ASEAN DECLARATION Aims and purposes: To provide assistance to each other in the form of training and research facilities in the educational, professional, technical and administrative spheres To promote Southeast Asian studies
ASEAN VISION 2020 adopted by ASEAN Leaders on the 30 th ASEAN Anniversary meeting in Kuala Lumpur (1997) sees Southeast Asia becoming a group of nations which are, “outward looking, living in peace, stability and prosperity bonded together in partnership in dynamic development and in a community of caring societies ” aimed to: “see an outward-looking ASEAN playing a pivotal role in the international fora , and advancing ASEAN's common interests”
ASEAN VISION 2020 i ncluded provisions on: peace and stability being nuclear-free closer economic integration human development sustainable development cultural heritage being drug-free environment others
Bali Concord II in 2003 3 major pillars of a single ASEAN community were originally established: ( 1) ASEAN Security Community (2 ) ASEAN Economic Community (3 ) ASEAN Socio-Cultural Community initially planned to commence by 2020, but was accelerated to begin by 31 December 2015 (decided upon by heads of member states during the 12th ASEAN Summit in Cebu in 2007)
ASEAN VISION 2020 undertakings accelerate the free flow of professional and other services in the region accelerate the development of science and technology including information technology by establishing a regional information technology network and centers of excellence for dissemination of and easy access to data and information
ASEAN VISION 2020 undertakings enhance human resource development in all sectors of the economy through quality education, upgrading of skills and capabilities and training promote an ASEAN customs partnership for world class standards and excellence in efficiency, professionalism and service, and uniformity through harmonised procedures, to promote trade and investment and to protect the health and well-being of the ASEAN community
“ We see vibrant and open ASEAN societies consistent with their respective national identitites , where all people enjoy equitable access to opportunities for total human development regardless of gender, race, religion, language, or social and cultural background. … We envision a technologically competitive ASEAN competent in strategic and enabling technologies, with an adequate pool of technologically qualified and trained manpower, and strong networks of scientific and technological institutions and centers of excellence .” (December 15, 1997)
ASEAN EDUCATION MINISTERS MEETING (ASED) At the 11th Summit in December 2005, ASEAN Leaders welcomed the decision of the ASEAN Education Ministers to convene the ASED on a regular basis priorities of ASEAN cooperation on education would be undertaken through collaboration with Southeast Asian Ministers of Education Organization (SEAMEO)
ASEAN EDUCATION MINISTERS MEETING (ASED) ASEAN cooperation on education is overseen at the Ministerial level by an ASEAN Education Ministers Meeting – which meets annually – and the implementation of the programmes and activities for education matters is carried out by the ASEAN Senior Officials on Education (SOM-ED) , which reports to the ASEAN Education Ministers Meeting. SOM-ED also oversees cooperation on higher education, which is coordinated by the ASEAN University Network (AUN )
ASEAN UNIVERSITY NETWORK (AUN) established to serve as an ASEAN mechanism to Promote cooperation among ASEAN scholars, academicians, and scientists in the region Develop academic and professional human resource in the region Promote information dissemination among the ASEAN academic community Enhance the awareness of regional identity and the sense of ‘ ASEANness ’ among members
ASEAN EDUCATION MINISTERS MEETING (ASED) 4 priorities that ASEAN cooperation on education would address Promoting ASEAN Awareness among ASEAN citizens, particularly youth Strengthening ASEAN identity through education Building ASEAN human resources in the field of education Strengthening ASEAN University Networking
JOINT STATEMENT OF THE 9 TH ASED 25 May 2016, Selangor, Malaysia Malaysia assumed leadership of ASED and adopted the theme Fostering ASEAN Community of Learners: Empowering Lives through Education adopted the ASEAN Work Plan on Education 2016-2020 directed the alignment of the ASEAN Plus Three Cooperation on Education and East Asia Summit Cooperation on Education plans with the ASEAN Work Plan on Education 2016-2020
JOINT STATEMENT OF THE 9 TH ASED approved the ASEAN Declaration on Strengthening Education for Out-of-School Children (OOSC) and Out-of-School Youth (OOSY) endorsed the ASEAN Qualifications Reference Framework (AQRF) Governance and Structure approved the revised Charter of the ASEAN University Network (AUN) noted with appreciation the progress made on education cooperation expressed appreciation on the progress made
JOINT STATEMENT OF THE 9 TH ASED welcomed the joint initiative with UNESCO and SEAMEO on the promotion of intercultural dialogue and culture of peace encouraged the promotion of shared universal values educational exchanges in ASEAN noted the progress in the application of the ASEAN Quality Assurance Network (AQAN) proposed Cooperation Agreement between ASEAN and the Government of Hungary on Education Cooperation expressed their appreciation to Malaysia for the warm hospitality and excellent arrangements made in hosting
ASEAN WORK PLAN ON EDUCATION ‘16-’20 focuses on eight areas: ASEAN awareness through strengthening Southeast Asian history and indigenous knowledge quality and access to basic education for all especially the marginalised groups information and communications technology in education, TVET and lifelong learning Education for Sustainable Development higher education development and quality assurance mechanisms university-industry partnership capacity building for teachers and the education community
ASEAN SUMMIT a semiannual meeting held in relation to economic, and cultural development of Southeast Asian countries formal summit are held in 3 days usual itinerary are as follows: ASEAN leaders hold an internal organization meeting ASEAN leaders hold a conference together with foreign ministers of the ASEAN Regional Forum Leaders of 3 ASEAN Dialogue Partners (also known as ASEAN+3) namely China, Japan and South Korea hold a meeting with the ASEAN leaders And a separate meeting is set for leaders of 2 ASEAN Dialogue Partners (also known as ASEAN+CER) namely Australia and New Zealand
