•Expanded Current Research and Performance Management to Create System Effectiveness Department.•Promoted Director of Research and Performance Management to Vice President of System Effectiveness.•Moved 2 Application System Analysts from Technology Solutions to System Effectiveness•Moved Business System Analyst Supervisor from Technology Solutions to System Effectiveness
•Align Business System Analyst positions with functional areas to provide comprehensive support services.•Moved two Business System Analysts from Technology Solutions to Business and Finance to support payroll and college finance.•Moved four Business System Analysts from Technology Solutions to Programs and Student Services to support Financial Aid, Curriculum, Continuing Education and Basic Skills.
•Enhanced Strategic Initiatives Project Management resources.•Moved a project manager from Technology Solutions to Strategic Initiatives•Two additional contracted services will be provided to support this function.
•Created AVP of Customized Training Position•PromotedBetty Silverfrom regional role toprovide statewide guidance and oversight to enhance impact of NC Edge across state.

•Created AVP of Rural Innovation & Strategy•Hired Dr. Zach Barricklow as Associate Vice President (AVP) for Strategy and Rural Innovation.•Created Director of Grants Position•The position will play a vital role in securing external funding to support the System’s strategic goals.
November 2023
•Programs & Student Services conducted internal survey of organizational efficiency and structural gaps with serving colleges' needs.
December 2023
•Initiated new working titles to describe subject matter experts in the Program areas. Various positions had similar roles but different working titles.•Hired State Director of Health Sciences Programs.
January-February 2023
•Held extensive discussions within Programs & Student Services areas to make final structural decisions.

January 2024
•Hired new Director of Grants, but the individual later rescinded their acceptance for personal reasons.Ourfinal hire began July 2024.
February 2024
•Moved Kathy Davis and Birch Barnes from Technology Solutions to Programs to increase collaboration between the Distance Learning and Library Resource team and Program subject matter experts.
•New Hire: Director of Data Warehousing•Almost completes the staffing of the new System Effectiveness department created in September 2023 and completes the move of the data warehouse team to the System Effectiveness department.
April 1
•All subject matter experts now having working titles of State Director (e.g.State Director of Health Sciences Programs; State Director of Skilled Trades & Work-Based Learning)
•In preparation for Propel NC, the State Directors now have overlapping duties with workforce continuing education as subject matter experts in their respective disciplines.

•Michelle Lair was moved from the State Director of Student Success to become the Director of Academic Programs in the Student Services area.
•Hilmi Lahoud is now Senior State Director, Business and Information Technology and Academic Programs Operations (took over operations from Michelle Lair's transition)
•Dr. Monty Hickman is now Executive Director of Enrollment Management & UniversityTransfer.He is supervising all things relatedto EM, Admissions, and Financial Aid.
May-July 2024
Business & Finance Office Changes
•Combined the budgeting functions for colleges & the agency. The positions will work collaboratively on both agency & college budgets so there is cross-training and a certain depth of knowledge from both individuals.
•Combined the Business System Analyst/Subject Matter Experts into the Technical Resource section.This will provide colleges a more streamlined point of contact for technical resources related to payroll, accounts receivable, cash receipting, general ledger, accounting standards and emerging topics.

•The transition of Monty Hickman to oversee Enrollment Management was in preparation for the hiring of the new AVP of Student Services, Dr. Torry Reynolds.This AVP job description was written to work hand-in-handwith Dr. Crowley and the NC Student Success Center with the implementation of guided economic pathways work across the Great 58.
July-August
•We elevated the Board Liaison position back to a more executive level and added new Vice President of Human Resources position
•Eliminated one attorney position & promoted Jonnell Carpenter to General Counsel and Delany Davis to Assistant General Counsel.Rehired Halima Sharif back intothe paralegal position to complete the Legal Affairs team.
•Eliminating Employee Engagement position to repurpose fundingtosupport new Vice President of Human Resources position we hope to hire in October.
•Reclassified a position to create the State Director of Credit Mobility.This position will focus on career pathways work, specifically for adult learners, to help streamline credit articulation, CPL work, uniform articulation work, etc.
This is an amazing amount of transformation and cultural change within the last 15 months!
