HARTOG COMMITTEE (1929) Sir Philip Joseph Hartog PREPARED BY VIPIN KUMAR SHUKLA
INTRODUCTION: Sir Philip Joseph Hartog was the chairman of this committee. There are two thoughts: 1) First is quality of education. 2) Rapid extension or expansion of education. It devoted for more attention to mass education than secondary and University education. This committee was not satisfied with the scanty growth of literacy in the country.
Contd…. They highlighted the problem of wastage and stagnation at primary level. This committee also emphasized on primary education and nasty expansion or compulsion in education.
RECOMMENDATIONS OF HARTOG COMMITTEE(1929) This committee focused on primary education and its expansion. Only deserving students should go in for high school while average student should be diverted to vocational course after VIII standard. Improvements in the quality, Training, Status, Pay, Service conditions of teachers. For improvements in standard of university education admission should be restricted.
Contd…. Adjustments of school hours and holidays to seasonal and local requirements. Fixation of the duration of primary course to (4 year).
HARTOG COMMITTEE AFTER EFFECTS: The committee gave a permanent shape to the educational policy of that period and attempted for consolidating and stabilizing education. However, the suggestions of the committee could not be implemented effectively and the educational progress could not be maintained due to world wide economic depression of (1930-37).
