Pe ngembangan profesi guru didefinisikan sebagai upaya yang dilakukan untuk meningkatkan taraf atau derajat profesi seorang guru yang menyangkut kemampuan guru,baik penguasaan materi ajar atau penguasaan metodologi pengajaran , serta sikap keprofesionalan guru menyangkut motivasi dan komitmen guru dalam menjalankan tugas sebagai guru. Pengembangan Profesional Profesi Guru

3. Menurut Mustofa ada 2 strategi yang bisa dilakukan untuk menciptakan situasi yang kondusif bagi pengembangan profesi guru, yaitu : 01 a. Strategi perubahan paradigm a Strategi ini dimulai dengan mengubah paradigma birokasi agar menjad imampu mengembangkan diri sendiri sebagai institusi yang berorientasipelayanan , bukan dilayani . Strategi perubahan paradigma dapat dilakukan melalui pembinaan guna menumbuhkan penyadaran akan peran dan fungsi birokrasi dalam kontek pelayanan masyarakat . 01 b. Strategi debirokratisasi Sementara strategi debirokratisasi dapat dilakukan dengancara mengurangi dan menyederhanakan berbagai prosedur yang dapat menjadi hambatan bagi pengembangan diri guru serta menyulitkan pelayanan bagi masyarakat 2

Ada 2 Pendekatan Karakteristik, yang melekat pada suatu profesi 01 Pendekatan institusional pendektan yang lebih memandang profesionalitas sebagai suatu proses konstitusional atau perkembangan sosional 01 Pendekatan legalistik , merupakan upaya profesionalisasi yang menekankan pada adanya pengakuan suatu profesi oleh negara 2

5. 3 Langkah-langkah strategi pengembangan profesional 01 02 03 Pengembangan profesionalitas guru harus lebih berorientasi pada peningkatan kualitas , bukan kuantitas.Dalam hal ini maka dperlukan SDM maupun finansial . Mengupayakan terjadinya peningkatan status profesi guru agar dapat sejajar dengan profesi lain. Profesionalitas guru membutuhkan upaya pendataan kembali terhadap guru agar mereka dapat dikembangkan .

6. Program Magang Kemitraan sekolah In-House Training (IHT) pengembangan profesi guru dilaksanakan melalui berbagai strategi dalam bentuk pendidikan dan pelatihan ( diklat ) maupun bukan diklat , antara lain : 1. Pendidikan dan Pelatihan Belajar jarak jauh Pelatihan berjenjang . Kursus singkat di perguruan tinggi atau lembaga pendidikan lainnya

Tujuan Pengembangan Guru Professional 01 03 02 Kebutuhan sosial untuk meningkatkan kemampuan sistem pendidikan yang efisien da n manusiawi , Kebutuhan untuk menemukan cara-cara untuk membantu staf pendidikan dalam rangka mengembangkan pribadinya secara luas Kebutuhan untuk mengembangkan dan mendorong keinginan guru untuk menikmati dan mendorong kehidupan pribadinya

Fungsi Pengembangan Guru Professional 01 03 02 Sebagai acuan sistem untuk melaksanakan kegiatan pelatihan dalam jabatan ( in-service training ) yang cocok bagi guru; Sebagai bekal bagi sekolah untuk meningkatkan kualitas program- programnya ; Menciptakan suasana atau kondisi yang memungkinkan guru untuk sebisa mungkin mengembangkan potensinya secara optimal.

11. Untuk memenuhi fungsi tersebut , menurut Bruce Joyce, adanya model komprehensif bagi pengembangan profesional guru benar-benar dirasakan mendesak . Untuk itu , Bruce Joyce menawarkan tiga model parsial pengembangan profesional , yaitu : pelatihan dalam jabatan , menjejaki kemungkinan adanya keterlibatan pemerintah untuk member pengkuan yang sama terhadap pekerjaan profesional dan anggota-anggota komunitasnya , dan mencoba memanfaatkan potensi program-program pengembangan profesional dan program-program perbaikan sekolah sebagai proses yang berkelanjutan .

12. B. Model Pengembangan Profesi Pengembangan profesional guru bersifat berkesinambungan atau berkelanjutan. Program pengembangan tersebut dilaksanakan sesuai dengan kebutuhan guru. Menurut Permenneg PAN dan RB Nomor 16 Tahun 2009, unsur kegiatan pengembangan keprofesian berkelanjutan meliputi: (a) pengembangan diri, (b) publikasi Ilmiah (c) karya inovatif

13. Pengetahuan dan nilai-nilai karakter . Dimana pelaku utamanya adalah gu r u. Guru menjadi poros utama yang menentukan kualitas peserta didiknya dan lebih jauh lagi mempengaruhi mutu pendidikan . Jabatan guru sebagai profesi bermula setelah dikeluarkannya Undang-Undang No 14 Tahun 2005 tentang Guru dan Dosen (UUGD) yang disahkan oleh DPR C. Implementasi Pengembangan Profesi Guru

14. PLPG diakhiri dengan uji kompetensi guru (UKG) yang dilakukan oleh LPTK Penyelenggara Sertifikasi Guru dengan mengacu pada rambu-rambu Ujian PLPG. Uji kompetensi meliputi uji tulis dan uji kinerja ( praktik pembelajaran ). PLPG penting untuk membantu meningkatkan kemampuan sumber daya manusia dengan lebih baik . Selain itu PLPG akan membawa keuntungan bagi lembaga pendidikan , sehingga akan tercipta tenaga-tenaga pendidik yang profesional serta berkompetensi pada bidangnya masing-masing . LPTK merupakan Perguruan Tinggi yang ditunjuk untuk pelaksanaan proses sertifikasi ( Permendikbud No.62 Tahun 2013). LPTK yang dipilih merupakan perguruan tinggi yang terakreditasi dan ditetapkan oleh pemerintah . Sertifikasi guru sebagai upaya peningkatan mutu guru yang diikuti dengan peningkatan kesejahteraan guru,
