group of employees & management
that plans and develops policies in all
matters pertaining to safety & health
in the workplace.
H & S COMMITTEE is composed of
top management & workers.
H & S COMMITTEE is important that
top management be represented in
the Committee.

Serving as a means of health

•In every place of employment, a Health &
Safety Committee shall be organized within
one (1) month from the date the business
starts operating.
•The Health & Safety Committee shall be re-
organizedevery January of the following
year.
•The annual report on Health & Safety
Organization shall be submitted on or before
the end of January.

100 to 200
workers
Chairman –MANAGER or his authorized representative.
Members –one (1) FOREMAN, three (3) WORKERS (must be union
members, if unionized), the NURSE.
Secretary –the part-time SAFETY MAN.
Type D –with
less than 100
workers
Chairman –MANAGER.
Members –one (1) FOREMAN, three (3) WORKERS (must be union
members, if unionized), the NURSE/FIRST-AIDER.
Secretary –the part-time SAFETY MAN.
Type E –Joint
Committee
Chairman –The CHAIRMAN of the establishment committee.
Members –two (2) SUPERVISORS from 2 different establishments, two
(2) WORKERS from 2 different establishments (union members, if
unionized).
Secretary –APPOINTED by the Chairman.

Each site shall, at the start of the construction,
have a construction health & safety committee
composed of the following personnel:
•PROJECT MANAGER or his representative as the chairperson ex
officio;
•GENERAL CONSTRUCTION HEALTH & SAFETY OFFICER;
•CONSTRUCTION HEALTH & SAFETY OFFICERS;
•SAFETY REPRESENTATIVES FROM EACH SUBCONTRACTOR;
•DOCTORS, NURSES & OTHER HEALTH PERSONNEL who shall be
members ex officio;
•WORKERS’ REPRESENTATIVES (minimum of three union
members if organized, not necessarily from one employer).
The persons constituting the Health & Safety
Committee shall, as far as practicable, be found at
the construction site whenever construction work is
being undertaken.

•TOOLBOX MEETING (TBM) is a
10 to 15 minute on–the–job
meeting held everyday to keep
employees alert to work–related
accidents & illnesses.
•TBM is a proven technique for
ensuring safe work habit during
the duration of work activities.

•Tool Box Meeting or TBM is a short meeting
usually held to discuss safety and health
conditions in the workplace.
•The name “Tool Box Meeting” became
popular since a group of workers meet
together with a leader sat or stood-up on a
tool box presided a meeting.
•It is usually held in the morning before
starting to work.
•One of the main objective of the TBM is to
encourage workers in safety and health
awareness through involvement in the
discussions.

The Safety & Health Program should be
built around the basic program
elements& continuous improvement
modeloutlining the details such as
targets, monitoring systems, awards,
appraisal factors, etc.

The objectives(Specific Objectives –
Activities/Action Steps) should conform to
the followingSMART criteria:
(S) –SPECIFIC or SIMPLE
(M) –MEASURABLE
(A) –ATTAINABLE
(R) –RELEVANT or REALISTIC
(T) –TIME BOUNDED

PROGRAM ELEMENT: GROUP MEETINGS
To have established & implemented an
effective program on GROUP MEETINGS
within the year 2010 that covers the
following key performance areas:
AGroup Meetings
BRecord Keeping
CManagement Involvement
DEvaluation of Program Effectiveness

These meetings may include anything from
supervisor’s safety talks with their workers to
full gatherings of all employees. However,
they do not include safety & health
committee meetings.
Weekly safety meetings that lasts 10 to 15
minutes is normally conducted by
supervisors.
Suggested minimum standards Include:
Monthly meetings conducted by supervisors
Quarterly meetings involving middle managers
Semi-annual meetings involving upper managers

•Records are standard forms in
informal memos or notes. What is
important is that it complies with
program standards.
•Minutes of the meeting should be
documented.

•Active visible management
participation by serving as
chairperson.
•Middle management participation in
order to achieve maximum results.

Interview of employees by asking these
basic questions:
1.When did you last attend a group meeting?
2.What was the subject?
3.Was the message put clearly across?
