Policies on the Grant of Vacation Service Credits to Teachers

Here are the key policies: 1. Designation of Property Custodians Teachers may be designated as property custodians in the absence of regular supply officers in certain schools. Property custodians are responsible for tasks like receipt, issuance, and maintenance of supplies, materials, and equipment. They are required to conduct property inventory and prepare relevant reports.

2. Designation of Property Custodians Teachers should primarily be assigned teaching duties. Teachers can be designated as property custodians in schools with a student population of 2,000 or more if all teaching needs are met. Designated property custodians perform non-teaching functions and are considered on vacation-sick leave basis.

3. Service Compensation: Teachers designated as property custodians with regular teaching loads render part-time services and remain on teachers' leave basis. Additional compensation or overtime pay may be provided for work exceeding 8 hours during regular school days. Vacation service credits may be granted when funds are unavailable for additional compensation.

4. Procedures and Requirements: Designation of property custodians requires a recommendation by the school head to the schools division superintendent. The superintendent issues an order designating the teacher as a property custodian with specific tasks. Only duly designated property custodians are eligible for additional compensation, overtime pay, or vacation service credits.

Conditions and Procedures for Availing Service Credits by Teachers

The conditions and procedures for teachers to avail service credits under the guidelines are as follows: 1. Activities Eligible for Service Credits Service credits may be granted for various activities such as registration, election days, calamity response, remedial classes, sports competitions, and training programs. A premium of 20% may be granted for educational activities requiring specialized expertise.

2.  AcTivities Not Eligible for Service Credits: Service credits are not granted for in-service training programs fully funded by the government, clerical work, reassignments, or time spent traveling to work.

3. Procedure for Availing Service Credits: The head of office/school recommends the approval of the request to render vacation service. The schools division superintendent approves/disapproves the request. Documentation including an accomplishment report and signed daily time record (DTR) is required after completing vacation service.

These guidelines aim to ensure fair compensation and acknowledgment of the additional efforts put in by teachers beyond their regular duties.
