The purpose of the Course is: To ensure t hat all personnel engaged in or responsible for Chemical Tanker Operations will have the latest knowledge in relation to Chemical Tanker Operation refreshed. Furthermore, the course will incorporate all areas as set out in IMO (International Maritime Organization) Model Course 1.37 “Chemical Tanker Cargo and Ballast Handling Simulation” After completion of the course a certificate will be issued validating that the IMO Model course 1.37 “Chemical Tanker Cargo and Ballast Handling Simulation” has been completed. Purpose of the Safety Data Sheet Chemical Refresher Course – Modul 1
SDS is carried onboard to ensure the safety of marine environment and seafarers , in case of accidents, spillage or other events that may bringe the seafarers in contact with the substance. The SDS provides useful and accessible information on the product carried on board , either as a cargo or for operational purposes. Vessels uses chemicals in many day to day operations. SDS is to be carried for all individual hazardous material carried on board along with proper personal protective equipments (PPE) so that in the time of emergency, appropriate procedures and swift response can be achieved in that situation. Purpose of the Safety Data Sheet The SDS provides information on: Identification: Of the product and supplier. Hazards: Physical (fire and reactivity) and health. Prevention: steps you can take to work safely, reduce or prevent exposure, or in an emergency. Response: appropriate responses in various situations (e.g., first-aid, fire, accidental release).
From MSDS to SDS (GHS) Globally Harmonized System of Classification and Labelling of Chemicals (United Nations), changes the MSDS to SDS as of 1 June 2015. This was the most significant major change required by June 1, 2015 . The information contained in SDS is similar but not identical to that in an MSDS, and the SDS must be presented in a new “user-friendly,” 16-section format. REACH - Regulation The European Parliament approved in December 2006: REGULATION (EC) No 1907/2006 OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 18 December 2006 concerning the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH), establishing a European Chemicals Agency, amending Directive 1999/45/EC This regulation set out when and if, a supplier of a chemical or mixture of chemical, have to prepare a Safety data sheet. REACH – Article 31 Article 31 Requirements for Safety Data Sheets The supplier of a substance or a preparation shall provide the recipient of the substance or preparation with a safety data sheet compiled in accordance with Annex II: where a substance or preparation meets the criteria for classification as dangerous in accordance with Directives 67/548/EEC or 1999/45/EC; or (b) where a substance is persistent, bioaccumulative and toxic or very persistent and very bioaccumulative in accordance with the criteria set out in Annex XIII; or (c) where a substance is included in the list established in accordance with Article 59(1) for reasons other than those referred to in points (a) and (b).
Reach – Article 31 Furthermore, safety data sheets (3.) must be prepared, if it contains: in an individual concentration of ≥ 1% by weight for non-gaseous preparations and ≥ 0.2% by volume for gaseous preparations, at least one substance posing human health or environmental hazards; or in an individual concentration of ≥ 0.1% by weight for non-gaseous mixtures at least one substance that is carcinogenic category 2 or toxic to reproduction category 1A, 1B and 2, skin sensitiser category 1, respiratory sensitiser category 1, or has effects on or via lactation or is persistent, bioaccumulative and toxic, or a substance for which there are Community workplace exposure limits.
Reach – Article 31 Language etc. of the Safety Data Sheet: The safety data sheet shall be supplied in an official language of the Member State(s) where the substance or preparation is placed on the market, unless the Member State(s) concerned provide otherwise. A safety data sheet shall be provided free of charge on paper or electronically. Suppliers shall update the safety data sheet without delay on the following occasions: as soon as new information which may affect the risk management measures, or new information on hazards becomes available; once an authorisation has been granted or refused; once a restriction has been imposed.
Reach – Article 31 The safety data sheet shall be dated and shall contain the following headings: identification of the substance/preparation and of the company/undertaking; hazards identification; composition/information on ingredients; first-aid measures; fire-fighting measures; accidental release measures; handling and storage; exposure controls/personal protection; physical and chemical properties; stability and reactivity; toxicological information; ecological information; disposal considerations; transport information; regulatory information; other information.
