Introduction
Last year, we discussed the fact that
government works at three levels
local, state and national and looked
at the work of local government in
some detail. In this chapter, we
examine the work of the government
at the state level. How does this take
place in a democracy? What is the
role of a Member of the Legislative
Assembly (MLA) and Ministers? How
do people express their views or
demand action from government?
We look at these questions through
the example of health

Why do we have state
government?
•India is a vast country with 28 statesand 7 union
territories.
•To ensure smooth governance, the Constitution of
Indiadivides powers between the Central Government
and State Governments.
•The State Governmentis responsible for managing
the affairs of its own state.
•It operates through three branches:
•Legislative–makes laws for the state.
•Executive–implements those laws.
•Judiciary–ensures justice and resolves disputes.
Who is an MLA?
An MLA, or Member of the Legislative Assembly, is an elected
representative who serves in the legislature of a state government in India.
Each MLA represents a specific electoral district called a constituency, and
is chosen directly by the people through voting. Their main role is to make
laws on state subjects like police, agriculture, and public health, and to
ensure that the government is accountable to the public. MLAs can also
become ministers or even the Chief Minister, but only if they are elected
members of the Assembly. The term of an MLA is typically five years, unless
the Assembly is dissolved earlier. They play a vital role in shaping policies
that affect daily life within their state.

•Not hold any executive position under the government of

•Not be bankrupt
A debate in the legislative assembly
•Students visited the Legislative Assembly and observed a live debate on a public health crisis.
•The issue: A severe outbreak of diarrhoea in several districts due to poor sanitation and lack of clean drinking water.
•️ MLAs from different constituencies raised concerns:
Some criticized the government for inadequate hospital facilities and staff shortages.
Others questioned the number of water tankers and sanitation efforts.
A few defended the government, citing ORS distribution and garbage cleanup drives.
•The debate allowed MLAs to:
Ask questions.
Share local problems.
Suggest solutions.
Hold the government accountable.
•The Health Minister responded, assuring that steps were being taken.
•The Chief Minister and ministers later visited affected areas and announced compensation and new sanitation plans.
•This debate showed how the Legislative Assembly functions as a space for discussion, decision-making, and public
accountability in a democracy.
WORKING OF GOVERNMENT
•The Legislative Assembly is not the only place where opinions are
expressed about the work of the government and action is
demanded.
•You will find newspapers, TV channels, and other organizations
regularly talking about the government.
•Soon after the discussion in the assembly, there was a press
conference organized by the concerned (health) minister.
•Large numbers of people from different newspapers were present.
The minister and some government officials were also present.
•The minister explained the steps the government had taken.
•Reporters asked many questions at this meeting.
•These discussions were then reported in different newspapers.
Newspaper report
i) During the next week, the chief minister and the minister for health visited Patalpuram district.
ii) They went to visit the families who had lost their relatives and also visited people in the hospitals.
iii) The government announced a compensation for them.
iv) CM said a high level enquiry committee will be asked to look into the needs of the district to
provide sanitation facilities and would request the minister for public Works to take care of the
needs of proper water supply in the region.
v) The government can also decide to make new laws for the state regarding sanitation and health
facilities.
