The term “empowerment” was first used in the context of political mobilisation in the1960s by activists of the Black Panther Movement in the US. Since then it has entered many fields of theory and practice. Empowerment is now increasingly seen as a process by which the one's without power gain greater control over their lives. This means control over material assets, intellectual resources and ideology. It involves power to, power with and power within.
Power over: controlling power over some one and something. Response to it can be compliance, resistance or manipulation
Power to: generative or productive power that creates new possibilities and actions without domination
Power with: power generating a feeling that the whole is greater than the sum of individuals and action as a group is more effective
Power from within: a sense that there is strength that is in each and every individual. The recognition of one's own self-acceptance and self-respect enables the acceptance of others as equals

Institutional mechanisms: to promote advancement of women, which exist at central & state levels should be strengthened. It related to training, self- advocacy skills.
Gender violence: `women’s group discuss sensitive issues such as gender violence & make special efforts to identify victims & help them to start new live hood.
Health insurance for the poor: over 21,000 households have been covered with health insurance on a pilot basis. Community managed risk funds aims to supports the meet of families health expenditure, including during emergencies
Poverty eradication: since women comprise the majority of the population below the poverty lines & are very often in situations of extreme poverty. Strengthening the polices & poverty eradication programmes & improved implementation of programmes, by offering them a range of economic & social options, along with necessary support measures to enhance their capabilities.
Micro credit: in order to enhance women’s access to credit for consumption & production, the establishment of new & strengthening of existing micro credit mechanism & micro finance institution should be undertaken so that the outreach of credit is enhanced.
Women & economy: women’s perspective should be included in designing & implementing macro economic & social policies by institutionalizing their participation in such processes. There contribution to socio economic development as producer & worker will be recognized in formal & informal setups (including home based worker) & appropriate policies relating to employment & to her working conditions should be drawn up.
Self group (SHG s): since reconstitution of commissions in January 2000, it started projects with the aim of making women economically empowered. Initiatives taken by delhi commission for women in year 2000-2001 projects in collaboration with partner NEOs for empowering women economically.
Globalization: it has presented new challenges for the realization of goals of women’s equality. The gender impact of which has not been systematically evaluated fully. Benefits of growing global economy have been unevenly distributed leading to wider economic disparities, the feminization of poverty, increased gender inequality through often deteriorating working conditions & unsafe working environment especially in the informal economy & rural areas.
Women & agriculture: the programmes for training women in soil occupations allied to agriculture like horticulture, livestock including small animal husbandry, poultry, fisheries etc.
Women & industry: the important role played by the women in electronics, information technology, food processing, agro industries & textiles has been crucial to the development of these sectors. They should be given comprehensive support in terms of labour legislation, social security & other support services to participate in various industrial sectors.
Support services: its for women like child care facilities, including crèches at work places & educational institutions, homes for the aged & the disabled will be expanded & improved to create an enabling environment & to ensure their full co-operation in social, economic & political life. Women friendly personnel policies should be drawn up to encourage women to participate effectively in developmental process.
