Overview of the APSACS Emotional Health Programme Pioneering Initiative : The Army Public Schools & Colleges System (APSACS) is the first school system in Pakistan to launch a dedicated emotional health programme, called the Emotional Health Programme or "Smiles Initiative," aimed at improving students' emotional wellbeing, self-esteem, personality, and coping skills. Launch and Reach : Initiated in 2013, the programme has reached over 143,506 teachers, students, and parents. Policies and Online Support : APSACS has formulated anti-corporal punishment and child protection policies. An online page, "Ask the Expert," provides anonymous support for parents, teachers, and students. Rationale : These activities aim to create a nurturing, respectful, and child-responsive school environment.
Expansion and Structure Increased Sensitivity and Interest : Due to rising awareness and gaps in direct student outreach, the programme now includes dedicated Emotional Health Counselors in each region and a School Emotional Health Coordinator (SEHC) in each school. Facilitation and Support : The programme has seen appreciation and increased utilization of services, with an emphasis on privacy, confidentiality, and a referral system for mental health support beyond the programme's scope.
Emotional Health Facilitators Regional Emotional Health Counselors (REHCs) : Manage regional emotional health cells and interface between the APSACS Secretariat and SEHCs. School Emotional Health Coordinators (SEHCs) : Facilitate school-based emotional health activities, plan and conduct training, and maintain liaison with REHCs. Their role in one-on-one counseling which is limited to initial support and referrals .

Referral Policy Teachers and parents will refer students to SEHC for Emotional health support primarily through the Section head who after discussion with the principal will determine if the situation is within the scope of SEHC’s work or should be referred to REHC. The REHC can decide if the child should be referred to an external Specialists as per the established referral list .
Parents Involvement will be necessary in each case, whereas, teacher’s involvement in the students situation will be determined by the SEHC, keeping in mind factors such as the age of the child, nature/seriousness of presenting issues, and potential role the parent or teacher can play in assisting the child in dealing with the presenting issues Suggestion Boxes(Emotional Health Boxes)
