INDIRA GANDHI NATIONAL OLD AGE PENSION SCHEME (IGNOAPS) Specially intended for older adults above the age of 60 years, who fall below the poverty line. The IGNOAPS assists with money up to 200 per month and 500 per month for people between 60 and 79 years and above 80 years, respectively . This important senior citizen benefit in India provides much-needed financial support to the elderly and helps them to lead a better quality of life. it is an essential part of the government's efforts to ensure the welfare and safety of senior citizens.

NATIONAL PROGRAMME For THE HEALTH CARE OF ELDERLY (NPHCE) Introduced in 2010, this scheme concentrates on preventive as well as promotive care for the maintenance of overall health. This program was launched to address the health issues faced by seniors. The district-level objectives include providing dedicated health facilities in district hospitals, community health centres (CHC), primary health centres (PHC), and sub-centres (SC) levels through State Health Society. These facilities may be free or highly subsidized.

RASHTRIYA VAYOSHRI YOJANA This scheme provides physical aids and assisted-living devices for older adults above 60 years of age that belong to the BPL (below the poverty line) category. So, if senior citizens wish to avail this, then they must have a BPL card. This is a Central Sector Scheme and is entirely funded by the Central Government.

Pradhan Mantri Vaya Vandana Scheme Pradhan Mantri Vaya Vandana Scheme is a pioneering senior citizen welfare fund for Indian citizens over the age of 60. It provide financial security and assurance to the senior citizens of India. It offers an attractive interest rate of 8% per annum , and pensioners can choose their own payment frequency: monthly, quarterly, half-yearly, or annually. .

The monthly minimum and maximum pension caps are Rs. 3,000 and Rs. 10,000, respectively. With this scheme, the government ensures that senior citizens' futures are secure and that they have the opportunity to live a dignified life. This pension plan, administered by the Life Insurance Corporation (LIC) of India, offers a safe and secure post-retirement financial planning option

Varistha Mediclaim Policy For elderly citizens in India, the Varistha Mediclaim Policy offers comprehensive health coverage and is one of the best national health programmes in India . This policy to provide specialized medical care to senior citizens aged between 60 and 80 years. It covers the costs of medicine, blood transfusions, ambulance services, and other diagnosis-related charges. It is basically designed in a way that it can meet the unique needs of the elderly population in the nation and ensure their wellbeing.

Varishta Pension Bima Yojana This pension scheme, launched by the Ministry of Finance , is for senior citizens above 60 years. The LIC of India has the authority to operate this scheme. You don’t need to get any medical check ups done to avail this policy. It offers assured pension with a guaranteed interest rate of 8% per annum for up to 10 years – you can opt for monthly, quarterly, half-yearly, and yearly pension depends on how you’d like to receive it.

Vayoshreshtha Samman The Vayoshreshtha Samman is a prestigious government senior citizen award program in India that was established in 2012 to recognize and reward senior citizens for their significant contributions to their respective fields. This annual initiative of the Government of India was elevated to a national award in 2013, and since then, recognition has been given in thirteen distinct categories.

The district panchayats providing exemplary services and facilities to senior citizens will be rewarded with a citation, a memento, and a cash award of Rs. 10 lakh. Similarly, the best institution undertaking research in the field of ageing will receive a citation, a memento, and a cash award of Rs. 5 lakh. These awards aim to recognize and encourage the selfless service of individuals and institutions towards the welfare of the elderly.

Senior Citizens' Welfare Fund The government of India has recently established the Senior Citizens' Welfare Fund under the Ministry of Social Justice and Empowerment to ensure the welfare of its elderly citizens. This fund is intended to provide financial assistance to elderly citizens by tapping into the unclaimed sums from small savings and savings accounts in the government's schemes.

The aim is to guarantee that seniors have the means to sustain their physical and mental health and wellbeing. The scheme provides various government benefits to senior citizens, such as subsidised healthcare, financial assistance for medical treatments, and pensions for needy seniors.

Pradhan Mantri Jan Arogya Yojana Pradhan Mantri Jan Arogya Yojana (PMJAY), launched by the Ministry of Health and Family Welfare in 2018, is an ambitious scheme that has revolutionized the healthcare system in India. It has provided coverage of up to Rs. 5 lakhs per family for secondary and tertiary hospitalization to 10 crore people belonging to poor and vulnerable families. With this scheme, the government has taken a major step towards making healthcare more accessible and affordable .

KERALA GOVT SCHEMES FOR ELDER

VAYOMiTRAM PROJECT Kerala Social Security Mission is implementing the Vayomithram project which provides health care and support to elderly above the age of 65 years residing at Corporation/Municipal Areas in the state. The Vayomithram project mainly provides free medicines through mobile clinics, Palliative care, Help desk to the old age.

SAYAMPRABHA HOME “Sayamprabha Home” project is a new initiative of Social Justice Department that provides Day Care facilities in co-operation with LSGD institutions. These day care facilities offer an opportunity for the senior citizens to mingle with their own age group; it can also provide solace to elderly who suffer loneliness during daytime. As an initial phase 70 such Day care centres have been identified operated by LSGD institutions which will provide counseling programmes, Yoga ,meditation programmes to the Senior Citizens.

Vayoraksha The elderly population in India is growing rapidly. Considering the scenario, Social Justice Department under Government of Kerala has introduced various key initiatives giving prime focus on welfare, care and protection of Senior citizens in the State. It is also very important to remember that social security to the senior citizens is not charity instead it is their basic human right.

Senior citizens face different types of problems in the society like discrimination, exploitation, neglect and become victims of abuse. They are also subjected to socio-economic, physical and emotional distress. Being the most vulnerable group of population they need special care and attention during emergency situations. The Department of Social Justice has  formulated a comprehensive project “ Vayoraksha ” for addressing the grievances and issues faced by the Senior Citizens during crisis.

Mandahasam Mandahasam is a new initiative by Social Justice Department for giving free tooth set for the senior citizens.  The scheme aims to reduce nutritional, physical and mental problems faced by the elderly people after loosing teeth.  The department would prepare a list of dental colleges and dental treatment centres from where the beneficiaries could avail treatment

It would also ensure the quality of artificial tooth and quality treatment by setting standards and norms. Senior citizens who fall in BPL category would be eligible for the benefit under this scheme. One beneficiary would get maximum financial assistance of Rs.10,000/- for fixing the tooth.

VAYOMADHURAM Kerala has the largest number of diabetes patients in India. Based on the recent studies conducted by ICMR (Indian Council of Medical Research) 19.4% people have diabetes in Kerala. 80% of the oldage population in Kerala suffers from diabetes. With the intention of an old age friendly State, the Social Justice Department under Government of Kerala has introduced a new initiative titled “ Vayomadhuram ” which provides glucometers freely to elderly diabetic persons coming under BPL category. Under this scheme the department will provide glucometers to 1000 diabetic oldage persons in each district.

VAYO AMRITHAM PROJECT The Social Justice Department with the support of Indian System of Medicine department has implemented this new initiative in Govt run Old age homes for the treatment of inmates who are suffering from health problems. Majority of cases treated as health ailments Diabetes, Asthma, Skin diseases, Arthritis, eye and ear diseases, etc. Health care also includes palliative care for bedridden and couselling .  As part of this scheme Ayurvedic treatment is being provided to the Inmates. The Inmate will be benefited with the service of a Medical Officer and an attender . 

Second Innings Home project The Second Innings Home project intends to turn Govt old Age homes into a second innings home as a model of multi service community age care . The model home will also provide field extension services. The pilot project started in Kannur district by Developing Govt Old Age Home Kannur as model second innings home. The goal of the project is to Improve the quality of life of senior citizens by providing basic amenities like shelter, food, medical care and entertainment opportunities etc.  

 SCHEME FOR WIDOWS

ABHAYAKIRANAM SCHEME-FINANCIAL ASSISTANCE TO DESTITUTE WIDOWS With an objective of providing a safe and better living environment to destitute and homeless widows, Social Justice Department has started a new initiative called ‘ Abhayakiranam ’ scheme. This scheme provides monthly financial assistance of Rs. 1,000/- to the close relatives of destitute widows who provide protection and shelter to them.

INDIRA GANDHI NATIONAL WIDOW PENSION SCHEME The Indira Gandhi National Widow Pension Scheme (IGNWPS) under the National Social Assistance Programme provides pension of Rs. 300 per month to widowed women in BPL category and above 40 years of age. After attaining the age of 80 years, the woman is eligible to receive Rs. 500 per month

SCHEME OF WIDOW REMARRIAGE – MANGALYA Women belonging to the age group of 18 – 50 yrs who are legally divorced and widowed. Financial Assistance of Rs. 25,000/- is provided for eligible widows and divorced women. Remarriage certificate (remarriage taken place before the respective registrar) should be produced.

The  number of widows  in Kerala is very High.  Majority of this families are living in deplorable  conditions.   The scheme propose to  extend a helping hand  to these families by way of providing  financial  assistance to self employment.   This is a one time Financial Assistance.   The age limit of Destitute widows must be below 55 years

With an objective of providing  a safe and better living environment to destitute and Homeless widows. The scheme  provides monthly financial assistance of Rs. 1000 to the close relatives of destitute widows who provide protection and shelter to them. 

Padavukal ( Edu . Assistance To Children Of Widows) “ Padavukal ” is a new scheme scholarship initiated by the government for higher education of children for women widowed due to death of their husband during accidents or sudden death. Tuition fees and hostel fees of children studying in various professional courses will be funded under the scheme.

GOVT SCHEME FOR  PHYSICALLY AND MENTALLY DISABLED

Pratheeksha Scheme It is scheme for rehabilitation of mentally ill. At present only two Govt. care homes are functioning for the mentally challenged persons in the state under Social Justice Department. One for men at Thavanur , malappuram ( Pratheeksha Bhavan ) and the other for women at Thrissur ( Prathyasa Bhavan ). Six Ashabhvans ( Thiruvananthapuram -2, Ernakulam-1, Thrissur-1, Kozhikode-2) are frunctioniong for the mentally cured persons. These homes are overcrowded with more than double of their sanctioned strength. Even though new requests for admission to these homes from police, courts and from other agencies are coming department is not able to accommodate them. Thus required additional care homes running by NGOs working in this field.

Psychosocial programme for destitute mentally ill persons First priority will be given for immediate rescue and rehabilitation of mentally ill persons who are in the street. For this purpose, grant will be provided to NGO or local self-government institutions for starting the care home with the priority of at least one institution per district headquarters.

SCHEME TO PROMOTE VOLUNTARY ACTION FOR PERSONS WITH DISABILITIES (UMBRELLA SCHEME) The enactment of the people with disabilities, equal opportunities and protection of Right Act of 1995 is a landmark legislation and an expression of India’s commitment of social justice.

Athijeevanam Social Justice Department has planned a project “ Athijeevanam ” which is an umbrella scheme for the development and rehabilitation of Persons with Disabilities. Providing right based services to PWDs, particularly in the area of health education, social security, recreation, skill development etc. Some efforts were made for the mainstreaming of PWDs by providing empowerment through skill development, these requires to be more focused and coordinated action plan for effective skilling and mainstreaming of PWDs with intellectual disabilities through skilling and vocational training.

MATRU JYOTHI-FINANCIAL ASSISTANCE FOR PwD MOTHERS This scheme implemented by the Social Justice Department provides a financial assistance of Rs 2,000/- to differently abled mothers coming under the purview of RPwD Act 2016.  As per the scheme financial assistance will be provided to the differently abled mothers until the child turns 2 years. 

Swasraya Social Justice Department has devised an innovative scheme called “ Swasraya ” which provides financial assistance to single mothers of PH/MR persons, which will enable them to find self-employment to looking after of this catogery is very expensive.  An amount of Rs  35,000/-  is being provided to the beneficiaries as one time assistance. Applicant must be from BPL family.

Vidyajyothi For the educational upliftment of such PH students, Social Justice Department has initiated a new scheme called ‘ Vidyajyothi ’ scheme that provides financial assistance for purchase of uniforms and study materials. The applicant must be studying in Government / Aided Institution. Priority must be given to BPL category students.

Vidyakiranam Social Justice Department has initiated a new comprehensive scheme called ‘ Vidyakiranam ’ that provides educational assistance to children of differently abled parents (disability for both parents/ disability for anyone parent) who are economically deprived. From each category educational assistance will be provided to 25 children from each district for duration of 10 months. The children have been categorized as follows:- Standard 1 to 5- Rs. 300/- Standard 6 to 10- Rs. 500/-

+1, +2, ITI equivalent courses- Rs. 750/- Degree, Post-Graduation, Polytechnic, equivalent courses, training Courses, professional Courses- Rs. 1000/- Scholarship will be provided to children of disabled parents belonging to BPL category.

SCHEME OF ASSISTANCE TO DISABLED PERSONS FOR PURCHASE/LIFTING OF AIDS & APPLIANCES (ADIP) The Scheme aims at helping the disabled persons by bringing suitable, durable, scientifically-manufactured, modern, standard aids and appliances within their reach. That can promote their physical, social and psychological rehabilitation, by reducing the effects of disabilities and “enhance their economic potential.

EMPLOYMENT OF THE HANDICAPPED Assistance to the disabled persons in getting gainful employment is available either through the special cells in normal employment exchanges or through special employment exchanges for physically handicapped.

RESERVATION OF JOBS AND OTHER FACILITIES FOR DISABLED PERSONS As per the order of government of India, reservation of 3% in jobs have been made in Grade 'C' and 'D‘ posts for the physically handicapped persons. The categories benefited are given below: Category of Disability Percentage of Reservation The Blind1% The Deaf1% The Orthopedic Handicapped1% As per the provision, relaxation on age, qualification, and exemption of fees etc were provided for the persons with disability

SCHEME OF INTEGRATED EDUCATION FOR THE DISABLED CHILDREN Is a Centrally Sponsored Scheme launched in 1974 by the Department of Social Welfare and after transferred to Department of Education in 1982. Under the scheme handicapped children are sought to be integrated in normal school system. The Hearing Handicapped (mild and moderate impaired only) are provided allowance for purchase of Books, stationery, uniform, transport and disabled children residing in school hostels within the same institution where they are studying may also be paid , boarding and lodging charges as admissible under Govt. rules/schemes.

SCHOLARSHIPS FOR THE DISABLED The Scheme of Scholarship is operated by union Ministry of Social Justice and Empowerment through State Governments to disabled persons from the 9th class onwards for general technical or professional education. The scholarship is awarded for all kinds of handicapped students subject to their obtaining of atleast 40% marks at the last annual examination

DEEN DAYAL DISABLED REHABILITATION SCHEME Central sector scheme of Govt of India that provides financial assistance to voluntary organizations working for the education and rehabilitation of persons with disabilities. The scheme was launched in 1999 and revised and renamed in 2003.

RAILWAY TRAVEL CONCESSION The Ministry of Railway allows the disabled persons/patients to travel at concessional fares in Indian railways. Deaf persons are allowed 50% concession in single and return journey rail fares on production of Medical Certificate issued by the Govt. Medical Officer. After verifying the certificate concessional tickets will be issued by the station master.

NATIONAL TRUST SCHEMES   DISHA - Early Intervention and School Readiness Scheme - This is an early intervention and school readiness scheme for children upto 10 years with the disabilities covered under the National Trust Act. VIKAAS - Day Care - A day care scheme for persons with autism, cerebral palsy, mental retardation and multiple disabilities, above 10 years for enhancing interpersonal and vocational skills. SAMARTH - Respite Care - scheme to provide respite home for orphans, families in crisis, Persons with Disabilities ( PwD ) from BPL families with at least one of the four disabilities covered under the National Trust Act. NIRAMAYA - Health Insurance Scheme - This scheme is to provide affordable Health Insurance to persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities.

SAHYOGI - Caregiver training scheme - A scheme to set up Caregiver Cells (CGCs) for training and creating skilled workforce of caregivers to care for Person with Disabilities ( PwD ) and their families. GYAN PRABHA - Educational support - A scheme to encourage people with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities for pursuing educational/ vocational courses. PRERNA - Marketing Assistance - A marketing scheme to create viable & wide spread channels for sale of products and services produced by persons with autism, cerebral palsy, mental retardation and multiple disabilities. SAMBHAV - Aids and Assistive Devices - This is a scheme to setup additional resource centres in each city, to collect the Aids, software and other form of assistive devices.

INDIRA GANDHI NATIONAL DISABILITY PENSION SCHEME The Indira Gandhi National Disability Pension Scheme (IGNDPS) under the National Social Assistance Programme provides pension of Rs. 300 per month to persons in BPL category with disability level of 80% or more. An eligible person must be at least 18 years of age and after attaining the age of 80 years, the person is eligible to receive Rs. 500 per month.
