Children with special needs: Children with identified disability, health, or mental health conditions requiring early intervention, special education services, or other specialized services and supports; or Children without identified conditions, but requiring specialized services, supports, or monitoring.
Educationally, a child with red hair is not an exceptional child as the educational program does not need to be modified to serve the child’s needs. Children are considered educationally exceptional only when it is necessary to alter the educational programme, like- they are unable to read or learn in traditional way which makes them bored by teaching.

The term 'special needs' is used to collectively define those that require assistance due to – physical, mental, behavioral, or medical disabilities or delays. This term is used in clinical diagnostics as well as in functional and educational settings.
Children with special needs may have mild learning disabilities or profound cognitive impairment; food allergies; developmental delays that catch up quickly or remain fixed; occasional panic attacks or serious psychiatric problems. The designation is useful for getting needed services, setting appropriate goals, and gaining understanding for a child and stressed families. Autism, learning disabilities, Down syndrome etc. are all examples of 'special needs '.
