Principles of Turkmenistan’s Foreign Policy Turkmenistan declared permanent neutrality, officially recognized by the UN General Assembly Resolution on 12 December 1995. The state’s foreign policy is based on peaceful diplomacy, non-alignment, and mutually beneficial cooperation. Turkmenistan positions itself as a bridge of peace and cooperation between East and West. It avoids participation in military blocs and prioritizes economic and humanitarian diplomacy.
Participation in Global Organizations United Nations The United Nations is an international organization created to maintain and strengthen international peace and security, as well as to develop cooperation between states . Founded: October 24, 1945, San Francisco, California, USA Headquarters : New York, New York, USA Membership : 193 countries Turkmenistan: Member since March 2, 1992 . Cooperates with key UN agencies : - UNDP (Development Programs ) - UNESCO (Education and Culture ) - WHO (Public Health ) - UNICEF , - FAO , and others . Hosts the UN Regional Centre for Preventive Diplomacy for Central Asia (UNRCCA) in Ashgabat (opened in 2007 ). Elected to the UN Economic and Social Council (ECOSOC) for 2026–2028 . Supports global initiatives in climate change, water management, and transport corridors .
Participation in Global Organizations Inter-Parliamentary Union (IPU ) The Inter-Parliamentary Union - is an international organization of national parliaments. Its primary purpose is to promote democratic governance, accountability, and cooperation among its members. Founded: 1889 Headquarters: Geneva, Switzerland Membership: 180 Members / 14 Associate Members Turkmenistan Full member since October 15, 2017 . Promotes inter-parliamentary dialogue and cooperation .
Participation in Global Organizations International Anti-Corruption Academy (IACA ) The International Anti-Corruption Academy (IACA) is an international intergovernmental organization that teaches government officials and professionals about anti-corruption measures . Membership to the organization is open to UN-member states and intergovernmental organizations, without a mandatory membership fee . Founded: 2010 Vienna , Austria Headquarters: Laxenburg , Austria Members: 76 states / 4 international organizations Turkmenistan became the 81st State Party to the IACA in 2024 .
Participation in Global Organizations Other UN-related conventions Party to numerous UN treaties on disarmament, non-proliferation, and human rights, including : Non-Proliferation Treaty (NPT ) – 1994 Central Asian Nuclear-Weapon-Free Zone (CANWFZ): In 2006, Turkmenistan also became a party to the Treaty on a Nuclear-Weapon-Free Zone in Central Asia, reaffirming its commitment to nuclear disarmament and non-proliferation. Regional Cooperation – Eurasia and Central Asia Commonwealth of Independent States The Commonwealth of Independent States ( CIS) is a regional intergovernmental organization in Eurasia. It was formed following the dissolution of the Soviet Union in 1991. The CIS encourages cooperation in economic, political, and military affairs and has certain powers related to the coordination of trade, finance, lawmaking, and security, including the prevention of cross-border crime. Membership: 9 member states (Armenia, Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Moldova (suspended participation), Russia, Tajikistan, Uzbekistan) /1 associate state (Turkmenistan) Turkmenistan Joined the CIS in 1991 . Since 2005, Turkmenistan holds the status of Associated Member (reflecting its neutrality ). Participates in cooperation on economy, transport, and humanitarian affairs . Will chair the CIS in 2026.
Regional Cooperation – Eurasia and Central Asia Economic Cooperation Organization The Economic Cooperation Organization or ECO is a Eurasian political and economic intergovernmental organization that was founded in 1985 in Tehran by the leaders of Iran, Pakistan, and Turkey. It provides a platform to discuss ways to improve development and promote trade and investment opportunities. The objective is to establish a single market for goods and services, much like the European Union . Headquarters: Tehran, Iran Member states: 10 members (Afghanistan, Azerbaijan, Iran, Kazakhstan, Kyrgyzstan, Pakistan, Tajikistan, Turkey, Turkmenistan, Uzbekistan) / 1 observer (Northern Cyprus) Turkmenistan Member since 1992 . Focuses on regional trade, energy cooperation, and transport connectivity . Hosted and participated in multiple ECO ministerial meetings and summits . Turkmenistan proposed ECO Energy Strategy and Transport Corridors Development Program
Regional Cooperation – Eurasia and Central Asia Organization for Security and Co-operation in Europe (OSCE ) The Organization for Security and Co-operation in Europe (OSCE) is a regional security-oriented intergovernmental organization comprising member states in Europe, North America, and Asia. Its mandate includes issues such as arms control, the promotion of human rights, freedom of the press, and free and fair elections. Founded: July 1973 Helsinki Membership: 57 participating countries / 11 partners for co-operation Turkmenistan Participates actively in OSCE programs since 1992 . Cooperates in areas of border security, human rights, and rule of law . OSCE Centre in Ashgabat supports national capacity-building projects.
Participation in Islamic and Asian Frameworks Organization of Islamic Cooperation (OIC ) The organization claims to be "the collective voice of the Muslim world" and works to "safeguard and protect the interests of the Muslim world in the spirit of promoting international peace and harmony ". Headquarters: Jeddah, Saudi Arabia Membership: 57 member states Establishment: 25 September 1969 Turkmenistan Member since 1992 . Promotes Islamic solidarity, cultural cooperation, and trade initiatives . Supports OIC humanitarian efforts and education programs.
Participation in Islamic and Asian Frameworks Non-Aligned Movement (NAM ) It emerged during the Cold War as a way for developing nations to pursue independence and resist imperialism and colonialism without taking sides with the United States or the Soviet Union. Its founding members included leaders from Yugoslavia, India, Egypt, Indonesia, and Ghana. Membership: 121 member states/ 18 observer states / 10 international organizations Establishment: 1 September 1961 Belgrade , Yugoslavia; Turkmenistan Turkmenistan participates as a guest / partner country, aligning with the principles of neutrality and independence.
Participation in Islamic and Asian Frameworks Shanghai Cooperation Organization ( SCO ) The Shanghai Cooperation Organization (SCO) is a Eurasian political , economic and international securit y organisation of ten member states. It focuses on political, economic, security and counter-terrorism cooperation. ooperation Organisation (SCO ) Formation: 15 June 2001; Headquarters: Beijing, China ( Secretariat) / Tashkent , Uzbekistan (RATS Executive Committee) Membership: 10 member states / 17 SCO partners / 4 guest attendees Turkmenistan Not a full member — participates as Guest State in summits and regional dialogues . Promotes regional peace, connectivity, and transport initiatives.
Economic and Trade Organizations World Trade Organization (WTO ) The World Trade Organization (WTO) is an intergovernmental organization that regulates and facilitates international trade. The WTO's primary functions are to provide a framework for negotiating trade agreements and to resolve trade disputes among its members. Formation: 1 January 1995; 30 years ago Headquarters: Centre William Rappard , Geneva, Switzerland Membership: 166 members (162 UN member states, the European Union, Hong Kong , Macao, and Taiwan ) Turkmenistan Observer status since July 22, 2020 . Working toward full membership to enhance international trade integration.
Economic and Trade Organizations Organization of Turkic States (OTS ) The Organization of Turkic States (OTS), formerly called the Turkic Council or the Cooperation Council of Turkic Speaking States, is an intergovernmental organization comprising all but one of the internationally recognized Turkic sovereign states. Its overarching aim is promoting comprehensive cooperation among the Turkic peoples. First proposed by Kazakh president Nursultan Nazarbayev in 2006. Membership: 5 member states / 4 observers Establishment: 3 October 2009 Istanbul, Turkey Turkmenistan Not a full member, but maintains close cooperation through the Union of Chambers of Commerce and Industry of Turkic States (joined in 2024).
Economic and Trade Organizations Asian Development Bank (ADB ) The Asian Development Bank ( ADB ) is a regional development bank to promote social and economic development in Asia . Formation: 19 December 1966; Headquarters: Philippines Membership: 69 countries Turkmenistan Member of both institutions since the 1990s . Receives technical and financial support for transport, energy, and water management projects. Islamic Development Bank ( IsDB ) he Islamic Development Bank is a multilateral development finance institution that is focused on Islamic finance for infrastructure development. Promotes North–South and East–West transit corridors . Energy Diplomacy : Projects such as TAPI Gas Pipeline (Turkmenistan–Afghanistan–Pakistan–India ). Advocacy for global energy security under UN frameworks . Water and Environment : Regional initiatives on Amu Darya basin management and Aral Sea restoration . Cultural Diplomacy : Cooperation with UNESCO on preserving world heritage sites like Ancient Merv and Kunya-Urgench .
