MONITORING AND EVALUATION OF ADAPTATION ACTIVITIES M &E of adaptation according to the scheme has a general characteristic, depending on the adaptation activities in which the specific contents can be adjusted accordingly. The policy-based M&E is concerned about the implementation process and achievement goals, effectiveness, and impacts of the policies. Meanwhile, the M&E of adaptation projects and models focuses on implementation progress, implementation results, investment efficiency, sustainability, replicability , etc.

15. M&E’S DATABASE An M&E database is to be built and operated as an online platform, ensuring information security. The M&E database should have database management software and all M&E information, including progress and results of the implementation of climate change adaptation activities; M&E reports by ministries, ministerial-level agencies, provincial-level People’s Committees; and other relevant information.

IMPLEMENTATION RESPONSIBILITIES The Ministry of Natural Resources and Environment is the focal agency of the monitoring and evaluation system and responsible for : To assume the prime responsibility for, and coordinate with ministries, ministerial-level agencies, and provincial and municipal People's Committees in organizing the implementation of the monitoring and evaluation system under this Decision. Organize the monitoring and evaluation of climate change adaptation activities within the scope of management. Building and managing a database on monitoring and evaluation of climate change adaptation activities to ensure the provision and sharing of updated information on progress and results of implementation of adaptation activities. Develop the online database for reporting the monitoring and evaluation results ; support ministries, ministerial-level agencies , provincial and municipal People's Committees to implement the M&E system . To assume the prime responsibility for, and coordinate with ministries, ministerial-level agencies, provincial and municipal People's Committees in, organizing a comprehensive assessment of the results of implementation of climate change adaptation activities every five years. Synthesize and develop reports on monitoring and evaluation of climate change adaptation activities to serve the government management on climate change.

Responsibilities of Ministries, ministerial-level agencies, provincial and municipal People's Committees Organize the monitoring and evaluation of climate change adaptation activities within the scope of management. Update information on the progress and results of climate change adaptation activities in the database of the M&E system. Report on the results of monitoring and evaluation before December 31 of each year through the online system according to the guidance of the Ministry of Natural Resources and Environment.
