Sub: Anti-National Institutional Arrangements made by
Government of India to sustain the business of flesh trade, illicit
sex trade and persistent Gang Rapes of vulnerable women and
children to generate revenue out of it and to achieve its own
Political mandates-reg.

Hon’ble Sir,

1. That Petitioner-in-Person in Writ Petition (Criminal) D.No.
18546/2022 before Supreme Court of India is OM PRAKASH
S/O Late Shri Deep Narayan Poddar, Age about 48 years, R/O
Asha Deep Niwas, Shukkar Hatt, Sonaili Village, P.S. Kadwa,
District Katihar, Bihar-855114 and R/O RZF-893, Netaji
Subhash Marg, Raj Nagar Part-2, Palam Colony, New Delhi-
110077.

2. That evidences show that Government of India has
deliberately created an Institutional Arrangements to sustain the
business of flesh trade, illicit sex trade, Gang Rapes events,
terrorist penetration into the systems, anti-national compromise
with extremist Nexal group, government cowed down before
the terms and conditions of extremists Nexalite group to bring
them into the mainstream systems and hence indulged in anti-
National activities for its own political vested interest.

3. That Congress sexually abused and spoiled Petitioner’s wife
Rina Kumari and minor daughter Shriya Poddar, extremists
Naxalite groomed and trained them, BJP/RSS ventilated anger
through persistent Gang Rapes and BSP made them leader like
Mayawati. Hence, all cut them into pieces. Petitioner is doing
their diagnosis and treatment. Conflict of interest arose among
all Political Parties to sexually abuse petitioner’s wife and
minor daughter was the main contention and reason for
Communal Violence in Seelampur, North East Delhi.

4. That Strategic importance of Katihar, Kishanganj, Purnea,
Araria, Jogbani are Geopolitically ‘NECK’ in the map of India.
Bagdogra and Purnea Air base and Bihar Military Police of
Katihar have been equipped with all kinds of modern
technologies to combat with all kind of invasions, terrorism and
infiltrations. Area has a long history of human trafficking.

5. That Government of India has distorted the concept of
Women Empowerment for its own political vested interest by
polarizing and pushing vulnerable women into the business of
flesh trade on the ground of false assurance by transferring the
ownership land registration deed of Land Rights from the male
members to women members forcefully and by hook and crook.
Women Empowerment has been redefined by throwing men
down, crushing men by hook and crook, snatching his
ownership of Land Rights and transferring it to women.

6. That the following events with “LIST OF DATES” have
taken place after e-filing a letter to Hon’ble the Chief Justice of
India dated 13.07.2022 in Writ Petition (Criminal) Diary Number.
18546/2022.

LIST OF DATES
13.07.2022 Minor daughter Shriya Poddar and a kid along
with 3 men and 1 woman human traffickers
appeared in front of petitioner at around
14:02PM at second class waiting room of
katihar railway station plat farm no.01.
Petitioner sent SMS to SHO Kadwa mobile
9431822787 and to inquiry officer Satya
Mohan, mobile: [phone] old Delhi Railway
Station Police at 21:01:50 pm “Human
traffickers number is 0120-2210300. Sex
abusers and illicit sex traders of my family and
minor daughter (Rina Kumari and Shriya
Podda). Arrest this bastard. Petitioner again
sent SMS at 21:57:22 pm “gang rapes and
illicit sex trade of my family and minor
daughter is continued at sonaili P.S. Kadwa,
katihar, Bihar causing artificial rain and
disconnecting electricity of whole village. Stop,
rescue and hand over.”

14.07.2022 Petitioner sent SMS to SHO Kadwa mobile
9431822787 and to inquiry officer Satya
Mohan, mobile: [phone] old Delhi Railway
Station Police at 12:54:20 midnight, “ Two Sah
Caste sex abusers R/O Sonaili working on
contractual basis in the office of SP and DM
Katihar attacked the petitioner in the local train

between Katihar to Siliguri by seeking
permission to Rape his wife and minor
daughter. They are Mr. Santosh Kumar Sah S/O
Late Vinod Sah and his companion. Vinod Sah
S/O Narayan Sah has kept petitioner’s wife and
daughter a hostage inside his house. Ashok sah
S/O Narayan Sah R/o Katihar has kept hostage
his other family members. Raid, rescue and
hand over”. Petitioner again sent SMS at
01:52:22 AM, “Sex abusers Shankar Sah S/O
Ramprasad Sah R/O Sonaili has kept hostage
my sister in law Rupam (Dolly), in his house
while Anuja has been kept hostage by SP
Katihar for illicit sex trade. Rescue and hand
over”. Petitioner sent SMS at 09:21:59 AM,
“Shri Ram Sah R/O Kachora, P.S. Kadwa,
katihar is also human trafficker, sex abuser, sex
racketeers and illicit sex trader of my families.
Arrest bastard”. SMS at 09:36:55 AM, “Ms
Rajkumari D/O Bhola Rai R/O Sonaili, P.S.
Kadwa is also key human trafficker, sex abuser
and illicit sex trader of my families across
country. Arrest this bitch”. Raj Kumari is an
All India Services Employee, posted at
Ahmadabad Gujrat as a DFO (District Forest
Conservation Officer) acquired disproportionate
assets at Sonaili Katihar against dummy name
through sex racket across country. SMS at
12:11:56 AM, “A group of Nexalite, tukre tukre
Gang, Pinjra group anti national women
supporter of Mamta Banerjee, doing illicit sex

trade of my families attacked me by pelting
stones, abusing with filthy languages at me
right now at Asha Deep Niwas, Shukkar Hatt,
Sonaili, Katihar, Bihar to usurp my house”.
SHO Kadwa said that he is sending PCR
immediately but he did not send PCR and attack
on me continued. Thereafter, petitioner
approached Secretary, Home Affairs and a
respondent in this case. He also did not pay any
heed to the request of petitioner to send police
on the spot to register F.I.R against Naxal
women attack on the petitioner, rather directed
the petitioner to contact Joint Secretary UT
without giving his number.

15.07.2022 SMS at 12:33:19 midnight, “stage show, forced
singing and vulgar DJ dance performance by
victims, organized at Nijhra, Sashi Viswas,
paswan, Rajput, Bengali at pahlagarh, chandan
nagar, sonaili and several place in katihar
district of Bihar like Manthu Dokania ‘Guru
Kripa’ house at sonaili, P.S Kadwa and various
other places. Gang rapes and illicit sex trade of
victims at Leela Nand Poddar’s , Khantar
Gupta’s, Arvind Gupta’s, Milan Bhagat’s,
Vinod Sah’s house and shops intensified by
Bihar administration and general public. Stop,
atrocities on women and children victims.
Arrest bastard”. Gang Rapes and Illicit sex
trade continued at Weekly Friday Market at
sonaili village, P.S.Kadwa Katihar Bihar.

15.07.2022 Hence, this criminal complaint against
Union of India and prayer for engaging/handing
over the case to NIA for impartial investigation
into the matter of persistent Gang Rapes and
persistent attack on her husband petitioner to
protest against illicit sex trade, social anarchy,
total social chaos, hijacking/invading all
constitutional Indian institutions through illicit
sex, endangering National Security, deliberate
creation of social disequilibrium in caste
systems of India, deliberate forceful attempt of
religious conversion, unifying India on the
ground of sex, election vote bank of political
parties on the ground of sex, victimization of
vulnerable section of the society for their own
political mileage. Petitioner is seeking urgent
action to STOP persistent Gang Rapes, illicit
sex trade, child sexual abuse and human
trafficking of victim families by the nexus of
state, NGO, gangsters, Indian defense
Organizations and General Public and hand
over the victims to the petitioner immediately as
SHE IS NOT SAFE ANYWHERE EXCEPT
WITH PETITIONER.

Direct NIA or appropriate agency to investigate
and register an F.I.R against the accused under
relevant section of IPC.
