What is Unemployment?

What is Unemployment? The term unemployment refers to a situation where a person actively searches for employment but is unable to find work.

PH UNEMPLOYMENT RATE The Philippines' unemployment rate hits 4.5 percent or 2.15 million jobless Filipinos in January 2024 vs 3.1 percent in December 2023, according to Philippine Statistics Authority.

Unemployment The Philippines faces challenges in providing enough job opportunities for its growing workforce. The unemployment rate, particularly among the youth, remains high.

The unemployment rate was recorded at 3.6%, or thirty-six out of every 1,000 individual in the labor force does not have a job or business in November 2023. (PSA) This means that the number of jobless individuals decreased by 275,000, higher than the 2.18 million unemployed Filipinos in the same period in November 2022. Among the unemployed, the PSA reported that 32 out of 1000, or 3.2% of males had no jobs in November 2023. This is lower than the 4.1% unemployment rate for women.

Unemployment in the Educational Sector

1. Fresh Graduates: Mismatch of Skills and Jobs: Many fresh graduates from education-related programs find themselves unemployed due to a mismatch between their skills and the demands of the job market. The curriculum may not always align with what schools and other educational institutions require. Licensure Exams: The Professional Regulation Commission (PRC) requires teachers to pass the Licensure Examination for Teachers (LET). Not all graduates pass this exam, leading to a pool of graduates who are not eligible for teaching positions in public schools.

2. Experienced Educators: Lack of Opportunities: Even experienced educators sometimes face unemployment due to a lack of available positions, particularly in rural areas or in subjects with less demand. School Closures: Economic downturns or natural disasters can lead to the closure of schools, resulting in job losses for teachers and other educational staff.

What Is Underemployment?

What Is Underemployment? Underemployment occurs when a person does not work full time or takes a job that does not reflect their actual training and financial needs. That is, their job doesn’t use all their skills and education, or provides less than full time work.

Underemployment Many employed individuals are underemployed, meaning they are working part-time or in jobs that do not fully utilize their skills and education.

Underemployment The underemployment rate decreased to 11.9 percent in December 2023 from the 12.6 percent reported in December 2022. This decline corresponds to 186,000 fewer underemployed or employed persons who desire additional jobs and work hours.

The PSA also reported that there were 5.79 million underemployed individuals or those who expressed a desire to have an additional job or hours of work in November 2023, an increase from the 5.60 million in October 2023. The figures are lower than the 7.26 million in November 2022.

Underemployment in the Educational Sector

1. Part-time Employment: Adjunct Faculty: Many teachers and professors are hired on a part-time basis, often without benefits or job security. This is common in private educational institutions and universities. Multiple Jobs: To make ends meet, some educators take on multiple teaching positions or other jobs outside the education sector.

2. Low Wages: Insufficient Compensation: Many teachers, especially those in private schools, receive salaries that are not commensurate with their qualifications and workload. This forces them to seek additional sources of income. Public School Teachers: While public school teachers generally have better job security, their salaries are often still considered low relative to the cost of living and the demands of the profession.

Contributing Factors 1. Economic Conditions:   Budget Constraints: Government budget constraints often limit the number of teaching positions and the resources available for public education. Private Sector Challenges: Private schools, particularly smaller institutions, may struggle financially, affecting their ability to hire and retain qualified staff.

2. Policy and Administration: Policy Gaps: Inconsistent policies and administration inefficiencies can lead to delays in hiring and the underutilization of available teaching talent. Educational Reforms: Reforms such as the matatag curriculum have created transitional challenges, affecting employment dynamics within the sector.

3. Societal and Cultural Factors Value of Education: Cultural attitudes toward the teaching profession can impact both the willingness of individuals to enter the field and the level of support they receive. Urban-Rural Divide: Teachers in rural areas often face more significant challenges, including lower pay, fewer resources, and more difficult living conditions.
