Competency Based Education Aims, Curricular Goals, Competencies & Learning Outcomes

Aims NEP 2020 states that “The purpose of the education system is to develop good human beings capable of rational thought and action, possessing compassion and empathy, courage and resilience, scientific temper, and creative imagination, with sound ethical moorings and values. It aims at producing engaged, productive, and contributing citizens for building an equitable, inclusive, and plural society as envisaged by our Constitution.”

Curricular Goals Curricular Goals are statements that give directions to curriculum development and implementation. They are derived from Aims and are specific to a Stage in education (e.g., the Foundational Stage).

Competencies Competencies are learning achievements that are observable and can be assessed systematically. These Competencies are derived from the Curricular Goals and are expected to be attained by the end of a Stage. Competencies are articulated in Curriculum Frameworks.

Learning Outcomes Competencies are attained over a period of time. Therefore, interim markers of learning achievements are needed so that Teachers can observe and track learning and respond to the needs of learners continually. These interim markers are Learning Outcomes.

The curriculum has been designed with an explicit focus on a range of essential Competencies and not coverage of content knowledge. Hence the content load (in terms of the amount of content to be learnt in a particular school Stage) has been reduced. This also means that the Competencies must be viewed as the core essentials, and the overall time available must enable their achievement . Section 4.1 Considerations for Reduction of Content Load (SE)

These Learning Outcomes need to be seen as enabling guidelines for Teachers and school leaders and not as constraining demands on them. They have the autonomy to reimagine the Learning Outcomes based on their contexts. 2.2.3
