HUNTER COMMISSION: This commission was appointed by Lord Ripon. In this commission they look into the complaints of Non-Implementation of wood despatch of 1854. President of this commission was “William Wilson Hunter he submitted the report on 1882. In this commission they told that look into the status of education in British territories and suggest means by which this can be extended or improved.
RECOMMENDATIONS OF HUNTER COMMISSION: Encourage primary education: It found that primary education in B ritish territories is lagging behind. Provincial revenues must be reserved financing the development of primary education in British Indian territories. Elementary schools should be handed over to the management of municipal council and district board and other bodies subject to inspection and supervision by Govt.
SECONDARY EDUCATION: Reported that the secondary education was making commendable progress particularly in Bengal, where the system of Grant in Aid worked well. Recommended that the secondary should be progressively handed to private enterprises which would be encouraged in the form of Grant in Aid. However standard of the education should not be permitted to decline. Like: Govt, Private and Christianity.
GRANT IN AID FOR INIGENOUS SCHOOLS: It is recommended grant in aid for the indigenous school on the basis of (Payment by result). The aided schools would charge lower rate of fess than those charged by similar Govt aimed in situations and these schools should be allowed to employ more Indian graduates trained in European Universities.
SIGNIFICANCE OF HUNTER COMMISSION: Most of its recommendations were accepted by the British Govt which resulted in the revolution of elementary education. This lead to the significantly reduced the British element in elementary education. In 1882, the P unjab university was established which lessened the burden over Calcutta University. Between 1882 & 1901, the number f student enrolled in primary and Secondary education and schools increases substantially.
EMPHASIS ON MORAL AND PHYSICAL EDUCATION: Emphasized that although there has to be exclusion of the religious education there should be some sort of arrangements to give senses of right and wrong to students. In Govt schools the principal or the professor should deliver a series on duties of man and citizen. The commission also gave due weightage to physical education in its recommendation.
Contd…. Overall development. There should be literacy and vocational training in secondary education system. Commission brought out in inadequate facilities available for the female education in the country. Special attention should be paid towards the development of education among M uslims.
