Learning Objectives 22- Aug- 25 4 At the end of this session the participants will be able to understand : The planning and coordination mechanisms needed for effective HePB BD vaccine rollout at all levels The importance of engaging various stakeholders The role and responsibilities of implementing actors of the vaccine How the training is cascaded to the lower level The target audiences for the training The importance of strengthening the health system to improve HepB BD vaccination quality and equity

Planning for HepB BD Vaccine introduction 22- Aug- 25 5 ✓ The planning process for introducing new vaccines into a national immunization program consists of Information gathering, gaining consensus on strategies, translating strategies into a detailed action plan and, I ntegrating plans with the comprehensive multi- year plans; the (National Immunization Strategy (NIS) for immunization Hepatitis birth dose implementation require new approaches and strategy to deliver in terms of unique time and place of administration However, the unique time and place of administration merits following the same planning considerations as any new vaccine introduction. Target setting and planning for HepB BD vaccination will be done following the procedures included in the Immunization in Practice (IIP) guideline . The target for HepB BD will be live births and the vaccine quantification is based on the target population method . (we need to ensure that HepB- BD vaccine is part of 2018EFY plan)

HepB- BD Vaccine Introduction Coordination 22- Aug- 25 6 The national immunization program will coordinate the overall implementation of the HepB- BD vaccine introduction. Since the vaccine may be administered outside traditional EPI settings , it is essential to ensure coordination among maternal and child health teams and other relevant stakeholders to facilitate smooth integration and service delivery. These stakeholder include Immunization service desk (ISD), New- born and child health service desk Maternal health service desk, PMTCT service desk from HIV- AIDS Prevention and Control LEO, The health extension service desk from the Community engagement and Primary Health Services LEO.

HepB- BD Vaccine Introduction Coordination… 22- Aug- 25 7 EPSS, EPHI and EFDA will have an active role. In addition, different taskforces (service delivery, logistics & demand promotion and communication), will work on coordination of the HepB BD introduction at all levels. Key roles The HepB- BD vaccination program will be coordinated by the immunization program It is important to conduct planning jointly between EPI and MNCH. The HepB- BD vaccine registration and safety monitoring will be coordinated and conducted by the Ethiopian Food and Drug Authority (EFDA) EMTCT of viral Hepatitis activities have been coordinated and led by the HIV Prevention and Control- LEO Viral Hepatitis disease surveillance has been coordinated and handled by the EPHI The HepB- BD vaccine storage and supply distribution to health facilities will be handled by the Ethiopian Pharmaceutical Supply Service (EPSS) Donors and immunization partners will provide budgetary and technical support.

Planning s Coordination at sub national level 22- Aug- 25 8 The immunization team will guide the coordination of regions, zones, and woredas to revitalize the existing immunization coordination platform by including key viral hepatitis elimination program actors in the coordination platform. The regions, zones, and woredas will regularly monitor the implementation of the HepB-BD vaccine and other interventions within the existing platforms. The EPI team is responsible for the overall immunization activities in the health facility including HepB BD vaccination.

Human Resource Capacity 22- Aug- 25 10 HepB - BD vaccine has many unique program characteristics making it essential to conduct training Training should be provided for both the public and the private health facilities for the duration of two days At the National- level, HepB BD introduction master Training of Trainers (TOT) will be provided This will be followed by sub- national cascaded training for regional, zonal and Wereda level experts, and for service providers at both public and private health facilities that will provide HepB- BD and partners At the woreda level, training will be given for health workers from woreda health offices, hospitals and health centers. Health centers will cascade the training for HEWs. Then HEWs in turn will orient the community platforms such as WDG, VHLs, and community volunteers

Health Systems Strengthening 22- Aug- 25 11 MNCH program and the community health platform has to be strengthened for HepB BD implementation Investment during the introduction of HepB- BD will strengthen the routine immunization system Strengthening the health system at all levels is essential to deliver HepB BD vaccine in a quality and equitable manner Health systems strengthening requires multifaceted approaches that include Improvement of vaccine access and distribution, Enhancing health workers' capacities Increasing awareness, enhancing service delivery, strengthening monitoring and evaluation, Ensuring sustainable financing and leadership support Fostering intersectoral collaboration and community engagement

Integration and Collaboration 22- Aug- 25 12 HepB BD vaccine introduction will have a positive effect on the uptake of vaccines given at birth (OPV0 and BCG) The implementation of HepB BD will create strong collaboration between immunization and MNCH At the HF level, integration of activities should be strengthened to enhance the access and quality of HepB BD vaccine During HEWs house to house visit to implement other health services, they should integrate identification of home deliveries for the HepB BD vaccination
