PREAMBLE

The Western Outreach Ministry Moi University Chapter is a fellowship of Christian students,
staff, and brethren from the Western region, who are united by a common faith in the only God
and joined together with the heavenly calling of Christ Jesus.

We declare that it shall be a non-political, non-denominational, voluntary, non-partisan, and non-
profitable fellowship of brethren.

ARTICLE 1
NAME

The name of the team shall be Western Outreach Ministry Moi University, herein referred to as
WESO MOI.

ARTICLE 2
DOCTRINAL BASIS

The doctrinal basis of WESO MOI shall be:

I. The unity of the Father, the Son, and the Holy Spirit in the Godhead.
II. The sovereignty of God in creation, revelation, redemption, and final judgment.
III. The divine inspiration and complete truthfulness of the Holy Scriptures as originally given,
and their supreme authority in all matters of faith and conduct.
IV. The universal sinfulness and guilt of all humanity since the fall, rendering them subject to
God’s wrath and condemnation.
V. Redemption from the guilt, penalty, dominion, and pollution of sin solely through the
sacrificial death of the Lord Jesus Christ, the incarnate Son of God, as our representative and
substitute.
VI. The bodily resurrection of the Lord Jesus Christ from the dead and His ascension to the right
hand of God the Father.
VII. The one Holy Universal Church, which is the body of Christ, to which all true believers
belong in unity.
VIII. The justification of the sinner by the grace of God through faith alone.
IX. The indwelling and work of the Holy Spirit in every believer.
X. The expectation of the personal return of the Lord Jesus Christ and the subsequent eternal
life of the Holy Universal Church in Heaven with Him.
XI. The presence and power of the Holy Spirit in every believer.

ARTICLE 3
AIMS AND OBJECTIVES

The main aim of WESO Moi Ministry is to reach out to the Western region and beyond with the
gospel of Christ Jesus.

It shall be non-political, interdenominational, and non-profit.

It shall include:

I. Preaching the gospel of the Kingdom of God, as commanded by Jesus Christ (Mark 16:15,
Acts 1:8), to the Western region and beyond.
ii. Deepening and strengthening the spiritual lives of its members through Bible study, prayer,
and Christian fellowship.
iii. Witnessing that the Lord Jesus Christ is God incarnate, and seeking to lead others to personal
faith and commitment to Him through missions and discipleship.
iv. Reaching institutions with the gospel of Jesus Christ in the Western region and beyond.
v. Encouraging responsible church membership.

ARTICLE 4
MEMBERSHIP

Membership shall be open to all born-again Christians who must abide by the declaration below:

A) FULL MEMBERSHIP
i. In joining WESO MOI, I declare my faith in Jesus Christ as my Savior, my Lord, and my
God.
It is my desire to actively support WESO as it seeks to fulfill its objectives.
ii. Membership shall be renewed every academic year by confessing the declaration in Article 2.

B) ORDINARY MEMBERSHIP
This shall comprise both undergraduate and postgraduate students of Moi University Main
Campus who ascribe to the doctrinal basis in Article 2 and soberly confess the declaration in
Article 4(A) (i).

C) ASSOCIATE MEMBERSHIP
This shall be open to all former students, alumni, and staff of Moi University who are born again
and committed to the realization of Articles 2 and 3.

D) SPECIAL MEMBERSHIP
This shall be open to any born-again Christian who does not fall into the above categories but
wishes to be identified with WESO Moi in reaching out through missions and discipleship,
subject to Articles 2 and 4(A) (i).

E) MEMBERSHIP FEE
There shall be no membership fee. However, members shall be required to submit and support
periodic contributions as determined by the Executive Committee from time to time.

Any person desirous of terminating his or her membership with the society shall submit a written
notice of intention to do so to the Secretary. Such resignation shall take effect from the date of
receipt of the notice by the Secretary.

ARTICLE 5
DUTIES AND RESPONSIBILITIES OF MEMBERS

A) FULL MEMBERS AND ORDINARY MEMBERS
i. They shall be eligible to participate in the nomination of officials of WESO Moi Ministry.
ii. They shall be entitled to vote in any general meeting capable of proposing, affecting, altering,
Modifying, or making amendments to this Constitution.
iii. Undergraduates who are not finalists shall be eligible to hold office as executives of WESO
Moi.
iv. Finalists shall not be eligible to hold office unless at an interim level.

B) SPECIAL AND ASSOCIATE MEMBERS
i. They shall not be eligible to participate in the nomination of officials of WESO Moi or to
vote in any general meeting.
ii. They shall be free to participate in the activities of WESO Moi but shall not be entitled to vote
or to be elected as members of any Committee in WESO Moi.

ARTICLE 6
MEMBERSHIP AND ASSOCIATION

a) WESO Moi shall be a member of the fellowship of Moi University Christian Union Main
Campus (MUCU MC).

b) WESO Moi shall be a branch of WESO Kenya.

c) WESO Moi shall associate with relevant Christian organizations or bodies in Western Kenya
that subscribe to the provisions of Article 2 and that help in advancing the provisions of Article 3
of this Constitution, as deemed necessary by the Executive Committee.

d) In the event that any Christian organization or body, according to Article 6(c), contravenes the
provisions of Article 2 and Article 6(c) of this Constitution, WESO Moi shall cease to be
associated with them.

ARTICLE 7
COMMITTEES AND OFFICE BEARERS

A) Executive Committee
The Western Outreach Ministry Moi University Chapter shall consist of ten (10) executive
members as follows:
i. Chairperson
ii. Vice Chairperson
iii. Treasurer
iv. Secretary
v. Vice Secretary
vi. Worship Chairperson
vii. Missions Coordinator
viii. Discipleship Coordinator
ix. Prayer Coordinator
x. Media and project manager

NB: The position of the WESO Moi Patron is that of an external advisor to the Executive.
The committee shall prayerfully nominate the Patron for a period of three (3) spiritual years.

B) Welfare Committee
The WESO Moi Ministry shall have a Welfare Committee comprising four (4) members as
follows:
i. The WESO Moi Vice Chairperson, who shall chair all Welfare meetings.
ii. The WESO Moi Treasurer.
iii. The WESO Moi Vice Secretary.
iv. One nominated member appointed by the Executive Committee.

C) Worship Committee
The WESO Moi Ministry shall have a Worship Committee consisting of the following members:
i. Worship Chairperson, who shall chair all Worship Committee meetings.
ii. Praise and Worship leaders (Brother and Sister).
iii. Ushering leader.
iv. Asset Manager.
v. Instrumentalists.
vi. Catering leader.
D) Missions Committee
The WESO Moi Ministry shall have a Missions Committee consisting of the following:
i. Missions Coordinator.
ii. Secretary of Missions, appointed by the Executive.
iii. Prayer Secretary, appointed by the Executive.
iv. Treasurer.
v. Year Representatives, appointed by the Executive Committee.

E) Discipleship Committee
The WESO Moi Ministry shall have a Discipleship Committee consisting of the following:
i. Discipleship Chairperson.
ii. Secretary, appointed by the Executive Committee.
iii. Treasurer.
iv. Coordinators

F) Intercessory Committee
The WESO Moi Ministry shall have an Intercessory Committee consisting of the following:
i. Prayer Coordinator.
ii. Prayer Secretary.
iii. Assistant Prayer Coordinator.
iv. Treasurer.
v. Members.

G) Media and project managing committee
The media and project managing committee shall comprise of the following members:
1. The publicity coordinator.
2. Assistant publicity coordinator.
3. Project manager
4. Assistant project manager.
5. Media coordinator.
6. Assistant media coordinator.
7. Treasurer.
H) Transition Oversight Committee (TOC)
The WESO Moi Ministry shall have an electoral body known as the Transition Oversight
Committee (TOC), consisting of ten (10) members as follows:
i. Chairperson.
ii. Vice Chairperson.
iii. Secretary.
iv. Prayer Coordinator.
v. Treasurer.
vi. General Executive Committee (GEC) Representative.
vii. Four (4) Members.

NB: The TOC shall:
a) Comprise sitting and outgoing executives who are final-year students and ineligible for
nomination again.
b) Include any other finalist who satisfies the Executive and is appointed to the TOC.
c) Outsource immediate past finalists to form the TOC in case the current finalists are not in
session, in order to carry out nominations and transitions.
d) Create any other post as need arises.
e) Cease to be members of the TOC if they cease to be members of WESO Moi.
f) Hold office from the date of presentation until the Annual General Meeting (AGM).

I) Constitution Review Committee (CRC)
The CRC shall consist of six (6) members as follows:
i. Chairperson.
ii. Secretary.
iii. Prayer Coordinator.
iv. General Executive Committee (GEC) Representative.
v. An Associate Member.
vi. A Full Member.

NOTE: Any other committee may be formed by the Executive, which shall approve or
disapprove its operation. Such committees shall be accountable to the Executive and dissolved
when their short-term activities or support roles are complete.

ARTICLE 8
DUTIES OF OFFICE BEARERS

A) Chairperson
i. Serve as the principal coordinator, shepherd, and spokesperson of WESO Moi
Fellowship.
ii. Coordinate the work of all committee members.
iii. Preside over all Executive Committee meetings and all General Meetings of WESO Moi
Ministry.
iv. Act as the main link between WESO Moi Ministry, all affiliate bodies, Moi University
Christian Union, and the University Administration.
v. Represent WESO Moi Ministry in regional WESO Kenya (the National Body).
vi. Serve as a member of the Joint Evangelical Team (JET).
vii. Serve as a member of the Moi University Christian Union Associate Committee.
viii. Be a signatory to any banking transactions undertaken by the Executive Committee on
behalf of WESO Moi Ministry.
ix. Be a non-voting member, but hold a casting vote in the event of a tie.
x. Ensure unity, harmony, and love within the fellowship; prayerfully and wisely help
resolve disputes that may arise within the fellowship.
xi. In charge of all the social welfare issues of all the brothers in the church coordinating
with the welfare handling organs. E.g. brother’s fellowships, talks and engagements.

B) Vice Chairperson
i. Serve as the principal assistant to the Chairperson and assist in all matters pertaining to
WESO Moi Ministry.
ii. Chair all Executive Committee meetings in the absence of the Chairperson.
iii. Chair the Welfare Committee and coordinate all its mandated activities.
iv. In charge of all the welfare activities and issues of the church, coordinating every organ
that handles welfare e.g. Sister’s fellowship and affairs.
v. Serve as a member of the MUCU Main Campus Welfare Committee.

C) Secretary
i. Be in charge of all internal and external correspondence of WESO Moi Ministry, except that
which falls under another office.
ii. Consult the Chairperson and Vice Chairperson in urgent matters where the Executive
Committee cannot be fully consulted.
iii. Issue all notices convening committee meetings after consultation with the Chairperson.
iv. Record and keep minutes of all Executive Committee meetings as well as General Meetings.
v. Prepare and distribute all fellowship programs as determined by the Executive Committee.
vi. Be a signatory to any banking transactions undertaken by the Executive Committee on behalf
of the fellowship.
vii. Coordinate Brothers’ and Sisters’ Fellowships under the supervision of the vice chair and in
partnership with the welfare committee.

D) Vice Secretary
i. Serve as the principal assistant to the Secretary of WESO Moi Ministry.
ii. Be the custodian of all WESO Moi catering assets and event resources.
iii. Provide for all needs of the Executive Committee during its meetings.
iv. In conjunction with the Vice Chairperson, oversee preachers’ welfare, catering, and
hospitality for all ministries as determined by the Executive.
v. Serve as the Secretary of the Welfare Committee under WESO Moi Ministry.

E) Treasurer
i. Collect, receive, keep, and disburse all monies as directed and approved by the WESO Moi
Executive Committee.
ii. Supervise and receive all reports from the treasurers of subcommittees.
iii. Maintain up-to-date records of all WESO Moi finances and provide reports whenever
required.
iv. Advise the Executive Committee on the financial status and expenses of the fellowship.
v. Compile and track the annual budget of WESO Moi Ministry for approval by the Executive
Committee.
vi. Serve as a member of the Welfare Committee.

vii. Coordinates with the media and project manager on the income producing projects of the
church.
viii. Be a signatory to any banking transactions undertaken by the Executive Committee on
behalf of WESO Moi Ministry.

F) Worship Chairperson
i. Serve as the link between the Executive Committee and the Worship Committee.
ii. Organize fellowships and Saturday services.
iii. Organize training sessions for ministries under Worship, as deemed necessary.
iv. Formulate regulations and procedures governing the use, lease, or lending of WESO Moi
assets, subject to Executive approval.
v. Organize worship events such as Worship Nights and other special programs as deemed
necessary.
vi. Preside over and coordinate all duties assigned to the Worship Committee.

G) Missions Coordinator
i. Serve as the link between the Executive Committee and the Missions Committee.
ii. Preside over and coordinate all duties assigned to missions, including outreach.
iii. Ensure proper organization and running of activities during outreach and in-reach programs.
iv. Oversee the planning, coordination, and follow-up of activities before, during, and after
missions, with Executive Committee approval.
v. Work closely with the Discipleship Committee to raise dependable Christians.
vi. Serve as the link between the WESO Moi Executive and the MUCU Main Campus
Evangelism Committee.
vii. Work with Year Representatives in carrying out outreach.

H) Discipleship Chairperson
i. Serve as the link between the Executive Committee and the Discipleship Committee.
ii. Chair Discipleship Committee meetings and coordinate all discipleship activities.
iii. Coordinate discipleship classes and Bible sessions in every fellowship, in conjunction with
affiliate groups that subscribe to Articles 2 and 3.
iv. Collaborate with the Missions Committee to raise dependable Christians.
v. Work with the Missions Coordinator in member follow-up and outreach.
vi. Collaborate with the Vice Chairperson in addressing the welfare needs of WESO Moi
members.



I) Prayer Coordinator
i. Organize and coordinate prayer fellowships to strengthen the spiritual lives of all WESO Moi
members.
ii. Lead the Prayer Committee in arranging retreats, indoor and outdoor prayer meetings, prayer
nights, prayer barracks, and prayer weeks as led by the Holy Spirit.
iii. Coordinate prayer sessions for the Executive Committee and ministry leaders.
iv. Represent WESO Moi Ministry in the MUCU Main Campus Prayer Team.

J) Media and project manager.
1. Chair all the media and project managing committee meetings.
2. Serve as a link between the media and project managing committee and the executive
committee.
3. Manage all social media platforms for WESO-Moi church.
4. In charge of live broadcasting of WESO-Moi fellowships.
5. Link all WESO-Moi associates to the executive and the fellowship in session.
6. Manage all WESO-Moi income producing projects by advising and supervising all the
sub-committees running projects. Also advises on project scheduling in case of
conflicting projects within different sub-committees.
7. Shall coordinate and organize technical training for media, publicity and any other skill
needed for the effective operation of the docket.

ROLES OF THE MEMBERS

Publicity coordinator and the assistant.
1. To be in charge of all publicity during physical fellowships.
2. To be in charge of poster creation and distribution for the mobilization of the WESO-Moi
fellowship.

Project Manager and Assistant Project Manager
1. To be in charge of all WESO welfare and supporting projects. This is achieved by co-working
with the relevant docket to ensure the project's full realization.
2. To advise the Mission, Discipleship, Elders, and any other committee of WESO-Moi on
potential projects and their effectiveness at a given time.
3. To manage and regulate the timing and execution of all projects by advising each committee
on when and how to run projects to avoid conflicts of interest.

Media coordinator and the assistant
1. Managing all online platforms of the WESO-Moi fellowship, such as the Facebook page
and the WhatsApp groups.
2. Managing and implementing proper live streaming of the Moi fellowships.
3. Inviting friends, partners and associates into the WESO page.
4. Making and managing promotion clips for the WESO Moi fellowship.
5. Ensuring that every WESO- Moi event is public and in a form that friends and associates
can view.

Treasurer
1. Keep records of all project finances as submitted by the sub-committees treasurers.
2. In charge of the main project account.
3. Report to the executive treasurer the financial statements and the progress of the sub-
committee project.

ARTICLE 9
ROLES OF COMMITTEES

A) Executive Committee
i. Serve as the principal decision-making organ of WESO Moi Ministry.
ii. Promote and implement the aims of WESO Moi Ministry.
iii. Appoint all non-nominated members of committees and subcommittees, including Family
Leaders.
iv. Authorize disbursement of all monies for WESO Moi Ministry.
v. Prepare the annual financial budget for the spiritual year.
vi. Hold, maintain, and supervise the proper use of all WESO Moi Ministry assets.
vii. Handle all internal and external invitations of ministers to WESO Moi Ministry.
viii. Serve as the link between WESO Moi Ministry and its associates.
ix. Finalize and approve all policies drafted by subcommittees.

B) Welfare Committee
i. Be responsible for the welfare of WESO Moi Ministry members, subject to conditions laid
down by the Executive Committee in the Welfare Policy.
ii. Organize fundraising and other means of raising funds for the WESO Welfare Kitty and
retreats, as approved by the Executive Committee.
iii. Disburse and recover welfare funds, subject to conditions laid down by the Committee.
iv. Cater for the welfare of preachers.

C) Missions Committee
i. Oversee WESO Moi outreach and in-reach programs, including missions, school visitations,
open-air meetings, rallies, and online evangelism within and around campus.
ii. Organize mission training sessions for members of the body of Christ.
iii. Prepare groundwork for missions and follow-up activities.
iv. Plan and organize mini-missions, subject to Executive Committee approval.

v. Examine and prepare WESO Moi Ministry annual mission proposals, groundwork, and
budgets, subject to Executive Committee approval.

D) Discipleship Committee
i. Organize discipleship training sessions in WESO Moi Ministry, subject to approval by both
WESO Moi Executive and MUCU Main Campus Executive Committee.
ii. Assist in running WESO Moi Ministry families.
iii. Oversee and coordinate discipleship programs, such as Family Day.
iv. Keep updated records of all members based on academic years.
v. Draft the Discipleship Policy and implement it upon Executive approval.

E) Worship Committee
i. Organize fellowships and worship activities as scheduled by the Executive Committee.
ii. Draft and implement the Worship Policy upon approval by the Executive Committee.
iii. Manage the leasing and lending of WESO Moi assets, subject to Executive approval.
iv. Oversee all worship-related activities, including media, instrumentalists, and technicians.
v. Organize worship events for the spiritual growth of members, such as Worship Nights, with
Executive approval.
vi. Orient new members joining the worship ministry.
vii. Draft and implement worship policies upon approval by the Executive Committee.

F) Intercessory Committee
i. Organize prayer activities to promote spiritual growth, including prayer weeks, outdoor and
indoor prayer sessions, prayer nights, and retreats, subject to Executive approval.
ii. Facilitate prayer barracks based on the regions of residence of WESO Moi members.

G) Constitution Review Committee (CRC)
i. Only full members shall be eligible to propose amendments to this Constitution. No
amendment shall be made unless:
a) A Constitution Review Committee is formed to oversee the process, appointed by the
Executive Committee.

b) At least 21 days’ written notice of any proposed amendment is given to the Secretary of the
Executive Committee, who shall issue at least 14 days’ notice to members before the Annual
General Meeting (AGM) or Special General Meeting (SGM).
c) The Patron’s opinion is sought and recommendations presented to members at the AGM or
SGM.
d) The amendment process is completed within the specified time and the proposals presented
at the AGM or SGM for adoption.
e) Any amendment is passed by at least two-thirds (⅔) of the full and special members
present and voting at the AGM or SGM.

ii. Upon adoption, the Constitution shall take effect immediately.

ARTICLE 10
PATRON

a) The Patron shall be appointed by the outgoing Executive Committee and the incoming
Executive Committee, from among members of Moi University staff or former students of Moi
University Main Campus, who ascribe to the Christian faith and uphold Articles 2 and 3 of the
WESO Moi Ministry.

b) The appointment shall be confirmed at the Annual General Meeting (AGM) and the Patron
shall serve from the date of confirmation until the next AGM.

c) The Patron may be reappointed for multiple terms.

Duties of the Patron:
i. Work closely with the Executive Committee to ensure that Articles 2 and 3 are adhered to.
ii. Oversee the ushering in of a new Executive in the event of a vote of no confidence.
iii. Intervene in issues that may arise between members and the Executive.
iv. Serve as an external advisor to the Executive Committee.

ARTICLE 11
MISSIONS

A) Mission Work
a) WESO Moi Ministry shall organize missions every spiritual year.
b) WESO Moi Ministry may also organize special missions and weekend challenges during the
spiritual year, with the involvement and approval of the Moi University Christian Union
Executive.

B) Mission Application
Any member of WESO Moi Ministry qualifies to apply for missions under the following
conditions:
i. Must be a WESO member in session, out of session, or an associate.
ii. Must apply within the time frame given by the Missions Committee.

C) Selection of Mission Grounds
i. The Missions Committee shall first seek God’s guidance, then announce and welcome
applications from members wishing to host missions, with a set deadline.
ii. The Missions Committee shall scrutinize all applications received after the deadline.
iii. The following considerations shall be made:
- The need for the gospel in the area.
- A sub-county shall not host twice unless no other application is received from other counties
or sub-counties.
iv. The Missions Committee shall forward the selected area to the Executive Committee for
approval.
v. If the Executive Committee does not approve, the task shall be directed back to the Missions
Committee with reasons for rejection.

D) Grounds Work
The Missions Committee shall organize mission groundwork by sending four (4) brethren, three
(3) members, and the host missioner to the mission ground at least three times before the
mission.
The groundwork team shall check the following:
i. Alerting the National Body (WESO Kenya) concerning WESO Moi Ministry’s mission.
ii. Availability of water and electricity at the mission ground.
iii. Distance between crusade grounds and mission centers.
iv. Key prayer needs of the area.
v. Accommodation and washrooms for both brothers and sisters.
vi. Catering facilities.
vii. Revival venues, posters, host church readiness, involvement of local churches, schools, and
families.
viii. Visiting nearby schools and seeking opportunities to minister.
ix. Notifying the area chief or local administration about the mission.

E) Mission Funds
The Missions Committee and the Executive Committee shall discuss appropriate methods of
raising funds, which may include but are not limited to:
i. Using pre-forms.
ii. Mission fund drives.
iii. Contributions from associates.
iv. Proposals and projects.
v. Support from well-wishers.

NOTE: The Executive Committee shall oversee all mission funds.

F) Mission Budgeting
The Missions Committee shall prepare the mission budget and forward it to the Executive
Committee for approval and adjustment.
The mission budget shall be prepared before the launching of the mission and presented to the
church during mission launch.
Copies of the budget shall be filed by the Mission Coordinator, Secretary, and Executive
Treasurer.

G) Mission Leaders (mission grounds committee)
i. Mission leaders shall be appointed by the WESO Moi Executive Committee on the first day
of the mission.
ii. It is NOT compulsory for all mission leaders to come from the Executive Committee, except
for the executive Chairperson, Mission Coordinator, and Treasurer, who shall retain their roles.
iii. Mission leaders shall be selected from WESO Moi Ministry members according to Article 4.
The mission leaders shall be as follows:
- Mission Chairperson - (seating executive chair)
- Mission Vice Chairperson
- Host Missioner
- Treasurer - (seating executive treasurer)
- Secretary – (seating mission coordinator)
- Prayer Coordinator
- Worship Leader
- Storekeeper (immediate outgone executive Chairperson)
- Associates’ Representative
- Discipleship Coordinator

H) Duties of Mission Leaders
Mission Chairperson:
i. Chair all meetings of mission leaders.
ii. Oversee all activities during the mission.
iii. Act as chief purchasing officer together with the Treasurer, Storekeeper, and Mission Vice
Chairperson.

Mission Vice Chairperson:
i. Assist in purchases before, during, and after missions.
ii. Select members to assist in the kitchen, with the help of the Grounds Committee.
iii. Oversee general cleanliness of the mission grounds by appointing brothers’ and sisters’
coordinators with Grounds Committee approval.
iv. Ensure meals are served on time.
v. Notify the Treasurer, Storekeeper, and Mission Chairperson in case of shortages.
vi. Lead the kitchen team and issue supplies.

Host Missioner:
i. Provide guidance on where to obtain necessary items.
ii. Guide the groundwork team on areas to cover in door-to-door ministry.
iii. Link the community, host church, families, and schools with WESO Moi missioners.

Secretary (Mission Coordinator):
i. Keep records of all missioners present, joining, or leaving for budgeting purposes.
ii. In conjunction with the Discipleship Coordinator and Mission Chairperson, group members
for door-to-door evangelism.
iii. Record reports from door-to-door sessions.
iv. File and keep all records of new believers during the mission.
v. Assign brethren to high school evangelism, outreach churches, and special ministries, with
Grounds Committee approval.
vi. Compile the mission report with the Grounds Committee and present it within three weeks to
the Executive Committee, WESO Moi Ministry, and WESO Kenya.

Treasurer:
i. Manage all mission funds and keep clear records of revenue and expenditure before, during,
and after the mission.
ii. Present a written financial report to the Executive Committee and WESO Moi Fellowship.
iii. Issue money only with the knowledge of the Mission Chairperson, Vice Chairperson, and
Storekeeper (in emergencies).

Prayer Coordinator:
i. Organize prayer sessions during missions.
ii. Record prayer needs from door-to-door sessions.
iii. Assign brethren to lead prayer during morning devotions, crusades, evening sessions, and
night watches.
iv. Organize chain prayers during missions.


Worship Chairperson:
i. Organize all praise and worship sessions during missions, revivals, and crusades in
consultation with the Grounds Committee.
ii. Coordinate technicians and instrumentalists, ensuring proper care of instruments, lighting, and
generators.
iii. With the Grounds Committee, appoint a chief operator of instruments.
iv. Notify the Executive Treasurer of any deficiencies in instruments.
Associates’ Representative:
i. Offer advice to the Grounds Committee.
ii. Serve as the link between associates and the missioners.
NB: The associate representative shall NOT be an immediate associate except when there are no
former associates on the ground during the day which the committee is formed.
The associate representative MUST be a person who attended one or more previous WESO-Moi
missions, except when all the associates around during day one are attending the mission for the
first time.

Storekeeper:
i. Ensure food supplies are sufficient.
ii. Work with the Mission Chairperson, Vice Chairperson, and Treasurer to maintain adequate
stock.

Discipleship Coordinator:
i. Collaborate with the Mission Secretary on door-to-door grouping.
ii. Organize discipleship sessions for new believers during missions, with the help of the
Grounds Committee.

NOTE: Mission leaders shall appoint facilitators and speakers for revivals, ensure timely
meals, plan daily events, and address emerging issues before, during, and after missions.



I) Mission Follow-Up
The Missions Committee, in conjunction with the Discipleship Committee, shall organize
follow-up by sending brethren back to the mission ground.
Follow-up shall include:
i. Visiting new believers to encourage them through discipleship programs.
ii. Supporting the host church, schools, or families in discipling new converts.

J) Mission Report
A comprehensive mission report shall be compiled by the Mission Secretary, presented within
three weeks of the mission, and filed by the Executive Chairperson and Missions Coordinator.
The report shall be shared with WESO Moi Ministry and WESO Kenya.

K) Special Missions
i. WESO Moi Ministry may hold special missions, such as weekend challenges.
ii. Missioners may be hosted by a church, school, or family willing to provide meals,
accommodation, and other expenses.
iii. WESO Moi shall also participate in national missions organized by WESO Kenya.

NOTE: Any WESO Moi member (per Article 4) wishing to host a special mission may
submit a written request to the Missions Committee.

L) Year Representatives
i. Link the Welfare Chairperson with members of their respective academic years.
ii. Oversee the welfare needs of members in their year group.
iii. Assist in follow-up of members, mobilization for ministry projects, and fundraising activities
as directed by the Executive Committee.

ARTICLE 12
THE ELECTORAL BODY
Transition Oversight Committee (TOC)

The Transition Oversight Committee (TOC) shall oversee leadership transitions through
nominations.
Members shall be nominated by the sitting Executive Committee and presented to WESO Moi
Ministry.

A) Composition of the TOC
i. The TOC shall consist of the sitting Executive, outgoing Executive members who are not
eligible for re-election, and a National Representative from WESO Kenya.
ii. It shall comprise three (3) sitting executives, six (6) outgoing executives, one (1) member,
and one (1) National Body Representative, prayerfully considered by the sitting Executive.
iii. The leadership of the TOC shall include a Chairperson, Vice Chairperson, Secretary, and
Prayer Coordinator. The remaining roles (e.g., Discipleship, Vice Secretary, Co-opted Member,
Worship Chair, Missions) shall be assigned as need arises.
iv. The TOC shall oversee the transition process for at least three (3) weeks but not exceeding
four (4) weeks.

B) Nomination Process
i. Full members of WESO Moi Ministry, as defined in Article 4(A), shall be asked to
recommend in writing the persons they have prayerfully considered for nomination into office.
ii. All Executive positions shall be filled in accordance with Article 12(B)(i).
iii. The TOC shall be formed seven (7) days before the nomination day.

C) Presentation of Nominations
The TOC shall present the nominated members fourteen (14) days before the Annual General
Meeting (AGM).

D) Objections
Objections to any candidate must be made in writing to the TOC Secretary at least seven (7) days
before the AGM. Only full and special members of WESO Moi Ministry may raise such
objections.

E) Substitutions
The TOC shall consider and make substitutions of nominees where necessary.

ARTICLE 13
ROLES OF THE TRANSITION OVERSIGHT COMMITTEE (TOC)

The TOC shall:
i. Print nomination papers and prepare ballot boxes.
ii. Oversee and facilitate the entire nomination process.
iii. Keep clear and accurate records of the nomination process.
iv. Substitute leaders in cases of withdrawal, ties, or other situations, after prayerful
consideration.
v. Coordinate nomination prayers.
vi. Organize the Annual General Meeting (AGM).
vii. Serve as the link between WESO Moi Ministry, its Associates, and the National Body
(WESO Kenya).
viii. Compile a final report of the TOC and hand it over to the new Executive Chairperson within
seven (7) days of assuming office.

ARTICLE 14
HANDING OVER AND ORIENTATION

i. Upon confirmation of new leaders, the TOC shall organize a platform where the outgoing
Executive shall adequately orient the incoming office bearers in all matters concerning their
offices for one (1) week.

ii. Every leader shall officially hand over all documents and materials pertaining to their office,
together with a written report confirming the handover. The report shall be signed by both the
outgoing Executive Committee and the incoming office bearer.

ARTICLE 15
BY NOMINATIONS

A) A vote of no confidence in the entire Executive may be passed where at least two-thirds (⅔)
of full and special members present in a Special General Meeting (SGM) support it.

B) The Executive, by majority decision, may ask any member to vacate office if there is evident
inability to perform the duties of that office.

C) In the event of resignation of the Executive.

D) Where Article 15(A) is invoked:
i. The Executive and the Patron shall facilitate the appointment of caretakers who shall form the
TOC. Such caretakers shall be ineligible for nomination.
ii. The caretakers shall appoint one of their members as Chairperson.
iii. The caretakers shall facilitate nominations in accordance with Articles 12 and 13.
iv. Nominations shall be conducted within seven (7) to fourteen (14) days before a Special
General Meeting.
vi. Names of nominees for WESO Moi Executive shall be published at least seven (7) days
before the SGM.

ARTICLE 16
MEETINGS

A) Regular Meetings
i. The WESO Moi Executive shall arrange regular fellowship meetings at appropriate times and
venues, including Bible studies, service fellowships, devotions, or others as determined by the
Executive.
ii. The Executive Committee shall meet at least once a week on a convenient day, with a quorum
of not less than two-thirds (⅔) of all office bearers.
iii. The Executive Committee and all subcommittees shall meet at least twice a semester to
discuss matters affecting WESO Moi and make necessary adjustments for the growth of the
ministry.

B) General Meetings
There shall be two types of general meetings:
i. Annual General Meeting (AGM).
ii. Special General Meeting (SGM).

C) Annual General Meeting (AGM)
i. WESO Moi shall conduct the AGM at the end of every spiritual year, immediately after the
MUCU Main Campus AGM.
ii. Reports shall be circulated to members before or on the day of the AGM. Office bearers shall
present clear and accountable reports, together with recommendations for the entire ministry.
iii. The agenda of the AGM shall include:
a) Admission of non-members of WESO Moi Ministry and affirmation of Articles 2 and 3.
b) Confirmation of the minutes of the previous AGM.
c) Consideration of financial statements and reports.
d) Confirmation of new office bearers.
e) Any other business approved by the incoming Executive Chairperson.

D) Special General Meeting (SGM)
i. An SGM may be convened where at least two-thirds (⅔) of fully registered members request
it.
ii. In the event of a vote of no confidence in the sitting Executive Committee, at least two-thirds
(⅔) of members, together with the Patron, shall appoint caretakers who will serve as the TOC.
iii. Notice of seven (7) days shall be given to members prior to an SGM called due to a vote of
no confidence.

ARTICLE 17
FINANCES

A) Sources of Financial Contributions
i. Donations from churches, associates, members, and other well-wishers.
ii. Fundraising ventures aimed at uplifting the financial status of WESO Moi, provided they are
lawful and legitimate.
iii. Offerings, tithes, and projects.

B) Use of Funds
i. Funds of WESO Moi Ministry shall be used only for purposes approved by the Executive
Committee, in line with the aims of WESO Moi Ministry.
ii. All monies shall be received by and paid to the Treasurer, who shall deposit them in an
account of WESO Moi Ministry in a bank approved by the Executive Committee.
iii. The Treasurer may retain a petty cash amount, as approved by the Executive Committee, with
proper records maintained.
iv. The financial year of WESO Moi Ministry shall correspond with the academic or spiritual
year.
vi. All committee funds shall be disbursed only with the approval of their respective
committees.

ARTICLE 18
WESO MOI ASSETS

i. WESO Moi equipment shall be used in accordance with regulations laid down by the
Executive Committee and entrusted only to persons approved by the Executive Committee.
ii. Purchases of WESO Moi assets shall be made from bidders offering the best quality products
at the most reasonable prices.
iii. Any loss of WESO Moi Ministry assets shall be handled by the person in charge, in
consultation with the Executive Committee.
iv. In the event of dissolution of WESO Moi Ministry, all assets shall be entrusted to the
National Body, WESO Ministries Kenya.
v. Upon rejuvenation of a new Executive, WESO Moi shall coordinate with WESO Kenya to
retrieve the assets previously kept for safekeeping.














ARTICLE 19
AMENDMENT OF THE CONSTITUTION

Only fully registered members of WESO Moi Ministry shall be eligible to propose amendments
to this Constitution.

The Constitution shall not be amended unless:
i. At least fourteen (14) days’ notice is given prior to the proposed amendment.
ii. The Patron’s opinion is sought, and his or her recommendations are presented to the members.

ARTICLE 20
DISSOLUTION

i. WESO Moi Ministry shall not be dissolved except by a resolution passed at an Annual
General Meeting (AGM) with at least three-quarters (¾) of the members voting in favor of
dissolution.
ii. If no quorum is obtained, the proposal for dissolution shall be submitted to a subsequent
General Meeting held one month later.
iii. Dissolution shall only take place if at least three-quarters (¾) of the ordinary members are
present and vote for dissolution.

GENERAL PROVISION

This Constitution shall be the fundamental document establishing the Western Outreach Ministry
Moi University Chapter (WESO Moi). It shall provide substantial guidance and procedural rules
for the ministry.

Any activity or role inconsistent with the provisions of this Constitution shall be null and void to
the extent of that inconsistency.

However, this Constitution, in all respects and for all purposes, shall remain subject to the
supreme authority of the Holy Scriptures — the Bible.
