Key Assumptions S t a k e h o l d e r s i n u n i v e r s i ty e d uc a t i o n i n N i g e r i a a r e d ee p l y c o n c e r n e d a b o ut the low ranking of Nigerian universities and are committed to implementing a p l a n t h a t a ss ur e s r e d r e ss . T h e M a n a g e m e n t of t he Nat i ona l Uni v e r si t i e s C om m i ssi o n ( NUC ) an d t he Tertiary Education Fund (TETFund) will collaborate in policy formulation and funding in implementing the strategic plan . Vice-Chancellors of all Nigerian universities (public and private) will be committed to mobilising and leading the university community to be part of efforts at improving the ranking of Nigerian universities on global league tables . All staff, especially academics in the Nigerian university system, will, individually and collectively, commit to featuring their scholarship on global platforms accessed by global-ranking institutions. Government at all levels and the private sector that are proprietors of universities will commit to resourcing universities to assure better ranking of N i g e r i a n u n i v e r s i t i e s .

NUC/TETFUND Strategic Goals By the 2024 THE World University Rankings, at least (a) Five Nigerian universities will be among the top 300; and (b) Ten Nigerian universities will be among the top 500 universities on the league tables. By the 2026 THE World University Rankings, at least ( a) Ten Nigerian universities will be among the top 300; and (b) fifteen Nigerian universities will be among the top 500 universities on the league tables. By the 2028 THE World University Rankings, at least (a) twelve Nigerian universities will be among the top 300; and (b) eighteen Nigerian universities will be among the top 500 universities on the league tables. By the 2030 THE World University Rankings, at least ( a) sixteen Nigerian universities will be among the top 300 ; and (b) twenty-five Nigerian universities will be among the top 500 universities on the league tables.

Webometrics https:// www.webometrics.info The original aim of the Ranking was to promote Web publication Support Open Access initiatives, electronic access to scientific publications and to other academic material This ranking is not based on the number of visits or page design but on the global performance and visibility of the universities.

AD Scientific Index The Alper-Doger Scientific Index ranking (AD Scientific Index ) is used to measure the performance of institutions, including Universities involved in scientific research as well as an individual scientist AD uses the total and last 5 years’ values of the i10 index, h-index, and citation scores from G o o g l e S c h o l a r It also uses a total of nine parameters and shows the ranking of an individual scientist by any of 12 subject areas (Agriculture & Forestry, Arts, Design and Architecture, Business & Management, Economics & Econometrics, Education, Engineering & Technology, History, Philosophy, Theology, Law / Law and Legal Studies, Medical and Health Sciences, Natural Sciences, Social Sciences and Others). Clarivate The List from Clarivate identifies scientists and social scientists who have demonstrated significant influence through publication of multiple highly cited papers during the last decade For the 2021 list, researchers were selected from 21 fields (identified in the Essential Science I n d i c a t o r s ) w i t h a C ro s s - f i e l d a d d e d a s t h e 22 nd Approximately 6,600 researchers are named Highly Cited Researchers in 2021 (3,800 in specific fields and about 2,800 in cross-field) from 1,300 institutions The first criterion employed was meeting the threshold of highly cited papers by field The papers were surveyed from those published and cited from 2010 to 2020, and are ra n k e d i n t h e t o p 1 % b y c i t a t i o n s The presence of Nigeria in the HCR list is inconsistent with the size of the country, the number and variety of universities, the quality and output of researchers, and efforts from all stake holders In the list, Nigeria appeared only once (1) : Gureje Oye from University of Ibadan, Kenya and Morocco had one appearance each, Mauritius had two (2), Egypt had five (5), and South Africa nine (9) . The minimum gap that must be addressed should be 22.

Where will the THE Sub-Saharan Africa ranking fit? The ranking will use elements of existing rankings, but with a clear focus on the needs of Africa. For universities that wish to participate in other rankings it will provide opportunity to grow data capabilities Teaching Research Impact African Ranking

Where might data come from? Universities – collected by THE Numeric data (for example number of students) Qualitative data Students – survey supported by universities Bibliometrics – provided by Elsevier

Public evidence gets additional credit Accepted as public: University websites that can be accessed by people outside your university network Documents that can be found easily online Google drive documents that are set as open External websites Examples of confidential evidence: Documents with sensitive information Google drive documents set as private or only available for those with access to link Qualitative evidence: Public or private

The ranking metrics have been carefully selected to explore some of the insights gathered from the survey, highlighting five main theme which are; university capacity, teaching quality, contribution to Africa (including research), financial stability, and reducing inequality. Potential areas to explore

Metrics around this theme look at the university infrastructure and the recourses available in the University to provide quality education such as; faculty to student ratio, quality of course content, practical skills composition, availability of support system, university facilities. University capacity

THE’s experience with teaching rankings have proven that one of the best ways to understand the quality of teaching of a university is from students' feedback communicated through a student survey. Metrics around this theme focus on; student faculty interactions, skills development, learning engagement, student satisfaction. Teaching quality

The best way to measure teaching quality is through student feedback because; students are the recipients of the service, gives universities an honest feedback of their services that can help them improve, measures are generalized and not used as individual feedbacks which reduces the relativity and subjectivity bias, promotes universities with great student feedback who do not have high scores in other metrics, feedback from students are not opinions but ratings on a scale of 0-10, being least applicable and 10 most applicable Why ask students ?

This theme focuses on the impact universities are making to the development in Africa by looking at metrics around their research impact such as; citation impact within Africa, papers co-authored within Africa and abroad, number of cited researchers within Africa, papers published in journals outside of Africa. THE is able to source bibliometrics required for these metrics from Elsevier. Contribution to Africa

As the name implies, this theme focuses on the impact of universities in ensuring access and fairness for all students within their communities, metrics within this theme include; proportion of first-generation students, proportion of female graduates, student fee as proportion of annual household income, disability accommodations proportion of students receiving financial aid to attend university because of poverty. Reducing inequality

This theme aims to measure the ability of universities to provide the resources required to provide quality education. The metrics in this theme provides insight into the amount of finance available per student which gives a broad sense into the financial stability of the institution. Financial Stability

This ranking is open to all higher education institutions in sub-Saharan Africa, provided they teach at an undergraduate or postgraduate level. Like the THE Impact Rankings, the sub-Saharan Africa Ranking will not include a minimum publication volume as part of the eligibility criteria. However, if an institution does not provide the required data, it will not be ranked. Who can participate?
