The how-do-we-compare process makes evaluations on the basis of comparing one group against another or against the norm of a number of groups. Comparison Method
The how-do-we-stand method is based on identifying desirable program outcomes and related characteristics and criteria. From these criteria, rating scales, checklists, and questionnaires may be developed and used to indicate the degree to which a program measures up. How-Do-We-Stand Method

External Evaluation Associations (Philippines) Community Agencies Schools
The major evaluation associations for elementary and secondary schools and of significance to university programs, both undergraduate and graduate, are the various regional accreditation associations.
Several Accrediting Agencies PAASCU - Philippine Accrediting Association of Schools, College and Universities ACSC-AA - Association of Christian Schools and Colleges – Accrediting Association PACU-COA - Philippine Association of College and Universities-Commission on Accreditation. These existing accrediting agencies comprise the Federation of Accrediting Agencies of the Philippines ( FAAP )
Community Agencies A number of external evaluation associations accredit various types of agencies. These include: Joint Commission on Accreditation of Healthcare Organizations (JCAHO) Commission on Accreditation of Rehabilitation Facilities (CARF) Council on Accreditation of Services for Families and Children (COA) National Committee for Quality Assurance (NCQA)
