BACKGROUND Reading is definitely the backbone of most learning. Everything starts with the early experiences of the child followed by the oral language and finally with the written words. As pupils ascend the educational ladder, their reading proficiency should also be enhanced as subjects become more complex and challenging. Hence, if a learner’s reading comprehension is poor, chances are his/her performance in other subject will also be compromised. Since the school is expected to provide a quality education which aims to achieve zero non-reader, PHIL-IRI was conducted and with the result a course of action is conceptualized and planned. This course of action is in compliance with the division’s thrust of continuously improving the quality of instruction and enhancing the reading comprehension of the learners specifically in the Filipino language. Based on the data gathered, the significant number of non-reader was common among the Grade IV pupils. Through the initiative and commitment of the CIP Team the main focus of this program is to lessen if not zero out the non-readers by engaging different techniques.

Focused Problem Statement Of the 162 Grade IV pupils, there is 1 non-reader,3 syllable readers,3 word readers,6 phrase readers who belong to the 12.46 % of learners under frustration level as of July,2016.

Some learners do not participate. Current Process Map Reading Remediation Have a review on the consonants and vowel letters through action song. Start Presented pictures or real objects. Some learners are not familiar with the objects. Teacher guides the learners who can’t read. Gives Formative Test like : Supplying the missing letter. ex. c____ t b____t Learners identify the objects. Re-teach the lesson to learners who got below 75%. End Let the learners read by groups and by individual pupil. Teacher gives more exercises on reading words. Some learners cannot answer the simple exercises. The teacher explains the components of the word-C-V-C-PATTERN. Have the learners read the words. Some learners are unable to read some words.

Learning Learners are provided with reading materials with pictures, flashcards and big books that are suitable to their needs. Teachers use different techniques or strategies in teaching reading. The team asked the help of other reading teachers.
