WELCOME SPEECH of Annual Function-----2014….DPS-JC(CG)
To have got this opportunity is in itself the mother of all moments opportune.
To have held the microphone to enthrall you all is in itself an order so tall.
To have you all enraptured and enveloped is in itself an embodiment of word embroidery.
To have found the way to pave such solid ground to welcome the galaxy of such eminences as the
Ex. DGP of Chattishgarh , Highly Honourable Mr.S.K.Paswan,man of multiple social belongingnesses
who has kindly consented to be the Chief Guest, the Collector of Dist. Janjgir-Champa, an education-
maverick himself Mr. O.P.Chaudhary, who very lovingly responded to our ardent request to be the
Guest of Honour, the SP of the Dist. JC Respectable Mr. Prashant Agarwal who came around to our
mute pleading to be the Special Guest this evening just to enthuse all the young performers is like
zipping around in gay abandon in Bentleys & Lamborghinis on the high streets of Big Apple. On
behalf of the DPS-JC collective I take this opportunity to Welcome you all and thank you all for being
so gracious to take out time from your very busy and hectic schedule.
We also have the apple of all our eyes, the highly respectable mother incarnate, the mute driving
force of inspiration for all of us Mrs. Meena Devi Dewanganji, our Patron, Honourable Mr. Raj
Kishore Dewanganji the President of the RDM Society, Respectable Sri Purushottam Dewanganji, the
VP; respectable CA Naval Dewangan, VP(Finance), Respectable Mr. Kamal Kishore Dewanganji, the
AVP; very affable Mr. Sanjay Dewangan the Director, Highly Honourable Mr. C.D. Pani, the Principal
of the school and all members of the Managing Committee present amongst us this evening when
with bated breath and pulsating palpitation in our wings we have assembled here to witness the
“Carnival of Music, Dance & Imagination”……the 4

Glittering Edition of the ELYSIUM-2014, the most
anticipated School Annual Day Celebration in the Cultural Calendar of the district.
Hope the prayerful parents, lovely presenters, my dear colleagues & sweet impressionable minds;
our students will in all probability not hesitate to join me with a grand round of applause for the
stellar constellation of DIGNITARIES who agreed to descend on the DPS-JC terra-firma this wintry
evening to add glamour to the glory, a dash of dare to being debonair, an iota of intellect to
invigilation, to plus a new meaning to the magnanimity of maturity, to show succinct soliloquy to
stage-craft, to reflect their care for the cauldron of choreography……….
Oh! How I would love to be carried away on the slippery path of emotion drenched juxtaposition.
It still seems hallucinatory…..quite unbelievable oratory. But oops! I have to rein in my usual word
jugglery to come to the moot point……..
Good Evening Ladies & Gentlemen and a lovely Hello! To all young at heart.
But so what when you have fire within no amount of chill can kill the spirit of bonhomie in
participation.
Help me now to gather enough courage to pour some word-nuggets about the eminences who by
being amongst us added to our jubilation, brought along heat of anticipation, instilled in all of us
semblance of sacred striving which go a long way in the annals of history of any institution that longs
for educational & pedagogical glory.
Let me start with our Highly Honourable Chief Guest Mr.Sant.Kr. Paswan who is 1978 Batch IPS
Officer having B.Sc. Engineering, LLB & also an MA in Sociology. He has been decorated multiple
times by the President of India: 1. Indian Police Medal for Gallantry & Bravery, 2. President’s Police
Medal for Distinguished & Meritorious Services, 3.Indian Internal Security Medal & 4. Silver Jubilee
Independence Medal.

He had been and still associated with many social and just causes.
He had started MANTHAN PRANALI(the churning process) to find out lasting solutions for
eradicating many social ills like…superstitions, impoverishment,illiteracy and under-development in
the tribal & heavily Naxalite affected Bastar Region. The different levels were Gram Manthan,Nagar
Manthan, Aranya Manthan & Seemant Manthan Committees at the Dist., Sub-divisional & rural &
urban centres for solving the day to day local problems. He formed, formulated and initiated the
processes of monitoring of all plans and activities to streamline all ongoing projects at the grassroots
level.
Another bright feather in the cap full of glory of Sir S.K.Paswan is MITTAN….the programme of
friendship which was initiated for the creation of village libraries and evening clubs for the
congregation and participation of tribal youth in activities of creation and emancipation. Pre-
monsoon repair of houses and arranging food stock for the old & destitute were also undertaken
under his careful invigilation.

Honourable Ex. DGP Sir Sri Paswanji had started the Rehabilitation programme for women & men
involved in flesh trade. Three-pronged social, economic and hygiene-oriented upliftment and
awareness programme for slum dwellers called TIRANGA was started which was flagged off by the
Hon. Governor.
Formed Mohalla Suraksha Sudhar Samitis to nip in the bud the evils like gambling, alcoholism &
pioneered public participation in traffic management through Civilian Traffic Wardens System which
resulted in great improvement in civic awareness and strengthened the bonding.The resultant
positive public attention helped many “traffic wardens” emerge winners in the General Elections to
reach the Vidhan Sabha & Lok Sabha.
Formed Joint action teams during communal flare-ups and garnered the support of all eminent
citizens….thus not only stopped disturbances in highly sensitive areas but also Sir was instrumental
in making Raipur an Oasis of Peace & Island of Compassion and Harmony even during the
countrywide communal disturbances in the wake of BABRI MASZID demolition in 1992.
Over 150 years old red light area from the heart of Raipur could be uprooted & all affected people
rehabilitated with his sheer will-power and popular public support.
Several initiatives were undertaken to bring the released hardened & hard-core prisoners to the
mainstream social milieu & to give them avenues for economic independence, many vocational
training initiatives were started by Sri Paswanji.
Self-control measures like Yoga, Vipashana and various Dhyan Classes were organized regularly to
channelize their soul-energy.
The list is just endless. It is our moment of glory this brilliant evening that we have got the chance of
a lifetime to have you amongst us. I welcome you, sir with folded hands.
Shree Om Prakash Choudhary, Collector who so very graciously accepted to be our Guest of Honour
can be described as a bundle of Inspiration for all the youngsters who wish to strive hard despite all
odds to achieve the highest success in their career with sheer grit and determination. Sir O.P.
Choudhary is an embodiment of eminently successful administrator who defeating all obstacles of
studying amidst lack of facilities in village govt. schools of his native state of CG proved that personal
willpower is the most sacred tool in the hands of those who have the perseverance and tenacity to
ceaselessly burn the proverbial midnight oil to achieve their Lakshya.

The family of Shree Om Prakash Chaudhary has always been of ordinary farmers. At the tender age
of 8 he had lost his father Late Dinanath Chaudhary who was a teacher in a govt. primary school and
his grand father, Shri Ghansilal Chaudhary is immensely proud of his farming background. After
crossing the boundary of Std. 12 in 1999 his steely determination to be an IAS Officer had already
started taking shape and his passing the B.Sc. with flying colours from Kalyan University proved as
another milestone achieved in the direction of his well-planned GLORY with which he was
bejewelled by the destiny in 2004. At the young age 23 he passed and qualified himself as a Civil
Servant.
During his tenure as IAS of Chattishgarh cadre he has worked as Assistant Collector, KORBA…SDM,
Bemetara…CEO, Zila Panchayat Janjgir-Champa and Sarguja…Ayukt of Raipur Municipal Corporation,
Collector at Dantewara….and Public Relations Chief.
As you all know Sri O.P. Chaudhary has brought about a revolution with his experiments in the field
of Education as the Collector of Dantewara which brought him the laurel “Pradhanmantri
Purashkaar”, the highest award of Public Administration in India.
On 10
th
Dec. this year he was felicitated by The National Human Rights Award for his commendable
work and contribution in the field of education.
Sir, your successful educational experimentations in Dantewara have rekindled creative Imagination
and brought laurels for the state of Chattishgarh in the national & international arena………
Shree O.P. Choudhary is the Physical proof of attaining one’s LAKSHYA with dedication to the cause
of the same in any Path of life. With all humility I welcome you sir once again. He says no hurdle can
ever be strong enough in the path of any attainment that has the support of steely willpower.
Mr. Prashant Agrawal,SP of the District JC who is our Special Guest this pleasant evening was born in
August 1983 at Bhaithan,Dist. Surajpur in CG. After completing his schooling from Navodaya
Vidyalaya he completed his B.Tech. & M.Tech. from IIT Kharagpur in Electrical Engineering.

posted as ASP Kanker & then at Narayanpur. He then got promoted to hold the post of SP
at Kondagaon and at Bijapur. Since 23
rd
June, 2014 he is with us as SP Janjgir-Champa.
Let me welcome you sir on behalf of the entire DPS-JC Fraternity.
Ideas galore…find shore when sailed in peace and calm…..lo and behold with a huge round of
