CENTRAL MARINE FISHERIES RESEARCH INSTITUTE ESTABLISHMENT YEAR-1947(KOCHI ,KERALA) 3
. The ICAR-Central Marine Fisheries Research Institute was established by Government of India on February 3rd 1947 under the Ministry of Agriculture and Farmers Welfare and later it joined the ICAR family in 1967. Major achievements of CMFRI is the development and refinement of a unique method for estimation of fishery catch and effort from the over 8000 km coastline called the "Stratified Multistage Random Sampling Method”. With this methodology the Institute is maintaining the National Marine Fisheries Data Centre (NMFDC) with over 9 million catch and effort data records from all maritime states of India of more than 1000 fished species. 4
CMFRI realized that capture fisheries production alone would not be able to cater to the needs of our growing population and it became very clear that there was need to supplement capture fisheries with production from coastal mariculture and sea farming. CMFRI began to undertake research in new areas like marine finfish farming, biotechnology and biodiversity. Along with this, fisheries management plans for each maritime state were formulated and the institute addressed climate change issues affecting coastal habitats and fishers. In the mariculture front, commercial bivalve farming became a popular women empowerment programme in the beginning of this century. The new knowledge and technologies developed in finfish farming have been transferred to end users and many cutting edge technologies have been patented in marine biotechnology. 5

The Central Inland Capture Fisheries Research Institute (CIFRI) is the oldest premier research institution in the field of inland fisheries research and training in India. Established initially as Central Inland Fisheries Research Station by the Govt. of India at Calcutta in 1947, it assumed the status of an Institute and shifted to Barrackpore (North 24-Parganas, West Bengal) in 1959. The Institute came under the administrative control of Indian Council of Agricultural Research in October 1967. At the begining of Seventh Plan (1987), three more Institutes were carved out from this institute viz., Central Institute of Freshwater Aquaculture (CIFA), Central Institute of Brackishwater Aquaculture (CIBA) and National Research Centre on Cold Water Fisheries (NRCCWF). The original institute was rechristened as Central Inland Capture Fisheris Research Institute 7

Central Institute of Fisheries Education ESTABLISHMENT YEAR -1961(MUMBAI,MAHARASHTRA) 11
CIFE came into existence as a Government of India setup at Mumbai on 6th June, 1961 with the assistance of FAO/UNDP. Later w.e.f. 1st April 1979, the Institute came under the administrative control of ICAR, New Delhi CIFE has been providing LEADERSHIP IN FISHERIES EDUCATION in India as also in the neighboring Afro-Asian countries for more than 35 years. In due recognition of its pioneering role in manpower development for fisheries sector, the Ministry of HRD and UGC accorded DEEMED UNIVERSITY status to CIFE on 29th March 1989. CIFE thus , has the distinction of being the FIRST FISHERIES UNIVERSITY in india. . 12

N NATIONAL BUREAU OF FISH GENETIC RESOURCES ESTABLISHMENT YEAR- 1983(LUCKNOW,UP) 14
Promote fisheries conservation in the country, the Government of India approved the establishment of a National Bureau of Fish Genetic Resources during the sixth five-year plan. It was sanctioned in December 1983 under the Indian Council Of Agricultural Research with its headqqarter at Allahabad,UP. Thereafter, it was shifted to Lucknow in 1994 where 50 acres of land was allotted for the construction of its administrative, laboratory, farm and staff quarter complex. Presently, the Bureau is operating from own building with well equipped laboratories and farm complex. 15

Central Institute of Freshwater Aquaculture (CIFA ) ESTABLISHMENT YEAR- 1987(BHUBANESHWAR ,ODISHHA) 17
The Central Institute of Freshwater Aquaculture (CIFA) is a premier Institute in freshwater aquaculture in the country under the administrative control of the ICAR, New Delhi. The present Institute has had its beginnings in the Pond Culture Division of Central Inland Fisheries Research Institute which was established at Cuttack, Orissa in 1949 with a view to finding solutions to problems of fish culture in ponds and village tanks. Which was then established as Freshwater Aquaculture Research and Training Centre (FARTC) and then FARTC became CIFA during 1987 Institute recognized as the Regional Lead Centre for Carp Farming in India under the FAO/UNDP Network of Aquaculture Centres in Asia-Pacific (NACA). 18

. 21 ICAR-CIBA, Chennai and the Department of Fisheries, Gujarat have signed a Memorandum of Understanding for the sustainable development of brackishwater aquaculture in Gujarat, under which NGRC of CIBA has got its 10 ha brackishwater aquaculture development and training farm at Matwad village of Navsari, Gujarat. The Central Institute of Brackishwater Aquaculture assists small aqua farmers in optimising their finfish and shrimp farming by providing suitable modern technologies. They also offer study courses and research facilities for students, farmers and entrepreneurs. CIBA regularly conducts farmers’ meet, trainings, exhibitions, workshops, and brainstorming sessions.

Directorate of Coldwater Fisheries Research ESTABISHMENT YEAR- 1987(BHIMTAL,UTTARAKHAND ) 23
Directorate of Coldwater Fisheries Research, Bhimtal the only premier research institute in the country working towards sustainable development of coldwateraquaculture, management, and conservation of the hill stream fishes. It has been in the service of the nation since 1987 under the Indian Council of Agricultural Research (ICAR), New Delhi.Coldwater fisheries have immense prospects in creating livelihood opportunities for the rural dwelling in Indian Himalayan states and Union territory. The need for holistic and sustainable utilization of the coldwater fishery resources, their development and advancement have been the driving force to work for thecoldwater sector. 24

Marine Products Export Development Authority (MPEDA) ESTABLISHMENT YEAR-1972 (KOCHI, KERALA) MPEDA functions under the Ministry of Commerce, Government of India and acts as a coordinating agency with different Central and State Government establishments engaged in fishery production and allied activities. The Marine Products Export Development Authority (MPEDA) was constituted in 1972 under the Marine Products Export Development Authority Act 1972 (No.13 of 1972). The role envisaged for the MPEDA under the statute is comprehensive - covering fisheries of all kinds, increasing exports, specifying standards, processing, marketing, extension and training in various aspects of the industry. 26

CENTRAL INSTITUTE OF FISHERIES NAUTICAL AND ENGINEERING TRAINING, ( CIFNET) ESTABLISHMENT YEAR-1963 (KOCHI) 28
CIFNET is the only national institute of its kind in the country to meet the training requirements of technical and certificated personnel such as Skippers, Mates, Engineers, Engine Drivers of power fishing vessels as stipulated in the Merchant Shipping Act (Amendment) 1987. CIFNET is also responsible for developing the required technical manpower for the supporting shore establishments and for the effective operation of fishing vessels. 29
The key objectives of the Institute are: 1.To create technical manpower for the operation of Ocean going fishing vessels, infrastructural establishments and Fishermen training centres . 2.To conduct studies on fishing craft, fishing gears and equipments in Fishing Technology. 3.To help developing nations in the South-east Asian, Middle east and African regions to create technical manpower for development of Marine Fisheries. 4.To provide technical consultancy service in all matters with special reference to technical manpower requirements. 30
COASTAL AQUACULTURE AUTHORITY ESTABLISHMENT YEAR-2005(CHENNAI) The Coastal Aquaculture Authority Act, 2005 (24 of 2005) enacted by the Parliment of India on 23 June 2005 provides for the establishment of the Coastal Aquaculture Authority for regulating the activities connected with coastal aquaculture in coastal areas and matters connected therewith or incidental thereto. The Act mandates the Central Government to take all such measures as it deems necessary or expedient for regulation of coastal aquaculture by prescribing guidelines, to ensure that coastal aquaculture does not cause any detriment to the coastal environment and the concept of responsible coastal aquaculture contained in the guidelines shall be followed in regulating coastal aquaculture activities to protect the livelihood of various sections of people living in the coastal areas. 31
FISHERY SURVEY OF INDIA ESTABLISHMENT YEAR-1946(Mumbai ) The FSI was established in the year 1946 under the name Deep-sea Fishing Station (DSFS) at Bombay (now Mumbai) as a post-war development pilot scheme by the Government of India, with the objective of augmenting food supply through development of deep-sea fishing. The mandate of the institute was suitably modified in the year 1998 with the primary responsibilities of survey and assessment of fisheries resources in the Indian EEZ and adjoining sea for optimum utilization and sustainable development. FSI has seven operational bases at Porbandar, Mumbai, Mormugao and Kochi along the West Coast, Chennai and Vishakhapatnam along the east coast and Port Blair in the Andaman & Nicobar Islands. 32
Functions The Fishery Survey of India (FSI) is responsible for survey and assessment of marine fishery resources of the Indian EEZ with its headquarters at Mumbai. A total of 13 ocean-going survey vessels are deployed for fisheries resources survey and monitoring. Besides resources surveys, the FSI’s work includes monitoring of fishery resources for the purpose of regulation and management, assessment of suitability of different types of craft and gear for deep-sea and oceanic fishing, providing in-vessel training to CIFNET/Polytechnic trainees, dissemination of information on fishery resources through various media to the fishing community, industry, other end users, etc. The survey fleet of the institute undertakes bottom trawl survey, Midwater/ columnar resources survey and long line survey for demersal, columnar and oceanic tunas and allied resources and also for oceanic sharks. 33
CENTRAL INSTITUTE OF COASTAL ENGINEERING FOR FISHERY (CICEF) ESTABLISHMENT YEAR-1968 (BANGALORE ) The primary objective of establishing this institute was to carry out engineering and economic investigations and prepare techno-economic feasibility reports for the development of fishery harbours at suitable sites along the Indian coasts and to provide fishery harbour facilities to mechanized fishing vessels (MFV’s). After the cessation of the FAO/UN assistance, the institute received technical assistance in the form of equipment and expert consultancy services. 34
Mandate 1.The objectives of this Institute in respect of development of fishery harbours and brackishwater shrimp farms are as follows: 2.To carry out reconnaissance surveys/pre-feasibility studies to identify priority sites for development of fishery harbours and follow it up by detailed engineering and economic investigations and prepare techno-economic feasibility reports. 3.To prepare preliminary construction plans and supporting facilities, cost estimates etc. for fishery harbours . 4.To give technical advice on engineering and economic aspects wherever required for the development of fishery harbours and fish landing centres . 5.To monitor the progress of construction of ongoing fishery harbours sanctioned under the Centrally Sponsored Scheme in association with the Department of Animal Husbandry Dairying & Fisheries, Ministry of Agriculture. 6.To conduct economic and engineering investigations, prepare suitable engineering designs for farms and prepare techno-economic feasibility reports. 35
NATIONAL INSTITUTE OF FISHERIES POST HARVEST TECHNOLOGY AND TRAINING ESTABLISHMENT YEAR-1952(COCHIN KERALA) The National Institute of Fisheries Post Harvest Technology and Training NIFPHATT, erstwhile Integrated Fisheries Project, which is devoted to all-round development of Post-Harvest Technologies. NIFPHATT envisages the best post harvest fish utilization and consumption with the least post harvest losses and delivery of the best quality fish and fish products. Post harvest technology upgradation through adaptive research to suit the ever increasing and fast changing consumer needs by developing new processes, products and packaging on pilot scale. Dissemination of the upgraded technology is achieved through consultancy, training, popularization of products and consumer response surveys. 36
Mandates 1. Value added product development by way of process and product diversification from all varieties of fish including low value, unconventional species and seasonally abundant fishes. 2. NATIONAL FEDERATION OF FISHERS COOPERATIVES LTD ESTABLISHMENT YEAR-1980(NEW DEHLI) The National Federation of Fishers Cooperatives Ltd. (FISHCOPFED) is a national level federation of fisheries cooperatives and the apex institution of Indian Fisheries Cooperative Movement. Its motto is to promote and develop the fishery cooperative movement in India, to educate, guide and assist fishers in their efforts to build up and expand the fishery cooperative sector and serve as an exponent of cooperative opinion in accordance with cooperative principles. It was established in 1980 as All India Federation of Fishermen Cooperatives and was rechristened as National Federation of Fishers Cooperatives Ltd. in 1982. 38
NATIONAL INSTITUTE OF OCEANOGRAPHY ESTABLISHMENT YEAR-1966 (Headquarters in Dona Paula, Goa) NIO is one of the 38 constituent laboratories of the Council of Scientific & Industrial Research (CSIR), New Delhi. The institute has grown today into a large oceanographic laboratory of international repute. The focus of research has been on observing and understanding the special oceanographic features that the North Indian basin offers. 39
