MOTHER TONGUE- BASED MULTILINGUAL EDUCATION (MTB- MLE) is one of the distinctive feature of the K-12 program that was signed into law May 15, 2013 by former President Benigno Aquino III. It promote equal opportunity to all learners to learn and succeed in school.

MOTHER TONGUE- BASED MULTILINGUAL EDUCATION (MTB-MLE) Education in several languages based on the Mother Tongue. Dep Ed (2014)- there are 19 major local languages as medium of instruction from kinder up to grade 3 under the MTB – MLE.

MOTHER TONGUE- BASED MULTILINGUAL EDUCATION (MTB-MLE)

Basic Terminologies  Mother tongue – means one’s native language, the language learned by children and passed from one generation to the next. Language – is the expression of ideas by means of speech-sounds combined into words. o L1 – 1 st Language (mother tongue) o L2 – 2 nd Language 0 L3 – 3 rd language  Bilingual – the use of two languages.  Multilingual – the use of two or more languages.  Diversity – the inclusion of different types of people in a group.  Literacy – the ability to read and write. Language(system of communication used by a particular country or community includes Speech –ex demonstrative speech, impromptu, oratorical, debate, entertaining, informative n others Symbols – ex: logo, heart symbol, dove symbol, icon, Written characters – ex: Mr Darcy –  Pride and Prejudice Gesture s – ex: symbolic gesture 2 1 3 4 Expressions of non- verbal communication- ex: posture, facial expressions, eye contact Numerals - is a count or measurement that is really an idea in our minds

According to Sapir- Whorf language does more than simply describe reality, it also serves to shape the reality of a culture.

UNESCO’s Three (3) Principles of Education in Multilingual World 1. UNESCO supports mother tongue instruction as a means of improving educational quality by building upon the knowledge and experience of the learners and teachers.   Principle 2: UNESCO supports bilingual and/or multilingual education at all levels of education as a means of promoting both social and gender equality and as a key element on linguistically diverse societies.   Principle 3: UNESCO supports language as an essential component of intercultural education in order to encourage understanding between different population groups and ensure respect to fundamental rights..

MOTHER TONGUE BASED- MULTILINGUAL EDUCATION  MLE refers to “first-language-first” education, that is schooling which begins in the mother tongue and transitions to additional languages or in Sec 4 of the Implementing Rules and Regulations of RA 10533 (Enhance Basic Education Act of 2013)- the language/s first learned by a child which he/ she identifies with, identified as a native language user by others, which he/ she knows best, or uses most.

Lifelong learning- learning that is pursued through life. Communicative competence- the other end goal and it means the ability of the learner to understand and used language appropriately to communicate in authentic situations.

END GOALS OF MTB - MLE LIFE- LONG LEARNING COMMUNICATIVE COMPETENCE COGNITIVE DEVELOPMENT ACADEMIC DEVELOPMENT SECOND LANGAUGE DEVELOPMENT

PURPOSE OF MTB-MLE To develop appropriate cognitive and reasoning skills enabling children to operate equally in different languages – starting in the mother tongue with transition to Filipino and then English and to preserve the Philippine cultural treasure as well .

The languages considered by DepEd in its MTB-MLE implementation 1. Iloko 2. Pangasinan / Pangasinense 3. Kapampangan 4. Tagalog 5. Bikol 6. Waray 7. Hiligaynon 8. Cebuano 9. Maranao 10. Chavacano 11. Maguindanaon 12. Tausug

(2013 – 2014) 6 more major language were added Ybanag - Tuguegarao City, Cagayan and Isabela Ivatan - Batanes Group Sambal- Zambales Aklanon - Aklan , Capiz Kinaray -a- Capiz , Aklan Yakan - ARMM, Surigaonon covering Surigao City & province

Learning AREA standard of MTB - MLE DepEd Curriculum Guide of MTB – MLE states that “use Mother Tongue appropriately and effectively in oral, visual, and written communications in a variety of situations and a variety of audiences, contexts and purposes including learning other content subjects and languages, demonstrate appreciation of various forms of literary genres and take pride on one’s cultural heritage.” MTB – MLE includes to study of local literature wherein it is narrated or written in the learner’s first language that he/she is given the opportunity to connect to his/her very own cultural heritage and so is expected to develop appreciation for the same and take pride in it.

MALONE (2007)  claims that….”the loss of language is part of the loss of whole cultures and knowledge systems, including philosophical systems, oral literary and music traditions, environmental knowledge systems medical knowledge , and important cultural practices and artistic skills.”

MACROSKILL FOCUS ON MEANING FOCUS IN ACCURACY LISTENING Listen in order to understand, think critically & respond creatively Recognize and distinguish sounds; recognize parts of words. Recognize and distinguish sound, recognize parts of words SPEAKING Speak with understanding to communicate knowledge, ideas, & experiences.  Use correct vocabulary, pronunciation, grammar READING read with understanding to apply, analyze, evaluate & to create knowledge Decode by recognizing parts of words & sentences WRITING Write to communicate, knowledge, ideas, experiences, goals Form letter properly nearly, spell words accurately; use correct grammar VIEWING View in order to understand, think critically , respond creativity Recognize & distinguish print & non- print materials and be able to critic the materials objectively
