RATIONALE : Mandate – enhance the capacities of LGUs and WSPs in the delivery of water projects. Under SALINTUBIG PROGRAM, the DILG is tasked to enhance the capacities of target LGUs thru WATSAN Councils/Teams and Water Service Providers in planning , programming , implementation of projects and in the operations and management of water facilities. 2

OBJECTIVES : Assist the LGUs in assessing the existing iWASH Conditions / situation in their Municipality and in formulating their iWASH Medium-Term investment Plan and Long-Term Development Plan. 2
EXPECTED OUTPUT : at the end of the training; Draft Municipal Water Supply and Sanitation Master Plan (MWSSMP) / WASH Plan. Action Plan; finalizing Municipality’s respective Sector Plan. 2
Legal Basis for MWSSMP / WASH Plan 14 NEDA Board Resolution no. 4 (1994), Article 9 of IRR): states that “ Provinces and Cities/Municipalities shall be required to prepare and update on an annual basis, provincial and city/ municipal sector plans that are consistent with a national sector plan DILG Memorandum Circular No. 2017-84 : LGUs shall align the plan to the Natonal Government’s Philippines Development Plan (PDP) 2017-2022, anchored on a long-term vision more popularly know as Ambisyon Natin 2040 and the country’s international commitment to the Sustainable Development Goals (SDGs) PWSSMP (NEDA, 2018) – provincial and municipal plans will be prepared to achieve the PWSSMP goals consistent with PDP and SDG Proposed GAA for FY 2020 (and onward) – Sector plans and FS, DED will be required under the LGSF for Water supply and sanitation
Development of MWSSMP Municipal Water Supply Sewerage and Sanitation Sector Plan (MW4SP) 2012-2016 Integrated Water Sanitation and Hygiene Plan ( iWASH Plan) 2016-2018 15 Municipal Water Supply and Sanitation Master Plan (MWSSMP) 2019 onwards
