Background The Ministry of Education in Uganda has always advocated education for all children. USE policy declared in January 2007 Universal secondary education in Uganda was one of the key pre-election promises led the current government to win the 2006 general election S ince then an estimated 1.5 million children, who were previously out—of—school, turned up to attend classes. In the long term, educating children is one way to eradicate poverty

Objectives To find out the servicers offered under the Universal Secondary Education program to students selected secondary schools in Mbarara city. To identify the challenges faced by both the ministry of education and the students in the provision of services in Universal Secondary Education To analyse the effect of lifting Secondaary school fees on educational attainment in selected secondary schools in Uganda.

Problem statement Despite having free Education, there are cases of poor academic performance and droupouts The need to justify contradictions in USE

Significance of the study The findings will be utilized to inform the education policy makers on how to effectively implement the school curriculum. The findings may also help the teachers in coming up with new ways of coping up with the large number of students in the classroom. The teachers will benefit by becoming aware of the challenges facing universal secondary education and come up with ways to overcome those challenges, such as over-enrolment. This opens room for further research on universal secondary education and other related subjects.

RESEARCH INSTRUMENTS Questionnaire Primary data will be collected by use of questionnaire and interviews filled by relevant respondents to obtain relevant data on academic performance. This method will ensure high proportion of responses and higher return rate.

Interview method This will use face-to-face interactions with the teachers in the selected schools.
