfromtheIndianpoliticalleaders,theCommissionbeganitswork
andpreparedadetailedreportforconstitutionalreformsinIndia.Thereportwassentto
thegovernmentofapproval.Aschemeofconstitutionalreformsonthebasisofthe
recommendationsoftheSimoncommissionwaspreparedbythegovernment.thecongress
andMuslimLeaguebothrefusedtoaccepttherecommendationoftheSimoncommission

BACKGROUND
TheGovernmentofIndiaAct1919hadintroducedthesystemofdiarchytogovernthe
provincesofBritishIndia.TheIndianpublicclamouredforrevisionofthisformof
government,andtheGovernmentofIndiaAct1919itselfstatedthatacommissionwould
beappointedaftertenyearstoinvestigatetheprogressofthegovernanceschemeand
suggestnewstepsforreform.Inthelate1920s,therulingConservativegovernmentfeared
imminentelectoraldefeatatthehandsoftheLabourParty,andalsofearedtheeffectsof
theconsequenttransferenceofcontrolofIndiatosuchan"inexperienced"body.Hence,it
appointedsevenMPstoconstitutethepromisedcommissiontoexaminethestateofIndian
constitutionalaffairs.
SomepeopleinIndiawereoutragedandinsultedthattheSimonCommission,whichwasto
determinethefutureofIndia,didnotincludeasingleIndianmember.TheIndianNational
Congress,atitsDecember1927meetinginMadras(nowChennai),resolvedtoboycottthe
CommissionandchallengedLordBirkenhead,theSecretaryofStateforIndia,todrafta
constitutionthatwouldbeacceptabletotheIndianpopulace.AfactionoftheMuslim
League,ledbyMohammedAliJinnah,alsodecidedtoboycotttheCommission.
However,opinionwasdivided,withsupportforco-operationcomingfromsomemembers
oftheMuslimLeagueandalsobothHindusandmembersoftheCentralSikhLeague.[3]An
All-IndiaCommitteeforCooperationwiththeSimonCommissionwasestablishedbythe
CouncilofIndiaandbyselectionoftheViceroy,LordIrwin.Themembersofthecommittee
were:C.SankaranNair(Chairman),ArthurFroom,NawabAliKhan,ShivdevSinghUberoi,
ZulfiqarAliKhan,HariSinghGour,AbdullahAl-MamunSuhrawardy,KikabhaiPremchand
andM.C.Rajah.

2)NotsurprisinglythecompositionofthecommitteewasconsideredaninsultofIndia.
3)CongresswasopposedtoCommissionandcompletelyboycotted.
4)AndalsoMuslimleagueboycottofcommissionMuslimleagueclearsplitintotwo
wings.TheformerledbySirMohammadShafigroupwasco-operationwiththeSimon
commission.AndothergroupledbyMr.Jinnah,whichoppositiontotheSimon
Commission.
5)ThebiggestimpactoftheSimonCommissionwasthatthedirectionlessIndianNational
bytheINCwasgivenaDirectionbyarrivalofSimonCommission.
6)Tofurtherwidenthecommunalfeelingsalreadyprevalentinthesocialfabroicofindia.

REPORT
TheSimonCommissionvisitedinFebruary-March1928&againinOctober1928-April
1929.SimonReportwasfinallypublishedinMay1930.ThefirstvolumeoftheReport
surveyedthewholeIndianproblem,ThesecondvolumeoftheReportpresentedthe
commission`srecommendationsandproposals.
THEREPORTRECOMMENDEDOFSIMONCOMMISSION:
1.TheabolitionofDyarchyandthesettingupoffederalformofgovernmentwith
maximumautonomyfortheprovinces.
2.Thecontinuationofseparateelectoratesandthemaintenanceofweightagesin
provinces.
3.ContinuationofthepresentstatusoftheNWFP.
4.RejectionoftheMuslimdemandsregardingone-thirdrepresentationatthecenterand
statutorymajoritiesinthePunjabandBengal.
5.PostponementoftheseparationofSindhfromBombay.
6.Fairrepresentationfortheminoritiesinthelegislaturesandintheexecutive.
Thecongresshadstarteda‘CivilDisobedience’movementinApril,1930,beforeonemonth
oftheReport`spublication.TheMuslimsreservedtheirjudgementontheSimonReport.

BACKGROUND
InGovernmentofIndiaact,1919therewasaprovision,thattoexaminetheconstitutional
reformsandtoknowthereactionofMontage-Chelmsfordreformsaftertenyearsagovernment
willappointacommissionwhowillmakerecommendationsforadequateamendment.According
togovernmentMontage-ChelmsfordreformswereinfavorofIndiannativesbutontheopposite
sidetheIndiannativeswerenotsatisfiedofthesereformersitwasagainsttheirexpectationSo,
howeversomethingswasbetterthannothingbutitwasrealitythatgovernmentwasfailedtoget
thefavorofIndianpeople.In,1927LordIrwinwasViceroyofIndia.Whoappointacommission
underinstructionofBritishgovernmentwhichwasconsistofsevenmembersunderSirJohn
Simon.SirJohnSimonwasitschairman.Theinstructionweregiventothechairmanthatthey
hadtoinvestigatetheIndianconstitutionproblemsthentheyhadtopresentadetailedreportin
whichtheymentionedtheadequatereforms.AllthemembersofcommissionwereBritish,even
theydidnotincludedasingleIndianmember.Indianleadersmakethemtorealizethatto
examinetheproblemsandfellingofIndiannationtheyshouldappointIndianmemberin
commissionso,theycansolvetheproblemsofIndianpeoplebecausewithoutthistheycannot
takeanydecisionforthefutureofIndian..
