Although North Korea's constitution guarantees
freedom of movement, the reality is much different.
The North Korean government tightly controls the
movement and residence of its citizens, and they do
not have the freedom to live and travel that many
people in other countries enjoy.
Citizens are entitled to submit
complaints and petitions. The State shall
investigate and deal with complaints and
petitions impartially as stipulated by law.

and petitions is a fundamental right
guaranteed by the constitution and laws in
North Korea. This right allows citizens to
express opinions, express concerns, and seek
solutions to problems they face related to
government policies, public services, or other
issues.
