Dr. SK Illangaratne (PhD in MIS, WHUT, P.R. China, MSSc. in LIS, UoK, Sri Lanka, Fellowship, SLLA) Senior Assistant Librarian, Faculty of Technology & Faculty of Applied Sciences, Rajarata University of Sri Lanka. I [email protected] / [email protected] 0710559888 , 0771616923 PERFORMANCE EVALUATION SYSTEM FOR ACADEMIC LIBRARIES IN SRI LANKA A Conceptual Framework Development

EVALUATING THE PERFOMANCE OF LIBRARIES Efficiency: Evaluating the performance of libraries helps developers assess the speed and resource usage of different libraries. This allows them to choose the most efficient library that can meet their requirements while minimizing resource consumption. Scalability: Performance evaluation helps determine how well a library can scale with increasing data or user load. This is important for projects that require handling large amounts of data or high user traffic. Comparisons: By evaluating the performance of different libraries, developers can compare their strengths and weaknesses. This allows them to choose the library that provides the best performance for their specific use case. Optimization: Performance evaluation helps identify bottlenecks or areas where a library may lag in terms of performance. Developers can then optimize these areas or make informed trade-offs depending on the project requirements. 2

Aimed to shed light on the importance of evaluating the performance of organizations, particularly focusing on University Libraries in Sri Lanka. MAJOR OBJECTIVE OF THE STUDY SPECIFIC OBJECTIVES OF THE STUDY To study the existing quantitative and qualitative library evaluation processes. To distinguish the appropriate criteria for applying as input to measure the library service quality To investigate the impact of library service quality on the customer satisfaction. To apply the MCDA & AHP approaches to trace the criteria for evaluating libraries. 3

RESEARCH DESIGN 6

METHODOLOGY Employed an innovative methodology known as MCDA (Multi-criteria Decision Approach) in conjunction with the AHP (Analytical Hierarchy Process). 7

Major Innovations of the Study 11

Major Innovations of the Study 12

Major Innovative Points accepted by the High Degree Committee Wuhan University of Technology A new conceptual model was developed to determine the library’s gaps of key performance indicators. A new comprehensive evaluation index was constructed for Academic Libraries of Sri Lanka Internet basis resources sharing methods via social media were highly recommended to the Sri Lankan Academic Libraries to meet the new era challenges. 13

Conclusion My research findings not only illuminate the paramount importance of evaluating library performance but also provide a framework for assessing the efficiency of university libraries through a detailed selection of criteria. By implementing this framework, we can obtain a comprehensive understanding of library performance, enabling us to further streamline operations, continuously improve our services, and contribute even more effectively to the success of our institutions. 14
