Guidelines on the Cancellation or Suspension of Classes and Work in Schools in the Event of Natural Disasters, Power Outages/Power Interruptions, and Other Calamities DO 37 s. 2022

Guidelines On The Cancellation Or Suspension Of Classes And Work In Schools Reminder: This guidelines is for public schools. This guidelines can be use by private schools, SUCs/LUCs . (Based on DO 37, s. 2022)
TYPHOON Automatic cancellation of In-person and Online Classes, and work (ALL LEVELS) Schools situated in LGUs issued with TCWS* 1,2,3,4 or 5 by the PAGASA. Immediate suspension of In-person and Online Classes, and work If the TCWS is issued at a time when the classes have already begun. Base on the decision of Local Chief Executive (Governor or Mayor) If a specific or all areas of the LGU where there are strong winds/rainfall but is not issued TCWS. REMEMBER: It is the school's obligation to keep students and personnel safe inside the school if it is not safe to go home or travel. Note: TCWS: Tropical Cyclone Wind Signal PAGASA: Philippine Atmospheric, Geophysical, and Astronomical Services Administration
HEAVY RAINFALL Automatic cancellation of In-person and Online Classes, and work (ALL LEVELS) Schools situated in LGUs issued with Orange and Red Rainfall Warning by the PAGASA. Immediate suspension of In-person and Online Classes, and work If the Rainfall Warning is issued at a time when the classes have already begun. Base on the decision of Local Chief Executive (Governor or Mayor) If their LGU is issued a Yellow Rainfall Warning or in cases where there are torrential rains in specific or all areas of the LGU but is not issued with an Alert by PAGASA. REMEMBER: It is the school's obligation to keep students and personnel safe inside the school if it is not safe to go home or travel. FLOOD Automatic cancellation of In-person and Online Classes, and work (ALL LEVELS) Schools in specific areas issued with Flood Warning by the PAGASA. Immediate suspension of In-person and Online Classes, and work If the Flood Warning is issued at a time when the classes have already begun. Base on the decision of Local Chief Executive (Governor or Mayor) In cases where there is flooding in specific or all areas of the LGU but is not issued a Flood Warning by PAGASA. REMEMBER: It is the school's obligation to keep students and personnel safe inside the school if it is not safe to go home or travel. EARTHQUAKE Automatic cancellation of In-person and Online Classes, and work (ALL LEVELS) Schools situated in LGUs where PHILVOLCS declare PEIS V or above. Base on the decision of Local Chief Executive In cases where the PEIS IV and above. Base on the decision of School Principal At any intensity scale if in their assessment, building and other structures are seen to be in danger of collapsing or is found to have major damage. Note: PHILVOLCS: Philippine Institute of Volcanology and Seismology PEIS: PHILVOLCS Earthquake Intensity Scale
POWER OUTAGES/POWER INTERRUPTIONS/BROWNOUTS There will be no automatic cancellation or suspension of classes in the event that there are power outages/ power interruptions/brownouts in schools. If power outages/power interruptions/brownouts have resulted to poor learning environment, school officials can cancel or suspend classes at their own discretion.
Adjustments to Learning Delivery Due to Suspension/Cancellation of Classes Modular Distance Learning Performance Task Projects; or Make up Classes Ensure that leaning competencies and objectives are still met.
Maintenance of Workforce and Activation of DRRM Teams Teaching, Non-teaching personnel, ALS Teacher Not Required to report to work except those who are mandated to render disaster response duties (members of School DRRM Team) Note: DO 33 s. 2021, paragraph 33 grant of service credits or CTO subject to the provisions of DO 53 s. 2003 and DO 30 s. 2016
Schools shall not be used Quarantine and/or Isolation Facility / Vaccination Center The Authority given to Regional Directors in allowing schools to be designated as quarantine and/or isolation facilities/vaccination centers (OM-OSEC-2020-004 & OM-OSEC-2021-03-003) is repealed. Mobile Vaccinations of not more than two days that do not disrupt classes or school co-curricular activities may be allowed. In cases of other disasters, schools should not be used as evacuation site for more than 15 days.
